LEGAL BASIS:
1. Section 2, E.O 366, dated September 5, 1996, is the creation of BPOC that every
barangay should organized BPOC to serve as the implementing arms of the
City/Municipality Peace and Order Council at the barangay level.
2. DILG Memorandum Circular No. 2002-05, dated June 24 is the guidelines on the
operation of the BPOC’s incorporating therein amendments to NPOC MC 2002-01
dated February 4, 2002.
3. DILG Memorandum Circular No. 2002-05, dated January 11, 2002: Strengthening
BPOC through the respective City/Municipal Mayors is hereby enjoined to
strengthen the BPOC within the area of responsibility.
4. DILG memorandum circular No. 2011-24 dated February 17, on the duties and
functions of the Provincial, City/Municipal Peace and Order Councils and Barangay
Peace and Order Council Committee.
COMPOSITION OF BPOC:
The BPOC has the following duties and functions in accordance with DILG memorandum
circular no. 2011-24, dated February 17, 2011:
1. Formulate the barangay peace and order safety plan, which shall be incorporated in
the Barangay Development Plan and recommend measures to improve or to
enhance peace and order and public safety in the community.
2. To monitor and coordinate in the implementation of peace and order programs and
projects in the barangay level, including anti-gambling activities.
3. Serve as an on information gathering mechanism.
4. Establish and maintain profile of all residents in the barangay.
5. Monitor and check the nefarious activities of the criminal elements.
6. Identify barangay constituents with strong deviant behavior for referral to
appropriate authorities.
7. Maintain continuing dialogue, close coordination and rapport with the higher POC
and law enforcement units.
8. Monitor, coordinate and supervise the operation of all community-based anti-crime
movements within the barangay.
9. Make periodic assessment of the prevailing peace and order situation in the
barangay and submit report, to include an assessment and situation report on illegal
gambling with appropriate recommendation to the high level of POC.
10. Perform such other function which may be assigned by the higher level POC.
