Executive Order No. 3

RE-ORGANIZING/RE-CONSTITUTING THE BARANGAY PEACE AND ORDER COUNCIL

(BPOC)

WHEREAS, DILG Memorandum Circular No. 2002-02 – Strengthening the BPOC and POC
Memorandum Circular 2002-05 provides the guidelines on the operationalization of the Barangay Peace
and Order Council activity;

WHEREAS, the Barangay Peace and Order Council (BPOC) is the implementing arm of the
Municipal Peace and Order Council at the Barangay level;

NOW, THEREFORE, I, JUSTO B. MANZANO, Punong Barangay of Barangay Poblacion,

Mabini, Pangasinan by virtue of powers vested in me by law, do hereby order;

SECTION I. Re- organization/Re-constituting the composition:

The Barangay Peace and Order Council (BPOC) of this Barangay shall be re-organized and
compose the following;

Chairperson : Justo B. Manzano Punong Barangay

Co-Chairperson : Adonis B. Balintos SB, Chair on BPOC
Members : Renelyn A. Estrada SK Chairperson
Merle C. Rodriguez Lupon Member
Grazielda A. Laquindanum School Rep./Principal
Teodorico D. Jimenez FBO
Louella C. Lee Senior Citizen Rep.
Ricardo A. Buenaflor Chief CVO

SECTION II. FUNCTIONS:

- Initiate, coordinate and monitor the implementation of Peace and Order programs and
projects at the barangay level.
- Serve as the info-gathering mechanism pertaining to peace and order.
- Monitor and check the notorious activities of criminal elements.
- Supervise barangay tanods in identifying barangay constituents with strong deviant behaviour
for referral to appropriate authority.
- Maintain continuing dialogue, close coordination and rapport with the Mun. Peace and Order
Management Coordinating Council and the Law enforcement Units operating in the
barangay.
- Formulate plans and recommend measures which will improve or enhance Peace and Order
and Public Safety in its area of jurisdiction.
- Supervise, coordinate and monitor the operations of all community base Anti-Crime activities
undertaken within the barangay.

- Perform such other functions which may be assigned by higher Peace and Order Council.
SECTION III. MEETING:

The Barangay Peace and Order Council shall meet once a month or as often as necessary.

SECTION IV. Barangay Peace and Order Council shall have Executive Committee:

There shall be an Executive Committee of the Peace and Order committee (BBPOC) to represent
the BPOC and set of its behalf when meeting is needed and composed of:

Ricardo A. Buenaflor Chief CVO

SECTION V. FUNCTIONS OF EXECUTIVE COMMITTEE

- Formulate and implement programs, activities under the integrated area/community for
public safety programs within the barangay.

SECTION VI. EFFCTIVITY.

This Executive Order shall take effect immediately after signing.
