RESOLUTION CONDEMING ALL FORCE TO END LOCAL COMMUNIST AND ARMED CONFLICT (ELCAC) OF
BARANGAY SAN MIGUEL, BANI, PANGASINAN.

WHEREAS, R.A.7160 other wise as the Local code of 1991provides for the meaningful participation of
Non-Government Organizations, peoples organizations and provide sectors in the pursuit of local
autonomy with furtherance of development;
WHEREAS, the 1987 constitution of the Republic of the Philippines, Article II Delaration of Principle and
State Policies;

WHEREAS, E.O. No. 16 Series of 2017 adopted the National Policy 2017-2022which call for the end of all
armed threats in the Philippines and recognizes that internal socio-political stability rest upon healing
the rifts that divide the nation by promoting participatory governance, synergy of government
development efforts, and enhancing the partipation and responsibilities of Local Government Units
(LGUs);
WHEREAS, E.O. No. 70 Series of 2018 institutionalizing the whole nation approach attaining inclusive and
sustainable peace creating National Task Force to End Local Communist Armed Conflict and Directiong
the adoption of National Peace Framework;
WHEREAS, the Barangay Task Force (BTF)has the following duties and responsibilities:
1. Take an active role in the implementations of the retooled Community Support Program
(RCSP);
2. Ensure the delivery of services and inclusion of the Community members and all phrases of the
RCSP implementation;
3. Ensure the delivery services in inclusion of policies, programs, projects, services, and activities in
the local plan based on the identified solutions by the members of the affected communities;
4. Provide relevant feedback and recommended measures of the C/MTF on the risk and
opportunities surrounding the implementation of the RCSP;
5. Take the lead in the citizenship building and community participation mechanism to guarantee
sustainability of RCSP implementation;

confirming their membership, do hereby constitute the Barangay Task Force (BTF)of Barangay san
Miguel, Bani, Pangasinan.
