    ORDER

    It has been observed by the undersigned that in most activities where your
    participation is needed, most of you were not actively participating.
    In lieu of this, I am forcibly implementing penalties for Barangay
    Kagawads who fail to participate without any valid/legal reasons, a fine of ONE
    THOUSAND PESOS (Php 1,000.00), Philippine currency, will be
    automatically deducted from the honorarium of the concerned barangay official.
    SO ORDERED.
