EXECUTIVE ORDER NO. 35, SERIES OF 2022

AN ORDER ESTABLISHING THE PUBLIC EMPLOYMENT SERVICE OFFICE


(PESO) UNDER THE OFFICE OF THE MAYOR AND ITS FUNCTIONS,
DESIGNATING MS. MARY JOY SAUDIA B. SANTOS AS PESO MANAGER

WHEREAS, the International Labor Organizations (ILO) mandates ratifying States to


create and maintain a free employment service;

WHEREAS, the Department of Interior and Local Government (DILG) issued DILG
Memorandum Circular No. 94-69 dated May 2, 1994, solicits the support of Local
Chief Executives of the different local government units to immediately establish,
operate and maintain Public Employment Service Offices (PESOs) in their respective
jurisdiction;

WHEREAS, Section 3 of Republic Act No. 8579 otherwise known as the “Public
Employment Service Office Act of 1999”, as amended by Republic Act No. 10691
states that “there shall be established in all provinces, cities, and municipalities a
Public Employment Service Office, hereinafter referred to as ‘PESO’, which shall be
operated and maintained by local government units (LGUs). The PESOs shall be
linked to the regional offices of the Department of Labor and Employment (DOLE)
for coordination and technical supervision, and to the DOLE central office, to
constitute the national public employment service network” .;

NOW, THEREFORE, by virtue of the power vested in me under the laws of the
Republic of the Philippines, I, RODEL N. DELA CRUZ, Municipal Mayor of the
Municipality of Teresa, Rizal, do hereby order the following:

Section 1. Establishment and composition of PESO. The Public Employment


Service Office (PESO) is hereby established and shall be integrated in the Office of
the Mayor.

The PESO shall be composed of the following:

Planning Officer II, MPDO
Designated PESO Coordinator - Myralyn L. Echon
Administrative Aide III, Office of the
Mayor

PESO Support Staff - Jobe Candelaria

Section 2. Functions PESO. The PESO shall have the following functions:

(a) Encourage employers to submit to the PESO on a regular basis a list of


job vacancies in their respective establishments in order to facilitate the
exchange of labor market information between job seekers and employers
by providing employment information services to job seekers, both for
local and overseas employment, and recruitment assistance to employers;

(b) Develop and administer testing and evaluation instruments for effective
job selection, training and counselling;

(c) Provide persons with entrepreneurship qualities, access to the various


livelihood and self-employment programs offered by both government and
nongovernment organizations at the provincial, city, municipal and
barangay levels by undertaking referrals for such program;

(d) Undertake employability enhancement trainings or seminars for job


seekers, as well as those who would like to change career or enhance
their employability;

(e) Provide employment or occupational counselling, career guidance, mass


motivation and values development activities;

(f) Conduct pre-employment counselling and orientation to prospective local


and, most especially, overseas workers;

(g) Provide reintegration assistance services to returning Filipino migrant


workers;

(h) Prepare and submit to the Sanggunian Bayan an annual employment plan
and budget including other regular funding sources and budgetary support
of the PESO; and

(i) Perform such functions as to fully carry out the objectives of the law.

Section 3. Designation of PESO Manager. Ms. Mary Joy Saudia B. Santos of


the Municipal Planning and Development Office (MPDO) as the PESO Manager.

Section 4. Functions of the PESO Manager. The PESO Manager shall perform
the following functions:

(a) Prepare an Annual Training and Development Plan;


(b) Encourage employers within the Municipality to submit to PESO on a
regular basis a list of job vacancies to facilitate employment;
(c) Mobilize locally sourced-out funds;
(d) Formulate, undertake, monitor and evaluate training and livelihood
programs;
(e) Collate and consolidate reports; and
(f) Perform such other duties and functions as may be required

Section 4. Organizational Responsibility. The PESO Manager shall be under


the direct supervision of the Office of the Municipal Mayor.

Section 5. Repealing Clause. All issuances, orders and memoranda issued


inconsistent herewith are hereby nullified and/or repealed.

Section 6. Effectivity. This Executive Order shall take effect immediately.
