EXECUTIVE ORDER NO. 09

SERIES OF 2020

“AN ORDER ESTABLISHING THE IMPLEMENTING TEAM FO THE RESPONSIBLE

PARENTHOOD AND REPRODUCTIVE HEALTH (RPRH) LAW”

WHEREAS, in 2012 Republic Act No. 10354, otherwise known as “The Responsible
Parenthood and reproductive Health (RPRH) Act of 2012, was enacted recognizing further the
human rights of all persons including their right to equality and non-discrimination of these
rights , the right to sustainable human development , the right to health which includes
reproductive health, the right to education and information, and the right to choose and make
decisions for themselves in accordance with their religious convictions, ethics, cultural beliefs
and the demands of responsible parenthood;

WHEREAS, the Implementing Rules and Regulations (IRR) of the said law enshrine the
vital role of the Local Government Units (LGU’s) in attaining the objectives on responsible
parenthood and reproductive health, such as in providing and financing of healthcare services,
assisting the Department of Health (DOH) in mapping available facilities in the Service Delivery
Network, and hiring of skilled health professionals for Maternal Health Care and Skilled Birth
attendance;

WHEREAS, President Rodrigo Roa Duterte has repeatedly declared the intensified
implementation of the National Program on Population and Family Planning (NPPPFP) as a
national policy and priority strategy;

WHEREAS, the President’s 10-Point Economic Agenda includes the implementation of

Responsible Parenthood and Reproductive Health (RPRH) Law to enable, especially the poor
couples , to make informed choices on financial and family planning;

WHEREAS, the Philipine Development Plan (PDP) for 2017-2022 likewise includes the
achievement of demographic dividend as a key strategy in harnessing the country’s growth
potential;
 WHEREAS, pursuant to Executive Order No. 12, LGUs were tasked to attain zero unmet
need for modern family planning.

WHEREAS, to ensure the mobilization and full participation of the LGUs particularly in
the delivery of the full range of family planning information and services especially among the
marginalized and underserved population. The Department of Interior and Local Government
issued Memoramdum Circular no. 2020-132 dated October 7, 2020, which provides for the
guidelines in the establishments of the implementing teams of the RPRH Law in the LGUs.

NOW THEREFORE, I ELBERT O. BALIGOD, Punong Baranagay Cato Tuao Cagayan, by

virtue of the powers vested in me by the law hereby directs the following:

SECTION 1- ESTABLISHMENT AND COMPOSITION

An implementing team responsible parenthood and reproductive health “RPRH” is

hereby created in _____________, compose of the following:

SECTION 2- DUTIES AND FUNCTIONS

The team shall perform functions as provided in DILG Memorandum Circular no. 2020-
132 dated October 7, 2020 and upon directive of the Punong Barangay, such as, but not limited
to :

a. Conduct regular and special meetings to discuss, among others, development and
implementation of family planning;

b. Prepare an Annual Work and financial Plan, which may include, but not limited to the
following:

i. Information, education and advocacy campaign on RPRH to give prominence to the

implementation of family planning.

ii. Conduct of capacity-building programs for all stakeholders involved in the

implementation of RPRH PPPAS;

iii. Creation and establishment of systems on effective coordination with the national
agencies involved in the promotion and implementation of RPRH.

iv. Institution of policies and programs to promote the welfare of men and women of
RPRH program aligned with national thrusts;

c. Prepare and submit semestral report to the office of the Mayor, thru the DILG
Municipal local government Operations Officer, not later than every 15 th of January and July
every year.

d. Perform other functions as may be directed by the Municipal Mayor;

SECTION 3-SECRETARIAT

A secretariat for the Implementing Team is hereby created to provide technical

assistance and secretariat services, composed of the following:

 The secretariat shall forward the minutes of the meetings, agenda, and summary of
agreements, as approved by the Chairperson of the Implementing Team to the Commission on
Population Regional Office 02 every end of the quarter.

SECTION 4- REPEALING CLAUSE

Any executive order or issuance issued by this office which is contrary to or inconsistent
with the provisions of this order is hereby amended, modified, or repealed accordingly.

SECTION 5-EFFECTIVITY

This order shall take effect immediately upon its arrival.

“AN EXECUTIVE ORDER ESTABLISHING THE BARANGAY HEALTH EMERGENCY

RESPONSE TEAM (BHERT)”

WHEREAS, the memorandum circular no. _____________ dated__________ mandates

the creation of the barangay health emergency response team in every barangay.

WHEREAS, In order to assist the Municipal Health Emergency Response Team in its
efforts of the health threat in the community, the organization of the BHERT is imperative.

NOW THEREFORE, I Hon. Elbert O. Baligod, by virtue of the power vested in me by law
as Punong Barangay, do hereby order;
