ACTIVITY DESIGN
I. RATIONALE

Cognizant of the important role of the barangay in the overall development and
transformation of the community and of the nation, the Department shall implement the
2021 Pilot Testing of the Seal of Good Local Governance for Barangay (SGLGB) to
encourage and challenge barangays to scale up its performance and practices of good
governance that accord primacy to the principles of accountability, transparency,
performance and effectiveness.

Pursuant to Section 2(c) of the Implementing Rules and Regulations of Republic


Act (RA) No. 11292 (The Seal of Good Local Governance (SGLG) Act of 2019), the Council
of Good Local Governance (CGLG) shall conduct an evaluation of the impact of RA 11292
on the performance of the LGUs for purposes of determining the need for enhancing or
continuing the SGLG, rolling out SGLG in barangays, and recommending any amendatory
legislation. Similar to the SGLG, the SGLGB is an incentive program which aims to
recognize barangays with notable performance on the areas of Peace and Order,
Financial Administration, Disaster Preparedness, Social Protection, Business-
friendliness and Competitiveness, and Environmental Management.

The 2021 Pilot Testing of the SGLGB will be implemented to:

1. Verify the effectiveness and efficiency of the parameters developed in


assessing barangay governance; 
2. Identify practical/potential issues, concerns and challenges that might come
up in the full implementation of the program;
3. Advocate community awareness and strengthen key partnerships among
stakeholders;
4. Empower barangays, during the pilot testing, to thrive and excel in
governance areas being evaluated through the program;
5. Catalyse excellence in barangay governance through provision of recognition
to participating barangays for pilot testing; and
6. Provide sound inputs and recommendations in the implementation of a full-
scale rollout.

Consequently, the Department of the Interior and Local Government (DILG)


issued Memorandum Circular No. 2019-69 dated May 15, 2019 about the Amendment to
DILG MC 2009-209 entitled “Guidelines in the Monitoring the Functionality of the
Barangay Development Council (BDC). At the barangay level, it is
the Barangay Development Council that shall assist the Sangguniang Barangay in setting
the direction of economic and social development and coordinating the development
efforts within its territorial jurisdiction. The BDC Functionality Indicators aim to assess
the effectiveness of the performance of the BDC vis-a-vis the functions mandated to
them by the existing laws and policies.
Likewise, the Supreme Court Ruling on the Mandanas-Garcia petitions clarified
the basis for the computation local government units (LGUs) just shares and ordered the
National Government to include all collections of national taxes in the computation of
LGU shares. Executive Order No. 138, s. 2021 encourages LGUs to primarily and
ultimately responsible in the implementation and delivery of devolved functions
pursuant to Section 17 of the Local Government Code and other laws which
subsequently assigned new functions to LGUs.
In relation hereto, the Liga ng mga Barangay - Dipaculao, Aurora would like to
give their respective barangays a deeper understanding on their role of in uplifting
transparency and accountability in good governance towards National Development.
Thus the Liga ng mga Barangay – Dipaculao, Aurora will be conducting the
Rollout on the Seal of Good Local Governance for Barangay (SGLGB) and BDC
Functionality Audit cum Orientation on the Preparation of the Barangay Devolution
Transition Plan, hence, this design.

II. OBJECTIVES

Particularly, this activity will help the participants to:


1. Understand the concepts of SGLGB,
2. Determine the assessment criteria and functionality indicators,
3. Be able to participate in the SGLGB and BDC Functionality Audit and
4. Formulate the Barangay Devolution Transition Plan.

IV. METHODOLOGY

This activity will employ adult learning principles by utilizing exploratory learning
approaches. The concept theories will serve as functional inputs through lectures,
discussions, presentations, and interactive demonstration of the learning sessions.

This activity shall be conducted through a face-to-face discussion ensuring that the
minimum health protocols are followed.
V. PARTICIPANTS

The target participants of this activity are the Punong Barangays, Barangay
Secretaries, Barangay Treasurers, and Barangay Kagawad (Committee Chairperson on
Appropriation.

VI. DATE AND VENUE

The activity is scheduled on September 8-10, 2021 at the Bay View Resort, Barangay
Ditale, Dipaculao, Aurora.

VII. FUNDING REQUIREMENT

A registration fee of five thousand pesos per participant shall be collected to cover
expenses for food, venue and materials. Provision/reimbursement of travelling expenses is
authorized subject to the usual accounting and auditing rules and regulations and other
applicable laws.

VIII. MONITORING AND EVALUATION

At the end of the course, a terminal report shall be submitted to the DILG Aurora
Provincial Office and Dipaculao Field Office, ten days after the conduct of the activity for
evaluation and monitoring.

FOR THE 2019-2020 FUNCTIONALITY AUDIT FOR BPOCs AND BADACs

ACTIVITY DESIGN

I. RATIONALE

The 1987 Constitution of the Republic of the Philippines, particularly Article II, Section 5,
declares, as one of the State’s Principles, that the maintenance of peace and order, the protection
of life, liberty and property, and promotion of the general welfare are essential for the
enjoyment by all the people of the blessings of democracy.

Likewise, Executive Order No. 366 dated September 5, 1996, was issued requiring all
barangays to organize the Barangay Peace and Order Committee (BPOC) to serve as the
implementing arm of the Municipal Peace and Order Council at the barangay level. At the same
time, DILG and DDB Joint Memorandum Circular No. 1, series of 2018 states for the organization
of the Barangay Anti-Drug Abuse Councils (BADAC) and its operationalization.

Subsequently, to ensure that BPOCs and BADACs are organized and functional, there is a
need to review the functionality indicators of BPOCs and BADACs to harmonize its duties and
responsibilities with the existing and new policies and laws.

Thus the Liga ng mga Barangay – Dipaculao, Aurora will be conducting an


Orientation/Workshop on the functionality indicators, rules and responsibilities and
monitoring guidelines of Barangay Peace and Order Committees (BPOC) and Barangay
Anti-Drug Abuse Council in preparation for the 2019-2020 Functionality Audit for BPOCs
and BADACs, hence, this design.

II. OBJECTIVES

Particularly, this activity will aid the participants to:

1. Understand the Functionality Indicators for the BPOC and BADAC Audit;
2. Be able to prepare the necessary documents to be prepared for the Functionality
Audit, and
3. Be able to improve the functionality and performance of the respective BPOCs and
BADACs in the Municipality of Dipaculao, Aurora..

III. CONTENT:

1. Module 1: Overview on the Functionality Indicators for the 2019-2020 BPOC

IV. METHODOLOGY

This activity will employ adult learning principles by utilizing exploratory learning
approaches. The concept theories will serve as functional inputs through lectures, discussions,
presentations, and interactive demonstration of the learning sessions.

V. PARTICIPANTS

The target participants of this activity are the Barangay Secretaries who serve as
BPOC/BADAC Secretariat.

VI. DATE AND VENUE

The activity is scheduled on February 10-11, 2021 at Bay View Resort, Barangay Ditale,
Dipaculao, Aurora.

VII. FUNDING REQUIREMENT

Provision/reimbursement of travelling expenses is authorized subject to the usual


accounting and auditing rules and regulations and other applicable laws.

VIII. MONITORING AND EVALUATION

At the end of the course, an evaluation questionnaire shall be administered to elicit


feedback from the participants as well as the accomplishment of their action plan, which will be
submitted to the secretariat for monitoring.
