OFFICE OF THE PUNONG BARANGAY
WHEREAS, Section 17 of Republic Act 7160, otherwise known as the Local Government Code of 1991,
mandates that the barangays shall endeavor to provide for an effective and efficient provision of basic
services and facilities which includes programs and projects for children and youth welfare;
WHEREAS, Republic Act No. 7610, otherwise known as the Special Protection of Children against Child
Abuse, Exploitation, and Discrimination Act, provides for stronger deterrence and special protection against
child abuse, exploitation, neglect, cruelty and discrimination and its corresponding penalties;
WHEREAS, Article, 359 and 360 of Civil Code of the Philippines provides that the government shall
establish Councils for Protection of Children;
WHEREAS, Article 87 of Presidential Decree (PD) 603, the Child Youth Welfare Code, states that every
Barangay Council shall encourage the organization of a Local Council for Children;
WHEREAS, the Executive Order No. 301 series 2000 of the Philippines authorizes the adaptation and
implementation of the Philippine National Strategic Framework for Plan Development for Children 2002-
2025 for “Child 21”;
WHEREAS, Section 15 of Republic Act 9344, otherwise known as the Juvenile Justice and Welfare Act 0f
2006, mandates the LGUs to establish Local Councils for the Protection of Children and allocate one per
cent (1%) of their Internal Revenue Allotment for strengthening and implementation of programs and
projects of said Council;
WHEREAS, DILG Memorandum Circular No. 2002-126 dated August 8, 2002 mandates the compliance
with the directive to the attainment of the goals and objectives of Child 21 and ensures that Local Council
for the Protection of Children (LCPC) at level is organized and functional especially in the Barangay;

SECTION 2. FUNCTIONS. The Barangay Council for the Protection of Children shall have the following
functions:
SECTION 3. SECRETARIAT. The Secretariat shall be responsible for providing technical support,
documentation of proceedings, preparation of reports, and such other assistance as may be required in the
discharge of its functions. The Secretariat shall be composed of the following:
SECTION 4. FUNDING. Upon recommendation of the BCPC, funding shall be provided for programs
/projects/activities on children and ensure that these are implemented charged under
____________________________ of which 1% per cent from the total Internal Revenue Allotment
annually shall be allocated.

SECTION 5. MONITORING AND EVALUATION. Regular monitoring shall be conducted to
determine the functionality of the BCPC and find out accomplishments per committee including
implementation problems and issues;
