ORGANIZING/STRENGTHENING THE BARANGAY PEACE AND ORDER COMMITTEE

(BPOC) OF BARANGAY LUMBAAN-BICBICA, PINILI, ILOCOS NORTE.

WHEREAS, pursuant to Executive Order No. 336, supplemented by DILG Memorandum

Circular No. 2001-141 dated October 16, 2001 and DILG Memorandum Circular No. 2002-02 dated
January 11, 2002, enjoins all Peace and Order Councils through their respective Municipal
Mayors/Punong Barangays to organize/reorganize the Barangay Peace and Order Committee (BPOC)
within their areas of jurisdiction;

WHEREAS, said Memorandum Circular prescribes strategies in strengthening BPOC like

passing resolution to organize/reorganize such committee, sustain its functionally, provides funding the
requirements and formulate/implement the Barangay Intergrated Area/Community Public Safety Plan
(BIACPSP) in coordination within the Municipal Peace and Order Council and other concerned agencies;

NOW THEREFORE, I, FE MADARANG TIRO, Punong Barangay of Barangay Lumbaan-

Bicbica, Pinili, Ilocos Norte, by virtue the powers vested in me by law, DO hereby ORDER;

Section 1. Organization. The Barangay Development Council of Barangay Lumbaan-Bicbica, Pinili,

Ilocos Norte is hereby organized:

Section 2. Duties and Functions. The BPOC shall have the following duties and functions:

a. Initiate, coordinate, and monitor the implementation of peace and order programs and
project at the barangay level;
b. Serve as an info-gathering mechanism pertaining peace and order;
c. Monitor and check the nefarious activities of criminal elements;
d. Supervise barangay tanods in identifying barangay constituents with strong deviant
behaviour for referral to appropriate authorities;
e. Maintain continuing dialogue, close coordination and rapport with the city or
municipal POC, the city or municipal management coordinating committee and the
law enforcement units operating in the barangay;
f. Formulate plans and recommend measures which will improve or enhance peace and
order and public safety in its area of jurisdiction;

g. Supervise coordinate and monitor the operations of all community-based anti-crime

activities undertaken within the barangay;
h. Undertake periodic assessment of the prevailing peace and order situation in the
barangay and submit report with appropriate recommendations to the city/municipal
POC; and
i. Perform such other functions which may be assigned by higher POCs.
Section 3. Effectivity. This order shall take effect immediately upon its approval.
