AN ORDER CREATING THE BARANGAY VERIFICATION TEAM (BVT) OF BARANGAY

SUBA,
BANTAYAN, CEBU IN LINE WITH THE IMPLEMENTATON OF THE NATIONAL
HOUSEHOLD
TARGETING SYSTEM FOR POVERTY REDUCTION/LISTAHANAN 3.

WHEREAS, Executive Order (EO) No. 867 series of 2010 mandates the Department of Social
Welfare and Development (DSWD) to implement the National Household Targeting System for Poverty
Reduction (NHTS – PR), otherwise known as Listahanan, to establish a system for identifying who and
where the poor households, update the data every four (4) years, and share the data to NGAs, and in
return, shall serve as basis in the selection of beneficiaries of social protection program nationwide;

WHEREAS, in line with the updating of Listahanan database of poor households, the DSWD
shall conduct validation and finalization phase prior to data sharing;

WHEREAS, the said phase of Listahanan provides an opportunity for community and the local
government units to review the initial list of poor households generated after the initial application of
Proxy Means Tests (PMT) for transparency. It further upholds transparency and public accountability for
the integrity of database of list of poor households , and minimizes inclusion and exclusion errors in the
final list of poor households;

WHEREAS, the arising issue from the initial list can be best resolved through the creation of
Local Verification Committee (LVC) at the city/municipality level and Barangay Verification Team
(BVT) at the barangay level. Hence, the need to create a BVT to ensure the effective implementation of
Listahanan 3.

NOW THEREFORE, I CLIFFORD A. MAY , Punong Barangay of Barangay Suba, Bantayan,

Cebu by virtue of the power vested in me by law, do hereby order the creation of Barangay Verification
Team (BVT) of Barangay Suba, Bantayan, Cebu

Section 1: Composition. The Barangay Verification Team (BVT) shall be composed of the
following :

Chairperson : HON. CLIFFORD A. MAY - Punong Barangay

Members : HON. RENANTE E. TAMIS - 1st Brgy. Kagawad

HON. EDGAR R. LAYESE - Chairman, Committee on
Social Services
EVA E. NEGAPATAN - CSO Representative
ROMEO Q. DESAMPARADO - Barangay Sub-Project
Management Committee
(BSPMC Chair)
Section 2 : Function. The BVT shall perform the following functions :

2.a. Reviews appeals or grievances from the community, together with the
AS;
2.b. Evaluates grievance for merit using the Grievance Evaluation Form;
and
2.c. Submits filled-out Grievance Evaluation Form with the corresponding
recommendation to the LVC.

Section 3 : Effectivity. This Order shall take effect immediately.
