EXECUTIVE ORDER No. 11

CREATION OF CIVIL SOCIETY ORGANIZATION (CSO) DESK AND APPOINTMENT OF CSO

DESK OFFICER

WHEREAS, Article 62, Rule XIII of the Implementing Rules and Regulations of the Local
Government Code of 1991 (Republic Act No. 7160) mandates local government units to promote
the establishment and operation of people’s organizations, non-governmental organizations, and
the private sector, to make them active partners in the pursuit of local autonomy, and to directly
involve them in the plans, programs, projects or activities of the local government unit, such as,
but not limited to, membership in local special bodies (LSBs) and involvement in the delivery of
basic services and facilities;

WHEREAS, the DILG, in the exercise of its general supervision of LGUs, issued
Memorandum Circular No. 2021-012 as amended by Memorandum Circular No. 2021-054 dated
May 18, 2021 with regard to the establishment of Civil Society Organization Desk and
Institutionalization of People’s Council in the Local Government Units;

NOW THEREFORE, I, KIRK A. ASIS, Mayor of the City of Bayugan, Agusan del Sur, by
virtue of the powers vested in me by law, do hereby order:

SECTION 1. Creation of CSO Desk and Appointment of CSO Desk Officer. The CSO
Desk is hereby created under the City Planning and Development Services (CPDS) Office, and
that the CPDS Coordinator, or his/her assigned office personnel is appointed as the CSO Desk
Officer.

SECTION 2. The CSO Desk Officer shall:

a. Cause the organization of federation or coalition of sectoral CSOs from the
barangay level to municipal level including the formation of People’s Council
in the LGU;
b. Mobilize and ensure participation of accredited and recognized CSOs in the
various processes and activities in the local government, particularly in
planning, budgeting, monitoring and other service delivery areas;
c. Coordinate with the established Federation of Local CSO and People’s
Council, the holding of regular meetings and other relevant activities of the
CSOs;
d. Monitor through the People’s Council, CSO participation in the programs,
projects and activities of the local government units;
e. Maintain and update the local CSO database;
f. Collaborate and submit reports to the concerned DILG field officers on
matters relating to the programs, projects and activities of the CSOs; and
g. Perform relevant functions as may be required by higher authorities.

SECTION 3. Repealing Clause. All other existing orders or issuances inconsistent with
this Executive Order are hereby revoked and/or rescinded accordingly.

SECTION 4. Effectivity. This Order shall take effect immediately.
