EXECUTIVE ORDER NO. 04

ESTABLISHMENT OF THE VIOLENCE AGAINTS WOMEN(VAW) DESK OF BARANGAY

LUMBAAN-BICBICA, PINILI, ILOCOS NORTE.

WHEREAS, the State condemns discrimination against women in all its forms and
pursues by all means and without delay the policy of eliminating discrimination against
women;

WHEREAS, Republic Act 9710, otherwise known as the Magna Karta of Women- a
comprehensive women’s human rights law, seeks to eliminate discrimination against
women by recognizing, protecting, fulfilling and promoting the rights of Filipino Women,
especially those in the marginalized sectors;

WHEREAS, Section 1 (d), Rule IV of the Implementing Rules and Regulations (IRR) of
Republic 9710, provides for the establishment of VAW Desk in every barangay, to
ensure that violence against women cases are fully addressed in a gender-responsive
manner shall be manned by a VAW Desk Officer, preferably a woman Barangay Kagawad
of women Barangay Tanod;

NOW THEREFORE, I, FE MADARANG TIRO, Punong Barangay of Barangay Lumbaan-

Bicbica, Pinili, Ilocos Norte, by virtue of the powers vested in me by law, hereby order
that:

Section 1. Establishment and Designation of Officer. The establishment of the Violence

Against Women (VAW) Desk at an appropriate area in the Barangay Hall and which shall
be manned by a VAW Desk Person/Officer particularly, HON. MARIFE M. PIDOT

Section 2. Duties and Functions. The VAW Desk Person/ Officer shall perform the
following functions:

!. Respond to gender-based violence cases brought to the Barangay;

2. Record the number of render-based violence handled by the Barangay and submits a
quarterly report on all cases of VAW to the DILG Municipal Office and the Municipal
Social Welfare Development Office;
3. Keep VAW case record confidential and secured and ensure that only authorized
personnel can access it;
4. Assist victims of VAW in securing Barangay Protection Order (BPO) and access
necessary services;
5. Develop the Barangay’s gender-responsive plan in addressing gender-based violence,
including support services, capacity building and referral system;
6. Coordinate with and refer cases to government agencies, non-government
organization, institutions and other marginalized groups;
7. Address other forms of abuse committed against women, especially senior citizens,
women with disabilities and other marginalized groups;
8. Lead advocacies on the elimination of VAW in the community; and
9. Perform other functions as may be directed or assigned by competent authorities.
Section 3. Funding Requirements. The cost for the establishment and operations of the
VAW Desk shall be charged under the LGU’s Gender and Development (GAD) Budget
which shall be at least 5% of their budgetary allocation.

Section 4. Effectively. This Executive Order shall take effect immediately upon its
approval.
