EXECUTIVE ORDER
NO. 2021- ___ Series of 2021

“ESTABLISHING THE CIVIL SOCIETY ORGANIZATION DESK AND

INSTITUTIONALIZING THE PEOPLE’S COUNCIL IN THE LOCAL
GOVERNMENT OF SABLAYAN, PROVINCE OF OCCIDENTAL MINDORO”

WHEREAS,the DILG has issued the several policy guidelines that provide
opportunities for Civil Society Organizations (CSOs) to engage and participate in the
programs and processes of the national and local governments ;

WHEREAS, Article 62, Rule XIII, IRR of the Local Government Code provides
that the Local Government Units shall promote the establishment and operation of non-
government organizations, people’s organization and private sector to make them active
partners in the pursuit of local economy, and to directly involve them, in planning and
implementation of programs and projects of the LGUs. Article 64, of the same IRR ,
provides for the procedures and guidelines in the accreditation and selection of
representatives of theLSBs ;

WHEREAS, the participation of the CSOs in government processes is important

for the purpose of providing checks and balances, as well as exacting accountability. An
active CSO participation is an indicator of healthy participatory governance;

NOW THEREFORE, by the authority vested in me by law, I, ANDRES D.

DANGEROS, Municipal Mayor, do hereby order the establishment of the Civil Society
Organization Desk and Institutionalizing the People’s Council in the Local Government of
Sablayan as follows:

Section 1. Composition - There shall be established a civil society organization desk in

the Municipality of Sablayan which shall be manned by a desk officer to wit:

CSO Desk Officer : Juanito Esteban

Section 2. Functions of ther CSO Desk and Desk Officer- The CSO Desk Officer
shall:

1. Cause the organization of federation or coalition of sectoral CSOs from barangay

level to municipal level and municipal level to provincial level, including the formation of
the People’s Council in the LGU;

2. Mobilize and ensure participation of accredited and recognized CSOs in the

various processes and activities of the local government, particularly in planning,
budgeting, monitoring, and other service delivery areas;

3. Coordinate with the established Federation of Local CSO and People’s Council,
the holding of regular meetimgs and other relevant activities of the local governments;

4. Monitor through the People’s Council, CSO participation in the programs,

projects and activities of the CSOs and;

5. Maintain and update local CSO database;

6. Collaborate and submit reports to the concerned DILG field officers on matters

relating to the programs, projects and activities of the CSOs and;

7. Perform relevant functions as may be required by the higher authorities

Section 3. Effectivity- This order shall take effect immediately and a copy shall be
published in the municiality’s official website.
