MEMORANDUM

TO : ALL MUNICIPAL MAYORS

Siargao Island, Surigao del Norte

SUBJECT : URGENT SUSPENSION OF COCKPIT OPERATION OR

COCKFIGHTING ACTIVITIES

DATE : JANUARY 15, 2021

The Local Government Code (LGC), under section 447 (a) (3) (v) the Municipal Government,
through the Sangguniang Bayan, has the power to authorize and license the establishment of
cockpits, regulate cockfighting, and the commercial breeding of gamecocks.

Likewise, LGC Sec. 444 (b) (2) (iii) mandate all Local Chief Executives to enforce all laws and
ordinance and may issue such executive orders as are necessary for its proper enforcement and
execution of the same.

Considering we are still in a pandemic, and in line with the Department of the Interior of
Local Government (DILG) issuance of MC No. 2020-140 re: Guidelines on the Resumption of Cockpit
Operations or Cockfighting in areas under Modified General Community Quarantine (MGCQ), Local
Government Units may allow the conduct of cockfighting activities in the exercise of its sound
judgment and upon compliance of the general provisions on the above stated memorandum. ( Please

To this end, the continuous rise of confirmed cases of COVID 19 affecting the municipalities
of Siargao Island, this office enjoins all Municipal Mayors to URGENTLY SUSPEND ALL COCKPIT
OPERATION OR COCKFIGHTING ACTIVITIES, legal or otherwise, for the safety of the public until
further notice.
