BARANGAY BINGAY
WHEREAS, per LGU Borbon Executive Order No. 08-2016 dated September 26, 2016 put
in to words the order in the revitalization of the Barangay Anti-Drug Abuse Council (BADAC) in the
nineteen (19) barangays in the Municipality of Borbon;
WHEREAS, per DILG Memorandum Circular No. 2015-63 dated June 16, 2015
communicated the demand in the realization of the Barangay Anti-Drug Abuse Council (BADAC)
and their role in Drug Clearing Operation;
WHEREAS, Drug related cases have been constantly present in our country and resulted
in multiple crime cases;
WHEREAS, the barangays as the first line of protection should lead the fight against illegal
drugs through the campaign “Mamamayan, Sugpuin ang Iligal na Droga” (MASID);

SECTION 3: DUTIES AND FUNCTIONS OF BARANGAY ANTI-DRUG ABUSE COUNCIL
(BADAC). The following are the duties and function of (BADAC) Barangay Anti-Drug Abuse
Council.
a) Conduct regular meetings at least once a month and call for special meetings whenever
necessary.
b) Plan, strategies, implement and evaluate programs and projects on drug abuse prevention
in the barangay.
c) Organize BADAC Auxiliary Team to compose an ideal number of 25 members per 2,000
populations of the Barangay Representing Streets, Puroks, Subdivision or Sitios.
d) Orient the BADAC Auxiliary Team of their Roles and functions and in formulating plan of
actions to address the problem.
e) Equip Barangay Tanods and BADAC Auxiliary Team on their roles and functions in the
campaign against street level illegal drug through seminars or trainings.
f) Coordinate and collaborate on drug trade through seminars or trainings.
g) Refer suspected drug users to the MADAC and other institutions for corresponding
counseling and/or rehabilitation.
h) Conduct an Information Education Campaign (IEC) on illegal drug demand reduction.
i) Monitor disposition and process of drug-related cases filed and;
j) Perform other related functions.
