SUMMARY REPORT
I. OBJECTIVES OF
THE ACTIVITY By the end of the activity, the participants shall be able to:
1. To deliver the State of Barangay Address;
2. To inform the constituents of the financial status,
accomplishments, on-going and plans Program,
Projects, and Activities of the Barangay and the
Sangguniang Kabataan;
3. To render/present committee, and reports; and
4. Discuss other matters.

II. HIGHLIGHTS A. PRELIMINARIES


- The Activity started at 2:00 PM, with a opening
prayer led by Pstr. Noel Basanta followed by the
singing of the Philippine National Anthem led by
Mrs. Ma. Theresa Gallego or thru an Audio Visual
Presentation.

- PRESENTATION OF ACCOMPLISHMENTS
-The SOBA was presented by Hon. Leah Ann J. Sumogat-Punong Barangay
and she presented the accomplishments projects:
-20% Barangay Development Fund CY 2023
-Newly appointed Barangay Kagwad, Arnel L. Ibañez
-Plans and Proposed Project for 2023
-Brgy. Base Institutions (BBI’s)
-Climate Change, Flood Control Project
-Solid Waste Disposal and the collection of empty bottles under the “Basura
baylo Bugas Program”
-Anti-Drugs Awareness
-KALAHI Project- FMR
-Electrification Program especially to upland Sitios.
-Tree Planting Activity and Clean Up Drive Activity
-Livelihood project for CSP Association
-Barangay Based Institutions (BBI’s) she empasize the Barangay Council for
the Protection of Children (BCPC).
- Hon. Barangay Kagawads reported their
respective committees.
- HON.PANTALEON V. MABAN- Barangay
Kagawad
CHAIRMAN Committee on Laws & Ordinances,
Agrarian Reform, Agriculture & Cooperatives Environmental
Protection & Solid Waste Mgt. and Bids and Awards Comm.
He was focusing his deliberation on Environment Protection
and Solid Waste Program. He invited everyone to join the
Tree Planting Activity and Clean Up Drive Program and to
continue support the “Baylo Bugas Program”. Tentative
date of Tree planting will be on May second week with the
participation of different Secondary School and 15 Infantry
Batallion. The Barangay also provide an area of Halina’t
Magtanim ng Prutas at Gulay or HAPAG for this Barangay
Project.
- HON.GENE C. HERNAL- Barangay Kagawad
CHAIRMAN Committee on Ways & Means, Women &
GAD, Education, Social Services and Property Inspector.
He was reported that last March 29, 2023, that was a
schedule for the releasing of Senior Citizens Pensioner. He
also acknowledged the presence especially the Women
Sector especially the KALIPI Association and Solo Parent
and greeted them as we celebrated the National Women’s
Month” with the theme: WE for gender equality and
inclusive society”. He also tackle the Education Committee,
as he delivered that the progress of our children depends
on the parents as well the motivation of our dear teachers
as we face the new normal today.
- HON. REYNALDO G. JALOVER-Barangay Kagawad
CHAIRMAN Committee on Peace & Order - He discussed on
the latest issuance of DILG the (BIDA) Buhay Ingatan
Droga’y Ayawan Program that enjoins the Local
Government Unit and other sectors to focus on drug
demand, rehabilitation and socio-economic development.
He also encouraged the Youth Organization to support the
Aniti-Illegal Drugs Campaign thru Information, Education
and Communication (IEC) materials.
- HON. AL JOHN T. ROSANEGRO- Barangay Kagawad
CHAIRMAN Committee on: Health, Nutrition & Sanitation
and BDRRM-He discussed on the latest update of COVID
mass vaccination program. He also tackled the incoming
Supplemental Immunization Activity (SIAs) Campaigns
activities deliver vaccination to all targeted individuals
regardless of their vaccination status. The aim is to rapidly
raise population level immunity and reduce the number of
susceptible in order to achieve disease control or
elimination goals. He also informed the effect of Climate
Change due to warming climate can contribute to the
intensity of heat waves by increasing the chances of very
hot days and nights. Climate Warming also increases
evaporation on land, which can worsen drought and create
conditions more prone to wildfire and a longer wildfire
season. He also encouraged everyone to stop Illegal
cutting of trees and kaingin and be a volunteer as a team
and joining Mangrove &Tree Planting activity of this
barangay.

- HON.SANDERSON J. SUMOGAT, JR.- Barangay Kagawad


CHAIRMAN Committee Appropriation, Infrastructure,
on:
Sports & Youth Development-In charge and Tourism. He
presented the 20 % Barangay Development Fund 2023. He
focused on Farm to Market Road Projects from KALAHI
Project and upcoming projects from the National. He also
stressed out the main problem of flood control during in
rainy season. The Flood control structures are designed to
protect coastal and river bank areas, including urban and
agricultural communities’ homes and other economically
valuable areas and the people located within them. The
barangay is planning to resolute and asking financial aid to
fund this project hence, barangay have no enough financial
source to handle this project.
HON. ARNEL L. IBAÑEZ- Barangay Kagawad
CHAIRMAN Committee on Market and Electrification- He
gave his thanks and appreciation to the Council for
appointing his as a newly appointed Barangay Kagawad,
He discussed the Electrification Program with the
partnership of NOCECO and financial counterpart of
Municipal Local Government. This program aims to
energize an unlit sitio, purok, or zone which are defined as
a territorial enclave that forms part of a barangay, the
location of which may be distant from the center of the
barangay itself, through providing funds for the construction
of distribution lines and house wiring facilities eligible
houses.
- VARIOUS REPORTS ON BARANGAY
COMPLIANCE TO TE NATIONAL LAWS AND
ISSUANCES RELATED INFORMATION DRIVES
IMPLEMENTED BY THE BARANGAY
- Solid Waste Management known as the Republic Act
(RA) 9003, otherwise known as the Ecological Solid
Waste Management Act of 2000, provides the
necessary policy framework, institutional mechanisms
and mandate to the local government unit (LGUs) to
achieve 25% waste reduction through establishing an
integrated solid waste management plans based on
this law.
- Drug Demand Reduction Initiatives is to deter the use
and abuse of controlled and illegal substances by
military and civilian personnel through a comprehensive
drug testing program in support of the government and
objective to provide a drug-free ready force and
workplace at all times.
- Ecological Solid Waste Management Program of the
Department of Environment and Natural Resources-
Environmental Management Bureau (DENR-EMB) aims
to ensure the protection of public health and the
environment through a systematic comprehensive and
ecological waste management.
- Barangay Treasurer, Mrs. Josie Marie G. Magbanua,
presented before the Barangay Assembly members the
compliance of the barangays on BDFP where 9 documents
were posted in the BFDP Board. Full Disclosure Portal
enables the public to view, download and print LGU Financial
documents to allow thier constituents to understand how thier
local government’s budget and spend for public services.
- Gender and Development: Violence against Women
and Children
 Republic Act 9710. The Magna Carta of Women
 Republic Act 9262: Anti-Violence Against Women and their
Children (VAWC) Act of 2004
 Republic Act 7877: Anti- Sexual Harassment Act of 1995
 Violence Against Women
Violence against women (VAW) appears as one of the
country’s pervasive social problems. VAW deemed to be closely
linked with the unequal power relationships between women and
men otherwise known as “gender-based violence.
- Disaster Preparedness- preparing for disasters saves countless
lives, speeds up people’s recovery and save money. It continually
improves their local preparedness and response capacity-ultimately
preventing and reducing the impacts of disasters on communities.
- Report on Vaccination Status and other related Health Issues
and concern was presented by Hon. Al John T. Rosanegro-
Brgy. Kagawad on Health and discussed further by, Mrs.
Linda S. Maban as midwife of this barangay.
- (Pursuant to PRRD's Directive and DILG Memorandum Circular No.
2019-121 dated 29 July 2019 and DILG MC No. 2019-167 dated
October 2019), Barangay Road Clearing Operations-to resume
road clearing activities in the new normal considering the
reopening of the economy and all Local government units are
directed to conduct regular road clearing operations in all roads
under thier jurisdiction.
- Simultaneous Nationwide Tree Planting Activity aims to raise
awareness to the society in the iportance of planting and
saving trees, express our concern to the environment, and
diminish the unfavourable effects of climate change.
- Halina’t Magtanim ng Prutas at Gulay (HAPAG) sa Barangay
Project- HAPAG aims to capacitate the barangay and
households towards sustainable agriculture initiatives like
community gardening. This will encourage the household to
produce vegetables and fruits right as thier own backyards.
- HON. EMMANUEL J. GOLEN, JR.-SK Chairman
Chairman Committee on Sports & Youth Development. He presented
his SK Youth Plan and Programs. He also informed the SK Fund
utilization report and accomplishments.
