EXECUTIVE ORDER ORGANIZING THE BARANGAY GRIEVANCE REDRESS


SYSTEM (GRS) COMMITTEE OF BARANGAY DAIG, TULUNAN, COTABATO FOR
THE IMPLEMENTATION OF THE KALAHI CIDSS NCDDP-AF

WHEREAS, the BLGU of Barangay Daig, Tulunan, Cotabato in partnership with


the DSWD is implementing a Program called as Kapit Bisig Laban sa Kahirapan
Comprehensive Integrated Delivery of Social Services National Community Driven
Development Program Additional Financing (KALAHI CIDSS NCDDP-AF) both aimed at
reducing poverty in depressed community by providing infrastructure and livelihood
programs which are responsive to the needs of these communities;
WHEREAS, implementation of the program involves the participation of the
private sector particularly people’s organization and barangay officials where the
approved sub-project are located;
WHEREAS, the KALAHI-CIDSS NCDDP-AF during implementation stage might
possibly encounter various challenges, issues and concerns and sometimes conflicts
among community members and stakeholders;
WHEREAS, there is a need to establish a Barangay Grievance Redress
Committee that shall serve as a proper venue of forum in resolving any problems that
would arise in order that the timely delivery of service to program beneficiaries will not
be adversely affected;
NOW THEREFORE, I, HON. RONQUILLO G. SAMOÑESA, Punong Barangay of
Daig, Municipality of Tulunan, Province of Cotabato, by the power vested in me by law,
do hereby order;
SECTION 1. Creation of a Barangay Grievance Redress Committee
There shall be created a Barangay GRS Committee for the KALAHI CIDSS
NCDDP-AF which shall be composed of the following:
1. JAVIER V. VIA – GRS CHAIRMAN
2. BENJAMIN S. VIA - MEMBER
3. VENICE JONAFE L. LAYAN - MEMBER
4. ELUETERIO CATUBAY JR.
5. CHRISTIAN JAY M. DEQUITO - COMMUNITY EMPOWERMENT
FACILITATOR
SECTION 2. Duties and Responsibilities
1. The committee will ensure the GRS is properly initiated in the barangay level
2. Act on issues, concerns, complaints and grievances filed and or arise in the
community
3. Study and familiarize itself with the guidelines of the KALAHI CIDSS NCDDP-AF
and other applicable guidelines in order to effectively perform its duties and
functions.
4. Establish its own internal rules in the resolution of grievances endorsed to the
level.
5. Document the resolution of grievances that were raised before, during and after
implementation
6. Furnish the Punong Barangay and give recommendations and suggestions for
the resolution of the matters raised
7. In cases when there is a need for fact-finding the GRS committee will facilitated
on calling for community assemblies, and securing means of verification and
other pertinent documents regarding the grievance.
8. The Grievance Committee will also inform the community facilitator assigned
about existing PINCO (problems, issues, needs, concerns, observation) in the
community and how they were addressed or what actions are expected from the
management.
SECTION 3. Grievance Box
There shall be placed/installed a Grievance Box in conspicuous areas of the
Barangay Hall where any interested party can submit its complaints, suggestions,
recommendations and any other matters related to the implementation of the KALAHI
CIDSS NCDDP-AF
SECTION 4. Separability Clause
If any or a part of this order declared unlawful by the competent authority, the
remaining provisions shall continue to be a binding and enforceable.
SECTION 5. Repealing Clause
All other local issuances inconsistent with this order are hereby repealed and/or
amended accordingly.
SECTION 6. Effectivity
This Executive Order shall take effect immediately upon approval. This order
shall take effect this 18th day of November 2021.
