AN EXECUTIVE ORDER CREATING THE BARANGAY REGULATORY REFORM TEAM OF


BARANGAY NEW TANGLAG, CITY/MUNIPALITY OF TABUK, KALINGA

WHEREAS; Section 5 of Republic Act No. 11032, otherwise known at the Ease of Doing Business and
Efficient Government Service Delivery Act of 2018 states that all offices and agencies which provide
government services are hereby mandated to regularly undertake cost compliance analysis time and
motion studies, undergo evaluation and improvement of their transaction system and procedures and
reengineer the same if deemed necessary to reduce bureaucratic red tape and processing time.

WHEREAS, the Philippine Development Plan 2017-2022 ensures People-Centered, Clean and
Efficient Governance through seamless service delivery, the DILG issued Memo Circular No. 2018-
214 series of 2018 entitled, Reengineering of LGU Systems and procedures on EODB EGSB Act of
2018 that enjoins LGUs to initiate reengineering of its operations and procedures.

WHEREAS, DILG-DOF JMC No. 2019-01 provides the guidelines for the review, adjustment setting
and/or adoption of reasonable regulatory fees and charges of LGUs;

WHEREAS, DILG-DTI-DICT JMC No.2018-01 states the revised standards in processing business and
licenses in all cities and municipalities;

NOW THEREFORE, by the powers vested in me by law, I FOSTER O. DULAWEN, Punong


Barangay of BARANGAY NEW TANGLAG, TABUK CITY , KALINGA, hereby order the creation of
the Barangay Regulatory Reform Team (RRT), appointing the membership and specifying its duties
and responsibilities with the following stipulations:
Section 1. Composition

Head - FOSTER O. DULAWEN, Punong Barangay

Members - ANSELMO B. ALISON JR., SB Member

- WILMA D. UNDAY, SB Member

- AVELINO B. DUMALYONG, SB Member

- JENNIFER D. BALNAO, Barangay Treasurer

- ILORETA AGAGON, CSO Representative

Secretariat - DALLY C. KARGANILLA, Barangay Secretary

Section 2. Duties and Functions

RRT shall have the following functions:

A. Stock-take all existing local ordinances and issuances made by LGUs solely or jointly made
with other LGUs or NGAs;
B. Conduct public dialogues with stakeholders such as NGAs, CSOs and the private sector, to
identify cumbersome regulations and determine priority ordinances and issuances for
review/ assessment;
C. Review/ assess prioritized local ordinances, and resolution, if it is resolutions, if it is
redundant, outdated or unnecessary using the Four –way Test;
D. Recommend policy options that may be adopted by the LGU
E. Draft policies based on the result of assessment;
F. Accomplish the Regulatory Reform Technical Report (RRTR);
G. Create a Monitoring and Evaluation System;
H. Create and/ or Update the data base systems and the LGU website:
I. Establish regulatory management procedures and methodologies in the modification,
adoption, implementation, and evaluation of existing local ordinances, issuances and
resolutions of the LGU;
J. Conduct studies in the promotion of efficient government service and ease of doing business;
K. Conduct quarterly meeting and as need arises with proper documentation; an
L. Ensure regular and timely submission to DILG and ARTA.

Section 3. Effectivity. This Executive Order shall take effect immediately.

IN WITNESS WHEREOF, I have hereunto set my hand this 26th day of August, 2020 at Barangay
New Tanglag, Tabuk City, Kalinga.
