EXECUTIVE ORDER NO. 06
Series of 2020

AN ORDER ORGANIZING THE BARANGAY CONTACT TRACING TEAM (CTT)

FOR COVID – 19 AND PROVIDING FUNCTIONS THEREOF

WHEREAS, Section 16, RA 7160 “General Welfare” states that every Local Government Unit
shall exercise the powers expressly granted to them for the general welfare of their inhabitants
like the promotion of health and safety, preserve the comfort and convenience of their
inhabitants;

WHEREAS, Article II, Section 5 of the 1987 Philippine Constitution, declares that the
maintenance of peace and order, the protection of life, liberty, and property, and promotion of
the general welfare are essential for the enjoyment by all the people of the blessings of
democracy;

WHEREAS, Local Government Units (LGUs) are enjoin, thru the Local Chief Executive, to
effectively intensify implementation of COVID – 19 related Programs, Projects and Activities
(PPAs) that promote health and well-being of citizens;

WHEREAS, Department of the Interior and Local Government (DILG) has issued
Memorandum Circular No. 2020 – 73 dated April 13, 2020 re Guidelines for the Conduct of the
Expanded Testing Procedures for COVID-19 and Memorandum Circular No. 2020 – 77 dated
April 24, 2020 re Rationalizing the Establishment of A Local Government Unit Task Force
Against COVID;

WHEREAS, as part of the government’s continuing efforts to defeat COVID-19, the

government needs contact tracers to form part of Local Contact Tracing Teams (CTTs) of LGUs
across the country who shall take charge of tracking down the close contacts of confirmed
COVID-19 patients.;

NOW, THEREFORE I, NORWEL C. BASCOS, Punong Barangay of Barangay Villasis,

Santiago City, by virtue of the powers vested in me by the law, do hereby organize the Barangay
Contact Tracing Team (CTT) as follows:

Section 1. Composition. The Barangay Contact Tracing Team (CTT) is hereby organized to be
constituted as follows:

Section 2. Duties and Functions. The Barangay Contact Tracing Team (CTT) shall exercise the
following functions:
i. Spearhead in the implementation of DILG MC No. 2020 – 073 and DILG MC
No. 2020 – 077;
ii. Conduct contact tracing for all persons with known exposure to a COVID-19
patient to ensure that they are strictly observing the home quarantine measures;
iii. Monitor status of probable, suspected and confirmed cases including family
members with known contact to a confirmed case to mitigate possibility of
contagion;
iv. Report daily update to the COVID – 19 Municipal Task Force; and
v. Perform such other functions as provided by the higher authorities or by law.

Section 3. Funding Support.

Funding support for the Barangay Contact Tracing Team (CTT) shall be charged against the fund
of the Barangay Government subject to availability of funds and the usual accounting and
auditing rules and regulations.

Section 4. Effectivity.
This Order shall take effect immediately.
