WHEREAS, the rampant drug related incidents lingered in our community despite in the
comprehensive effort of the PNP and other law enforcement government agencies;
WHEREAS, collaborating in illegal drug activities triggers various ill effects such as self
destruction and committing heinous crimes that are mostly linked to drugs related cases;
WHEREAS, the presence of illegal drugs is deemed to threaten the peace and order in
our communities nationwide and thus the barangay is categorized as the first line of defence for
the campaign against illegal drugs, should lead to combat in drug clearing operations;
Section 1- The Barangay Anti-Drug Abuse Council of Barangay Capilan shall compose of
the following.

B. POWERS AND FUNCTIONS
1. Conduct regular meeting at least once a month and call for a special
meetings wherever necessary;
2. Plan, strategies, implement and evaluate programs and projects on drugs
abuse prevention in the barangay;
3. Organized the BADAC Auxiliary Team to compose an ideal member of 25
member per 2, 000 population of the barangay representing streets, purok
subdivision o sitios;
4. Orient the BADAC Auxiliary Team of roles and functions and in formulating
plan and action to address the problem;
5. Equip Barangay Tanods and BADAC Auxiliary Team on their roles and
function in campaign aginst street-level illegal drugs trade through seminars
or trainings;
6. Coordinate and collaborate with other institutions implementing programs
and projects on drugs abuse prevention at the barangay level;
7. Continuously gather and update data on all drug related incident and its
effects on the peace and order situation in the barangay including listing of
suspected drugs users and pushers;
8. Submit a monthly report to the Municipal Anti-Drug Abuse Council copy
furnished the DILG Municipal field office;
9. Refer suspected user to the MADAC and other institution for corresponding
counselling and/or rehabilitation;
10. 10. Conduct an Information, Education Campaign (IEC) on illegal drug
demand reduction;
11. Monitor disposition and progress of drug related cases filed; and
12. Perform other related functions;
A. COMMITTEE ON OPERATION
1. Prepare and maintain a confidential list of suspected users, pushers, financiers and/ or
protector of illegals drugs trade in the LGU’s area or jurisdiction to be submitted to the
MADAC, copy furnished to the PNP Anti Illegal Drugs Special Operation Task Force
(AIDSOTF) and
2. Establish referral desk
C. Committee on Advocacy
A. COMPOSITION
1. Create and collaborate with other institution in the barangay. If any, ( i.e.
Barangay Peace and Order Action Team (BPAT) , ETC.) in implementing
programs and project on anti illegal drug abuse,
4. Strengthen the family by promoting values, parental care and guidance that
will prevent children from attempting to and/ or use of prohibited drugs;
