RECONSTITUTING AND RE-ORGANIZING THE BARANGAY COUNCIL FOR THE

PROTECTION OF CHILDREN (BCPC)

WHEREAS, Section 17 of Republic Act 7160, otherwise known as the Local Government Code of 1991,
mandates that the barangays shall endeavor to provide for an effective and efficient provision of basic
services and facilities which includes programs and projects for children and youth welfare;

WHEREAS, Republic Act No. 7610, otherwise known as the Special Protection of Children against Child
Abuse, Exploitation, and Discrimination Act, provides for stronger deterrence and special protection against
child abuse, exploitation, neglect, cruelty and discrimination and its corresponding penalties;

WHEREAS, Article, 359 and 360 of Civil Code of the Philippines provides that the government shall
establish Councils for Protection of Children;

WHEREAS, Article 87 of Presidential Decree (PD) 603, the Child Youth Welfare Code, states that every
Barangay Council shall encourage the organization of a Local Council for Children;

WHEREAS, the Executive Order No. 301 series 2000 of the Philippines authorizes the adaptation and
implementation of the Philippine National Strategic Framework for Plan Development for Children 2002-
2025 for “Child 21”;

WHEREAS, Section 15 of Republic Act 9344, otherwise known as the Juvenile Justice and Welfare Act 0f
2006, mandates the LGUs to establish Local Councils for the Protection of Children and allocate one per
cent (1%) of their Internal Revenue Allotment for strengthening and implementation of programs and
projects of said Council;

WHEREAS, DILG Memorandum Circular No. 2002-126 dated August 8, 2002 mandates the compliance
with the directive to the attainment of the goals and objectives of Child 21 and ensures that Local Council
for the Protection of Children (LCPC) at level is organized and functional especially in the Barangay;

NOW THEREFORE, I HON. _________________________, Punong Barangay of

___________________, City of Zamboanga, by virtue of the powers vested in me by law, do hereby order;

SECTION 1. RE-ORGANIZATION OF THE BARANGAY COUNCIL FOR THE PROTECTION

OF CHILDREN. The Barangay Council for the Protection of Children of Barangay
_____________________, City of Zamboanga, is hereby re-organized and shall be composed of the
following:

SECTION 2. FUNCTIONS. The Barangay Council for the Protection of Children shall have the following
functions:

a. Foster education of every child;

b. Take steps to prevent delinquency and assist parents of children with behavioral problems so
that they can get expert advice;
c. Adopt measure for the health of children;
d. Conduct capability building projects to increase knowledge and skills in handling children’s
problem;
e. Encourage the proper performance of the duties and responsibilities of parents, and provide
learning opportunities on the adequate rearing of the children and positive parent-child
relationship;
f. Promote wholesome entertainment in the community, especially in movie houses;
g. Prepare AWFP for Children and recommend appropriations to the Sanggunian;
h. Provide coordinated linkages with other agencies and institutions in the planning, monitoring,
and evaluations of plans for children;
i. Establish and maintain database on children in every barangay;
j. Advocate for the establishment and maintenance of playground and other facilities necessary
for children and youth development;
k. Advocate for the passage “Barangay Resolution/Ordinance responsive to child-related issues
and concerns and ensure the inclusion of children program in the executive agenda;
l. Protect and assist children in need of special protection (i.e. abandoned, maltreated and
dependents) refer cases filed against child abusers to proper agencies/institutions;
m. Monitoring situational reports on children and prepare quarterly updates including the
implementation on children’s program and make recommendations in the City CPC for
consideration and nationwide application; and
n. Perform such other functions and other child related laws especially in matters of child ad
parent education, health entertainment, etc.

SECTION 3. SECRETARIAT. The Secretariat shall be responsible for providing technical support,
documentation of proceedings, preparation of reports, and such other assistance as may be required in the
discharge of its functions. The Secretariat shall be composed of the following:

SECTION 4. FUNDING. Upon recommendation of the BCPC, funding shall be provided for programs
/projects/activities on children and ensure that these are implemented charged under
____________________________ of which 1% per cent from the total Internal Revenue Allotment
annually shall be allocated.

SECTION 5. MONITORING AND EVALUATION. Regular monitoring shall be conducted to
determine the functionality of the BCPC and find out accomplishments per committee including
implementation problems and issues;

SECTION 6. EFFECTIVITY. This order shall take effect immediately.
