RESOLUTION FOR ACTIVITION AND REORGANIZATION OF THE BARANGAY ANTI-DRUG ABUSE


COMMITTEE (BADAC) OF KUYA, MARAMAG,BUKIDNON AND PRESCRIBING THE USUAL ORGANIZATIONAL
STRUCTURE,STAFFING PATTERN AS WELL AS DUTIES FUNCTIONS OF ITS OFFICIALS AND MEMBERS.

WHEREAS, the Barangay Government of Kuya is committed for the most effective and efficient
enforcement of RA 9165 or the Comprehensive Dangerous Drug Act of 2002

WHEREAS, the Department of Interior and Local Government (DILG) mandates the activation
and/or reorganization of all barangay organizations for the effective and efficient coordination of functional
workers in mobilizing community participation to local programs, projects and activities.

WHEREAS, the organization of this council is a must important in order to take full implementation
of the RA 9165 Comprehensive Dangerous Drug Act of 2002.

WHEREAS, the Barangay Anti – Drug Abuse Committee (BADAC) in this Barangay with the following
composition:

WHEREAS, The Council shall perform the following functions:


a.) Conduct Regular meetings at least once a month and call for special meetings whenever
Necessary:
b.) Plan, strategize, implement and evaluate programs and projects on drug abuse
prevention in the Barangay.
c.) Organize the BADAC Auxiliary Team to compose an ideal number of 25 members per
2,000.00 Barangay inhabitant representing Puroks, subdivisions or sitios.
d.) Orient the BADAC Auxiliary Team of Their roles and function and in formulating plan of
Action to address the upcoming problem.
e.) Equip barangay Tanods and BADAC Auxiliary Team on their role and function in campaign
Against street –level illegal drug trade through seminars and trainings.
f.) Coordinates and collaborate with other institution on implementing programs and
projects on drug abuse prevention at the barangay level
g.) Continously gather and update data on all drug related incidents and its effect on the
peace and order situation in the barangay including listing of suspected drug users and pushers;
h.) Submit monthly reports to the Municipal Anti-Drug Abuse Council copy furnish the DILG
Municipal Field Office.
i.) Refer suspected drug users to the C/MADAC and other institutions for corresponding
counseling and/or rehabilitation;
j.) Conduct and Information Education Campaign (IEC) on illegal drug demand reduction;
k.) Monitor disposition and progress of drug related cases filed.
l.) Perform other related functions.

WHEREAS, the Barangay Anti- Drug Abuse Committee (BADAC) also includes two Committees, the
Committee on Operations and Committee on Advocacy with the following composition,rules and
regulations

B. Roles and Responsibilities

1.) Prepare and maintain a confidential list of the suspect users,pusher,financiers or protector
of illegal drug trade found in the Barangay area of jurisdiction to be submit to the Municipal Anti-
drug Special Operation Task Force (AIDSOTF) and drug are being conducted and to report the same
immediate to PNP of PDEA.
2.) Conduct administrative searches of suspect drug dens/laboratories.
3.) Conduct briefing, meetings prior to the launching of operations to ensure positive result
and safety of the operating teams and the community.

Pre Operation

* Identification of drug affected house clusters, works ,places, streets, Purok and sitios where
manufacture, delivery, sale or use of illegal drugs are being conducted and to report the same
immediately to the PNP or the Philippine Drug Enforcement Agency (PDEA)
* Conduct administrative searches of suspected drug derylaboratories.
* Conduct briefing meetings prior to the launching of operation to ensure positive results
and safety of the operating team and the community.

DURING OPERATION:

1.) Ensure safety of the community and regularity of the operation.


2.) Any Elected barangay Official present during the operation to witness the inventory of
seized drugs paraphernalia.
3.) Extend such other necessary assistance to PDEA and PNP Authority in its operation against
illegal drugs including but not limited to the preservation of evidence and protection of witness and
suspect against unlawful acts.

Post – Operations
- The Elected Barangay Officials present during the operation shall execute and affidavit
And act as witness in court hearings in the prosecution of drug cases.
- Submit reports of drugs clearing operation conducted, if any to the any to the Municipal
Anti-drug abuse council copy furnish the DILG Municipal Field Office.
For operation conducted/initiated by the PDEA/PNP an elected barangay official should be
involved immediately after the raid and be present to stand as witness during the conduct of
inventory

a.) Coordinate and collaborate with their institutions in the barangay in


implementing programs and projects on illegal; drug abuse
b.) Conduct consultative meetings with organization in the barangay
c.) Strengthen the family by promoting values, parental care and guidance that will prevent
children from attempting to and use of prohibited drugs.
d.) Strengthen linkage of the Barangay Officials with the community higher LGU’s local police and
PDEA on anti-illegal drug campaign
e.) Conduct necessary seminar for the community on the dangers of illegal drugs
coordination with the PNP;
f.) Empower the community in reporting drug related cases through an award commendation
system
g.) Identify and implement sustainable livelihood project as reintegration program to former
drug pushers and drug addicts.

NOW THEREFORE, on motion By Hon. Virgilio E. Ponferrada duly seconded by Hon. Elma M. Taponggot to
resolve as it is hereby resolved to pass a RESOLUTION FOR ACTIVITION AND REORGANIZATION THE
BARANGAY ANTI-DRUG ABUSE COMMITTEE (BADAC) OF KUYA, MARAMAG,BUKIDNON AND
PRESCRIBING THE USUAL ORGANIZATIONAL STRUCTURE,STAFFING PATTERN AS WELL AS DUTIES
FUNCTIONS OF ITS OFFICIALS AND MEMBERS.

Resolved further, to furnish copies of this resolution to all person and concerned agencies/ offices
for their information and guidance.

SERIES 2022

A RESOLUTION ADOPTING THE KASIMBAYANAN PROGRAM IN BARANGAY KUYA,


MARAMAG, BUKIDNON THIS C.Y. 2022

WHEREAS, the “KASIMBAYAN” is a holistic and dynamic approach to include the church and
the Community into the central activity of the Country;

WHEREAS, this noble and worthy endeavor is fully in line and consistent with President Rodrigo
Roa Duterte’s pronouncements of ensuring a vibrant democracy where there is respect for the rule
of law and Constituents;

WHEREAS, the Maramag Police Office, with the support of the religious sector and advocacy
support groups, aims to bring awareness to the various communities that’s all (both PNP personnel
and the people they serve) have vital role in contributing peace, order, progress and holistic
transformation of the society;

WHEREAS, the full support of the Chiefs of Police (COPs) in this program is necessary so that
transformation is both ensured within the PNP organization and in the respective community they
serve especially down to the barangay level;

WHEREAS, this program provides an interplay among three (3) important sectors by becoming the
PNP members as community- based bridged builders;
NOW THEREFORE, on motion by Hon. Virgilio E. Ponferrada was duly seconded by Hon. Craig
Stephen S. Cabinta and Hon. Gemma B. Magsayo.

RESOLVED, AS IT IS HEREBY RESOLVED, to approve the adoption of “KASIMBAYANAN


Program” in Barangay Kuya, Maramag, Bukidnon, and to support this undertaking initiated by the
concerned Maramag Police Station Office, which is to bring about holistic transformation and to
effect change to the communities they serve with the help of religious sector;

RESOLVED FURTHER, to authorized the Barangay Secretary to function copies of this


resolution to whoever is interested and for whatever legal purpose this may serve them best.
