AN ORGANIZING THE PROJECT MONITORING TEAM IN THE IMPLEMENTATION OF SOCIAL

AMELIORATION PROGRAM IN THE BARANGAY

WHEREAS, Proclamation No. 922 s. 2020, was issued declaring a State of Public Emergency throughout
the Philippines due to Corona Virus Disease 91 (Covid-19), enjoining all government agencies and local
government units (LGUs) to render full assistance and cooperation and mobilize the necessary resources
to undertake critical, urgent, and appropriate response and measures in a timely manner to curtail and
eliminate the threat of Covid-19;

WHEREAS, on March 29, 2020, the President upon recommendation of the Inter-Agency Task Force on
the Management of Emerging Infectious Diseases (IATF-EID) raised the Code Red Sublevel Two, and
directed the imposition of Strict Social distancing Measures in the National Capital Region (NCR) for thirty
(30) days;

WHEREAS, on March 17, 2020, the community quarantine was imposed in the entirety of Luzon with the
issuance of Presidential Proclamation No. 929, s. 2020, declaring State of Calamity throughout the
Philippines;

WHEREAS, with the passage of Republic Act No. 11469, otherwise known as the “Bayanihan to Heal as
One Act of 2020”, an intensified government responds is adopted whereby the national government will
render full assistance to the LGUs and mobilize the necessary resources to undertake urgent and
appropriate measures ti curtail the effects of the recent declarations on the economic, physical and
psychosocial well-being of the most affected residents;

WHEREAS, the Joint Memorandum Circular (JMC) No. 1, s. 2020 by the DILG, DBM, DOLE, DSWD, DTI,
DA and DOF, outlined the guidelines for the provision of social amelioration programs (SAP) to the most
affected residents of the areas of the enhanced community quarantine due to the Covid-19 pandemic;

WHEREAs, the DSWD shall ensure the provision of safety nets and implementation of social amelioration
programs and services that shall serve as subsidy for the provision of basic necessities and tool for the
recovery of the most affected families and individuals, such as the Assistance to Individuals in Crisis
situation (AICS), augmentation of food and non-food items (FNI), and sustainable Livelihood Program
(SLP), Social Pension (SocPen) Program and Supplementary Feeding;

WHEREAS, DILG Advisory dated April 3, 2020, directed all Punong Barangays to organize project
monitoring teams to monitor the implementation of the SAP in their respective barangay;

NOW, THEREFORE, I, NOVEL M. NIŇO, Punong Barangay of Barangay Artacho, Bautista, Pangasinan,
by virtue of the powers vested in me by law, do hereby order the following;

Section 1. ORGANIZATION AND COMPOSITION OF PROJECT MONITORING TEAM. There is

hereby organized a Project Monitoring Team (PMT), which shall be composed of the following:

Section 2. FUNCTIONS. The PMT shall monitor the implementation of the social amelioration
program in the barangay and perform other tasks as may be provided by laws and policies and other
issuances related to the social amelioration program.

Section 3. EFFECTIVITY. This order shall take effect immediately upon its approval.

IN WITNESS HEREOF, I have hereunto set my hand and caused the seal of the barangay to be
affixed.
