EXECUTIVE ORDER NO. 2021-21

AN EXECUTIVE ORDER CREATING THE BARANGAY EMPLOYMENT SERVICE (BES) DESK AND DESIGNATE
A BARANGAY EMPLOYMENT SERVICE AND ASSISTANCE (BESA) OFFICER IN BARANGAY GENERAL
MALVAR SANTIAGO CITY FOR THE ENHANCEMENT OF THE LOCAL FACILITATION SERVICE NETWORK

WHEREAS, Republic Act No. 8597, otherwise known as the Public Employment Service Act of 1999, as
amended by Republic Act No. 10691, institutionalized a National Facilitation Service Network through
the establishment of Public Employment Service Office in every province, key city and other strategic
areas throughout the country to promote full employment and equality of employment opportunities
for all;
WHEREAS, the Public Employment Service Office (PESO) Santiago City was established through
Ordinance No. 6THCC-105 to serve as an employment facilitation service conduit in the city and ensure
gainful employment facilitation service conduit in the City and ensure gainful employment for
Santiagueños;

WHEREAS, to strengthen and expand the existing employment facilitation service machinery in the local
level, there is a need cascade the services all the way down to the grassroots or at the barangay level;

NOW, THEREFORE, I, HON. MANUEL GONZAGA SANTIAGO II, Punong Barangay of General Malvar
Santiago City, by virtue of the powers vested in me by law, do hereby ORDER:

Section 1. THE CREATION OF BARANGAY EMPLOYMENT SERVICE (BES) DESK AND DESIGNATE A
BARANGAY EMPLOYMENT SERVICE AND ASSISTANCE (BESA) OFFICER IN BARANGAY GENERAL
MALVAR SANTIAGO CITY FOR THE ENHANCEMENT OF THE LOCAL FACILITATION SERVICE NETWORK.

Section 2. The Barangay Employment Service (BES) Desk for the effective implementation of the
employment facilitation service in the barangays in the City of Santiago is hereby created, to be
composed of the following:

Section 2. DUTIES AND FUCTIONS. The roles and responsibilities of the Barangay Employment Service
(BES) Desk are as follows:

a. To assist/coordinate with the Public Employment Service Office Santiago in the identification of
existing job vacancies through the submission of a List of Vacancies of business establishments
located in their area of responsibility;

b. To maintain and keep an updated record of job seekers in the barangay and furnishing the same
to PESO Santiago City for registration in the national PESO Employment Information System
(PEIS);

c. To serve as the referral and information channel for the various programs and activities of PESO
Santiago City and the Department of Labor and Employment (DOLE); and

d. To maintain a Barangay Public Employment Bulletin Board for the posting of updated and
available job vacancies in the barangay for the benefit of job seekers as provided/posted on a
monthly basis by PESO Santiago and the barangay respectively.

Section 3. SEPARABILITY CLAUSE. If for any reason, any section or provision of this Executive Order is
declared to be unconstitutional or invalid by any competent court the other section or provision hereof,
which are not affected thereby shall continue.

Section 4. REPEALING CLAUSE. All previous orders and issuances inconsistent with the provisions of this
Order are hereby repealed or modified accordingly.

Section 5. EFFECTIVITY CLAUSE. This Order shall take effect immediately and shall remain effective until
otherwise superseded, amended, or repealed accordingly
