BARANGAY EXECUTIVE ORDER NO. 01 SERIES OF 2022 RE- ORGANIZING / RECONSTITUTING THE BARANGAY
ANTI- DRUG ABUSE COORDINATING COUNCIL (BADACC) AND DIFINING ITS FUNCTIONS
WHEREAS, the Local Government Code of 1991 mandates the Barangay Officials to promote and protect the general
welfare of their constituents;
WHEREAS, one requisite to maintain peace and order and public safety in the barangay is the organizing and
strengthening of the Barangay Anti-Drug Abuse Coordinating Council;
WHEREAS, DILG MC NO.98-227 dated December 2, 1998 provides for the creation / organization of the Barangay Anti-
Drug Abuse Coordinating Council;
NOW THEREFORE, I ALLAN C. AQUINO, Barangay San Miguel Bani, Pangasinan, by virtue of powers vested in me by
law, do hereby order,
I. RE- ORGANIZATION / REVITALIZATION AND COMPOSITION

The Barangay Anti-Drug Abuse Coordinating Council (BADACC) shall be re- organized / revitalization and be

3. Organize the BADACC Auxiliary Team to compose an Ideal number of 25 members per 2000
population of the Barangay representing street, Purok subdivision or Sitios;

1. PUNONG Barangay Allan C. Aquino encourage everyone to participate against Anti-Drugs Campaign in the Barangay.
2. Punong Barangay Allan C. Aquino, discussed the formulation and adoption of the Barangay Anti- Drug Abuse Plan for CY- 2022
3. He also discussed the Reorganization and strengthening of the Barangay Anti- drug Abuse Council (BADACs)
3. Barangay Kagawad Albert O. Peralta, Committee on Peace and Order informed that together with the member of Peace and Order Committee
they are implementing continuously the tightness of surveillances for the peace and order of the barangay. He also advised the members to identify
barangay constituents which strong behaviour for referral in to the appropriate authorities.

3. Brgy. Kgd. Albert O. Peralta, ordered to the CVO's to intensify the anti-drug campaign, it is necessary to closely monitor the check point area and
thoroughly inspect those coming and going in the barangay to also monitor the individual’s coming from other areas and monitor the LSIs required to
quarantine in 14 days.
4. He explained that they need to continue monitoring so that they make sure that the barangay are clear for drugs.

Sibayan, the newly Chief of Police in the Municipality of Bani.
2. PMaj. ANASTACIO SIBAYAN discussed the Regional task force1 to End Local Communist Armed Conflict (RTF1-
ELCAC), He encourage all BADACC members to participate the RTF1-ELCAC to continue working together to
provide social development not only in the ELCAC focused barangay but also in Geographically Isolated and
Displaced areas(GIDs) or sitio’s
3. He also discussed the clusters of the RTF1-ELCAC, namely) 1.Local Government Empowerment; 2. Basic
Services; 3. Barangay Peace engagement;4. Sectoral Unification, capacity building Empowerment and
Mobilization;5. Legal Cooperation; 6. Strategic Communication; 7. Poverty Reduction, livelihood and
empowerment;8. Peace Law Enforcement and Development support; 9.Employment; and 10. Situational
awareness and knowledge Management, presented their accomplishments. The whole barangay approach the
roots of causes of insurgencies and other armed conflicts through the delivery of various social development
services.

the Retooled Community Support Program (RCSP) are embedded in BDIP.
5. Barangay Secretary Nenita Sison asked the question; Sir what is the meaning of ELCAC?
6. PMaj. Anastacio Sibayan answered; ELCAC is the National Task force to End Local communist Armed Conflict is a
task force organized by the government of the Philippines to respond and raise awareness to the on-going
communist rebellion in the Philippines.

1. PUNONG Barangay ALLAN C. AQUINO, BADAC Chairman discussed the effects of drugs to the health of people. Drugs dependence remain
to be a burden to health, social and economic stability of our country. They are interlinked with problems of intoxication, development of
mental illness and mental disorders, spread of infectious diseases like HIV/AIDS and TB disruption of peace and order due to petty and
heinous crimes, and loss of productivity which can have direct or indirect impact to an individual, family and community.
2. Brgy. Kgd. Albert O. Peralta, BADACC Vice Chairman added, drug dependence develop after a period or regular use, with the time period
varying according to the quantity and the contex in which the drug use occurs.
3. PUNONG Barangay ALLAN C. AQUINO, BADAC Chairman discussed Marijuana is the second most commonly used drug in the Philippines is
mostly smoked or in-digest. Its effect can include impairment of driving or other suspiciousness or paranoid ideas or apathy in others.
4. CVO- Edward Calpo asked question; Sir Chairman can you give as the most common kinds of drugs which are open used by users and its
effect?
5. PUNONG Barangay ALLAN C. AQUINO, BADAC Chairman answered the question, the most common is shabu. Local term for
methamphetamine hydrochloride, methamphetamine -type stimulant. Is a powerful stimulant methamphetamine even in a small doses, can
increase appetite. Methamphetamine can also cause a variety of cardiovascular problems, including rapid heart rate, irregular heartbeat and
increase blood pressure. Elevate body temperature and convulsions may occur with methamphetamine overdose and if not treated
immediately, can result in death.

1. PUNONG Barangay ALLAN C. AQUINO, advised to the member of badac that BADAC members must be equipped with skills on how to address
issues concerning illegal drugs.
2. Punong Barangay added that among the duties of the BADAC is the implementation and evaluation of programs on drug abuse prevention in the
barangay, continuous gathering and updating of data on all drug-related incidents and the listing of suspected drug users and pushers.
3. Albert O Peralta, also added that the activity will likewise enhance proper coordination with government agencies in the suppression of illegal
drugs in their respective jurisdictions. He suggested that they will see the schedule of the BADAC reorientation in the various municipalities of the
province so that they can attend one of them and they can get knowledge on how to emphasizes the principal responsibility of barangay officials to
support government efforts in achieving peace and order, particularly in the eradication of illegal drugs and other substances which adversely affect
the youth and other sectors of the community.
4. MRS. REMILY CAMBA, High School representative said that the activity will also tap the PNP and PDEA and other civic organizations to help
enlighten them that their role is important in the fight against illegal drugs.

1. Punong Barangay Allan C. Aquino, inform the memorandum circular from DILG- 2018- 1 dated May 21, 2018, the Dangerous drugs Board (DDB.
He also discussed that the use of drugs is a serious threat to our health, well- being and barangay security. This the acknowledge of Pres. Duterte its
proliferation as the primary hindrance to develop in the community. That’s why we accelerate and cascade the campaign against illegal drugs.
2. S/K- Ma. Donna T. Sison, suggested, to ensure the functionality of BADAC and implementation of anti-illegal drugs related
program, activities and operations in every purok in the barangay or may provide funds BADAC’s for program’s, activities and
operation’s.
3. B/K Albert O. Peralta, suggested that they need to coordinate the NON- Government Organization for the provisions of livelihood and training
programs for surrender.
4. Mr. Celestino Ngeyawon, Elem. School representative, suggested that they need to established the focal person who shall ensure the compliance
and enforcement of BDD regulation in voluntary surrender of drugs users and dependent’s.
5. Edward A. Calpo,discussed guidelines on strengthening the implementation and maintenance of drug-clearing programs in the barangay.
