EXECUTIVE ORDER NO. ____s. 2018

REORGANIZATION OF BARANGAY DEVELOPMENT

COUNCIL (BDC)
WHEREAS, the constitution mandates that the Government shall create
Development Council. Section 106 of the Local Government Code of 1991,
provides that each Local Government Units (LGUs) shall have a comprehensive
multi sectoral development plan, to be initiated by its Development council and
approved by its Sanggunian;

WHEREAS, the Development Council at the Municipal and Barangay

Level shall assist the corresponding sanggunian in setting direction of the LGU;

WHEREAS, the recently concluded barangay elections resulted to a new

set of barangay officials and functionaries;

NOW, THEREFORE, I _________________________, Punong Barangay

of _______________, _________________, Bulacan by virtue of the power
vested in me by law, do hereby reorganize the Barangay Development Council
which shall be compose of the following:

SECTION 1. COMPOSITION

SECTION II. DUTIES AND FUNCTIONS. The BDC shall perform the following
duties and functions

a. Mobilize people’s participation in local development effort

b. Prepare Barangay Development Plans based on local
requirements
c. Monitor and evaluate the implementation of national or local
programs and projects
d. Performs such other functions that may be provided by law and
competent authority.
SECTION III. MEETING OF THE BDC. The BDC shall meet at least once every
six (6) months or as often as necessary.

SECTION IV. EXECUTIVE COMMITTEE. The Executive Committee shall be

composed of the following:

SECTION V. POWERS AND FUNCTIONS OF EXECUTIVE COMMITTEE. The

BDC Executive Committee shall perform the following functions:

e. Ensure that the decision of the council are faithfully carried out
and implemented;
f. Act on matters requiring immediate attention or action by the
council;
g. Formulate policies, plans and programs based on the general
principles laid down by the council, and
h. Act on other matters as may be authorized by the council.

SECTION VI. SECRETARIAT. The Secretariat of the BDC shall be headed by

the Barangay Secretary who shall be assisted by the Municipal Planning and
Development Coordinator.

SECTION III. EFFECTIVITY. This order shall take effect immediately.
