ORGANIZING THE BARANGAY DEVELOPMENT COUNCIL IN BARANGAY

____________________, MUNICIPALITY OF CALATRAVA

WHEREAS, R.A. 7160, otherwise known as the Local Government Code of 1991
provides among others the organization of the Local Development Councils at all levels as
an advisory body to local officials in setting the development thrusts of the locality;
WHEREAS, the code mandated that the Local Development Council with Civil
Society Organization (CSO) Representatives shall formulate a multi-sectorial development
plan that shall direct the local sanggunian in crafting the economic and social development
and coordinating development efforts within its territorial jurisdiction;
WHEREAS, Article 62 of the Rules and Regulations Implementing R.A. 7160
provides for the meaningful participation of CSOs and People’s Organizations (POs) in the
pursuit for local autonomy and furtherance of development;
WHEREAS, the code institutionalizes this participation through the Local Special
Bodies which are primarily created and organized as the advisory and recommendatory
bodies of the local government units;

WHEREAS, the Code also explicitly requires the Barangay Development Council to
meet at least once in every six (6) months or as often as maybe necessary and the Code also
mandates the creation of Executive Committee to represent the council and act in its behalf
when not in session;

WHEREAS, the new Barangay Development Council will immediately function as

what the Local Government Code mandates (Section 109b) upon the approval of the
Punong Barangay;

NOW, THEREFORE, I, HON. _____________________, Punong Barangay of Barangay

___________________, Calatrava, Romblon, Philippines, by virtue of the powers vested in me by
law and other issuances, do hereby order:
 SECTION 1. ORGANIZATION AND COMPOSITION OF THE BARANGAY
DEVELOPMENT COUNCIL. There is hereby organized a Barangay Development Council
(Full Council) which shall be composed of the following:

SECTION 2. DUTIES AND FUNCTIONS. The MDC shall exercise the following
functions:

1. Formulate barangay development plans;

2. Mobilize people’s participation in local development efforts;
3. Coordinate, monitor and evaluate implementation of development programs
and projects; and
4. Perform such other functions as may be provided by laws or competent
authority.

SECTION 3. BARANGAY DEVELOPMENT COUNCIL EXECUTIVE COMMITTEE.

a.) There shall be an Executive Committee in the BDC who shall act in its behalf when it
is not in session.
b.) The EXECOM shall be composed of the following:

c.) The EXECOM shall exercise the following powers and functions:
1. Ensure that the decision of the council is faithfully carried out and
implemented;
2. Act on matters requiring immediate attention or action by the council;
3. Formulate policies, plans and programs based on the general principles laid
down by the council; and
4. Act on matters that may be authorized by the council.
 SECTION 4. MEETING AND QUORUM. The BDC shall convene at least once in every
six (6) on a time, date and place to be specified in a notice of meeting, at least one (1) day
before the schedule of meeting, or as may be necessary, by the BDC Secretariat.

SECTION 5. SECRETARIAT. (a.) The secretariat of the BDC shall be headed by the
Barangay Secretary (b.) The secretariat shall perform the following functions:
1. Responsible for the provision of technical supports;
2. Documentation of proceedings;
3. Preparation of reports; and
4. Perform such other functions as may be required in the discharge of
its functions.

SECTION 6. EFFECTIVITY. This Order shall take effect upon its approval.
