RESOLUTION NO. 2018-_____

A RESOLUTION APPROVING THE CREATION OF A TRUST FUND FOR THE

FINANCIAL LIVELIHOOD ASSISSTANCE OF THE CITY GOVERNMENT OF
MALAYBALAY EMPLOYEES’ ASSOCIATION (CGMEA) MEMBERS

WHEREAS, the Constitution of the Republic of the Philippines provides for the following
provisions:
1. Article II, Section 9 – “The State shall promote a just and dynamic social order that will ensure
the prosperity and independence of the nation and free the people from poverty through policies
that provide adequate social services, promote full employment, a rising standard of living, and
an improved quality of life for all.”
2. Article II, Section 18 – “The State affirms labor as a primary social and economic force. It shall
protect the rights of the workers and promote their welfare.”
3. Article XIII, Section 2 – “The promotion of social justice shall include the commitment to
create economic opportunities based on freedom of initiative and self-reliance.” and
4. Article XIII, Section 3 – “The State shall afford full protection to labor, local and overseas,
organized and unorganized, and promote full employment and quality of employment
opportunities to all.”

WHEREAS, the City Government of Malaybalay Employees Association (CGMEA) is a

registered employee organization of City Government of Malaybalay with Certificate of Registration
No. 1038 of the Office of the Department of Labor and Employment and the Civil Service
Commission;

WHEREAS, it is in the interest of the City Government of Malaybalay and the Association to
establish working environment which will promote welfare and productivity and contribution to the
attainment of a genuine public service;

WHEREAS, providing livelihood assistance to CGMEA members will alleviate the lives of
these employees as well as to inspire and renew their dedication to voluntarily provide effective and
quality public services to the constituents of the City of Malaybalay;

NOW, THEREFORE:
 BE IT RESOLVED, as it is hereby resolved, to approve the creation of a Trust Fund for the
financial livelihood assistance of the City Government of Malaybalay Employee’s Association
(CGMEA) members;

RESOLVED FURTHER, that copies of this resolution be furnished to the city offices
concerned for information and appropriate action;
