AN ORDER REVISING THE ISSUANCE OF BARANGAY

CLEARANCES/CERTIFICATIONS AND ADOPTION OF REASONABLE
REGULATORY FEES AND CHARGES OF THE LOCAL GOVERNMENT
UNIT.

WHEREAS, this Joint Memorandum Circular (JMC) is being issued for the
guidance of the LGUs to insure uniform procedure in setting reasonable fees and
charges as provided for by the provisions of Republic Act (RA) No. 7160, otherwise
known as the Local Government Code (LGC) of 1991 and in order to set a balance
between recovering the cost of services and the ease of doing business in
compliance with RA No. 11032, otherwise known as the Ease of Doing Business and
Efficient Government Service Delivery (EODB EGSD) Act 2018;

WHEREAS, the primary purpose of the imposition is generation of revenue

and that regulation is merely the imposition is a “Tax”;

WHEREAS, determine the document transaction processes;

1. Issuance of Barangay Clearances
Purposes: Payment:
a. Employment (Local/Abroad) Barangay Clearance - ₱ 20.00
b. Police Clearance Documentary Stamp
c. NBI Clearance DST (BIR) - - - - - - 30.00
d. Probation
e. On-the Job Training (OJT) TOTAL ₱ 50.00
f. Any other Legal Purpose

2. Issuance of Barangay Certifications

Purposes:
 CEBECO

NOW THEREFORE, I NACIANSINA S. CATUBIG, Punong Barangay of

Barangay Bingay, Municipality of Borbon, Province of Cebu by virtue of the powers
and authority vested in me by law do hereby ORDER the issuance of Barangay
Clearances, Barangay Certification, Summon/Invitation and Issuance of Certification
to File Action (CFA), Certification to Bar Action (CBA); and Certification to Bar
Counterclaim (CBC).

SECTION 6. Effectivity. This Order shall take effect immediately.
