EXECUTIVE ORDER NO. 5

Series of 2022

CREATION OF BARANGAY SINABAAN TASK FORCE TO END LOCAL COMMUNIST ARMED

CONFLICT (BTF-ELCAC) OPERATIONS CENTER.

WHEREAS, Executive Order No. 70 provides the institutionalization of the Whole-of National Approach is
attaining inclusive and sustainable peace, creation of National Task Force to End Local Communist Armed
Conflict and directs for the formulation of National Peace framework;

WHEREAS, the Whole-of-Nation approach addresses the root cause of insurgency, internal disturbances
and tension and other armed conflicts and threat by prioritizing and harmonizing the delivery of basic
services and society and societal development packages by the government, facilitating and ensuring
active participant of all sectors of the society in the pursuit of peace agenda;

WHEREAS, the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) Memorandum
Circular Number 20200617-001 sets forth the guidelines for the establishment and management of the
NTF-ELCAC Operation (OPCEN) at the national level down to the regional, provincial, city and municipal
task forces nationwide, in order to have a systematic, efficient and centralized communications
monitoring and report system.

NOW THEREFORE I, Hon. ELVIRA F. MARTINEZ, Punong Barangay of Barangay Sinabaan, Bautista,
Pangasinan by virtue of the powers and authority vested in me by law, do hereby order:

SECTION 1. COMPOSITION. The Sinabaan BTF-ELCAC OPCEN shall be composed of the following:

Assistant Chief : PAT. CATHERINE P. DE GUZMAN

Pulis ng Barangay, Bautista MPS

Admin : OMAR I. DIZON

Barangay Secretary

Operation : PALERMO E. DIZON, SR.

Brgy. Kgd / Committee on Peace & Order

Section 2. DUTIES AND FUNCTIONS. The Sinabaan BTF-ELCAC OPCEN shall operate 24/7 and responsible
in the consolidation and submission of the daily activity report, monthly, quarterly and annual
accomplishment reports of the BTF-ELCAC OPCEN.

The OPCEN members shall have following duties and function, to wit:

Chief

1. Responsible for the administrative and operational activities of the BTF-OPCEN;

2. Ensures the availability of reports for the information and consumption of the Municipal Task
Force leadership; and
3. Perform other duties as directed.

Assistant Chief

1. Assist the OPCEN Chief in directing, supervising and controlling the management of the BTF-
OPCEN;
2. Acts as Security Officer of the BTF-ELCAC OPCEN; and
3. Perform other duties as directed.

Admin Staff

1. Maintains files/records for incoming and outgoing communication;

2. Maintains and updates directory;
3. Facilitate the procurement of logistical requirement for the OPCEN; and
4. Perform other duties as directed

Operation Staff

1. Renders 24/7 duty on rotation basis;

2. Receives and transmits communication;
3. Makes follow-up of outgoing communications/directive/compliance with target dates;
4. Consolidated the daily, monthly, quarterly and annual accomplishment reports to the MTF-ELCAC;
5. Perform other duties as directed.

Section 3. LOCATION OF THE BTF-ELCAC OPCEN. The physical location of the Sinabaan BTF-ELCAC shall
be situated in the Barangay Sinabaan Multi-Purpose Barangay Hall, Bautista, Pangasinan.

Section 4. EFFECTIVITY. This order shall take effect immediately.

Done this 15th day of August, 2022 in Barangay Sinabaan, Bautista, Pangasinan.
