“AN ORDINANCE DECLARING DECEMBER 20, 2019 AND EVERY YEAR

THEREAFTER AS THE ARAW NG BARANGAY CELEBRATION IN BARANGAY
GUBATAN, MACO, COMPOSTELA VALLEY PROVINCE AND PROVIDING FUNDS
FOR THIS PURPOSE”

WHEREAS, Pursuant to Proclamation Number 1490 of the President Ferdinand E. Marcos

on August 26, 1975 declared as September 11, 1975, and every year thereafter, as
“Araw ng mga Barangay sa Pilipinas,” and enjoin all our countrymen to commemorate
this significant event with a fitting civic activity in observance thereof to be led by the
Barangay leaders;

WHEREAS, The Sangguniang Barangay of Gubatan in Maco, Compostela Valley Province

has requested that December 20 be set aside to commemorate the institution and
creation of Barangay Gubatan as stipulated by Presidential Decree Number 86 last
December 30, 1979;

WHEREAS, Barangays today are the basic political units of our country and were
primarily established to constitute the base for citizen participation in governmental
affairs and their collective views considered in the shaping of national policies and
programs;

WHEREAS, The Barangays in concerted action have ably demonstrated their capacities
to act as effective agents of reforms and as vital forces in the political, economic, social
and cultural development of the nation;

WHEREAS, There is a need to promote nation-wide awareness of Barangay activities to

instill in our people the significance of their role as active members of our Barangays;

WHEREAS, This Barangay awareness may serve to further generate greater

participation and a more active involvement of our citizens in Barangay affairs;

WHEREAS, To attain these ends, it is fitting and proper to set aside a day for our
citizens to dedicate themselves to the ideals and objectives of our Barangays;

WHEREAS, the Liga ng mga Barangay of Gubatan, Maco had seen the importance of
setting a special day for the entire barangays of this municipality;

WHEREAS, The Araw ng Barangay Celebration will symbolize both the unity of all
barangay officials with their constituents and the great ideals and aspirations for a clean
and good Barangay Government;
NOW THEREFORE, BE IT ORDAINED, AS IT IS HEREBY ORDAINED by the
Sangguniang Barangay of Gubatan, Maco, Compostela Valley Province, in its regular
session duly assembled that;

SECTION 1. TITLE

“AN ORDINANCE DECLARING DECEMBER 20, 2019 AND EVERY YEAR THEREAFTER AS
THE ARAW NG BARANGAY CELEBRATION IN BARANGAY GUBATAN, MACO, COMPOSTELA
VALLEY PROVINCE AND PROVIDING FUNDS FOR THIS PURPOSE”

This Ordinance shall be known as the ARAW NG BARANGAY CELEBRATION IN

GUBATAN, MACO, COMPOSTELA VALLEY PROVINCE.

SECTION II. COVERAGE – All seven (7) Puroks within the territorial jurisdiction of
Barangay Gubatan, Maco, Compostela Valley Province.

SECTION III. RATIONALE, PURPOSE AND INTENT OF THE ENACTMENT. The

Barangay Government of Gubatan has traditionally undertaken various activities every
December 11-20 to celebrate the community engagement, a visible reflection of the
Barangay’s rich cultural history which had for its Lumads, the Mansaka, first inhabitants
of Barangay Gubatan.

SECTION IV. FUNDING . Funds shall be allocated annually by the Barangay to defray
the expenses for the conduct of various activities during the celebration..

SECTION V. RECLAMATION
It shall be declared that December 20, 2019 and every year thereafter as Araw ng
Barangay Gubatan in Maco, Compostela Valley Province with the following activities, to
wit;

1. INCORPORATION OF ANNUAL BARANGAY PALARO - to promote

Physical Education and Sports as an integral part of the inclusive
community and as an affirmation to the Barangay’s commitment to the
full development of the great potentials of the youth to become
responsible and globally competitive citizens of our society. The activities
under this activity are major and minor sports: BASKETBALL,
VOLLEYBALL, SEPAK TAKRAW, BADMINTON, ATHLETICS, BOARD GAMES,
and LARO NG LAHI.
For Socio-cultural activities such as: Highlights Competition like the Search for
Ginoo at Binibining Barangay Gubatan, Mister and Miss Gubatan Elementary
School, Ginang ng Barangay Gubatan, Literary Academics Events, Musical and
Dance Events and Special Events.

2. SPONSORED EVENTS like MAYOR’S DAY, CONGRESSIONAL NIGHT,

GOVERNOR’S NIGHT, LIGA NG MGA BARANGAY NIGHT, SANGGUNIANG
BAYAN NIGHT and SANGGUNIANG BARANGAY NIGHT – These activities are
sponsored by various government leaders to entertain the constituents and
deliver various services like health, agricultural, medical, social and many more.

3. RELIGOUS NIGHTS- The purpose of this activity is to give an opportunity to

all denominations in the Barangay to showcase various talents that is related to
spiritual enhancements and value formation.

4. PASKOHAN SA BARANGAY- An activity to showcase various events that is

related to Christmas and sponsored by OFWs who are from Barangay Gubatan.
 5. FARMER’S DAY, KALUBIHAN FESTIVAL & BARANGAY ENVIRONMENT
DAY- An activity to give services to our farmers like seminars and lectures,
vaccination for dogs, distribution of planting materials, symposium of RA 9003,
Tree Planting activities and other environmental awareness.

KALUBIHAN FESTIVAL
Coconut is the “tree of life” and to recognize the coconut industry as one of the
major agricultural products, the Barangay Government of Gubatan in the
Municipality of Maco, Compostela Valley Province chose to celebrate it with the
Annual Kalubihan Festival on December 15, 2019 and thereafter. The festival
also supports the National Coconut Week Celebration in celebrating the efforts of
stakeholders and farmers who continue to make coconut industry thriving in our
country. The event also aims to revive awareness on the importance of coconut
and its by-products.

6. KATARUNGANG PAMBARANGAY DAY- An activity to strengthen the

advocacy of Katarungang pambarangay as Barangay Judicial System and
organize various activities that is related to KP.

SECTION VI . REPEALING CLAUSE. All ordinances, rules and regulations or parts

thereof in conflict or inconsistent herewith are hereby repealed or modified accordingly.

SECTION VII. SEPARABILITY CLAUSE. If for any reason, any provision, section or
any part of this ordinance is declared invalid by a court of competent jurisdiction or
suspended or revoked by the Sangguniang Bayan, such judgment shall not affect or
impair the remaining provisions, sections or parts hereof which shall remain and
continue to be in full force and effect.

SECTION VII. EFFECTIVITY CLAUSE -This ordinance shall take effect fifteen (15)
days after its posting at the Barangay Hall and at least two (2) conspicuous places in the
Barangay.

ENACTED by the 7TH Barangay Council of the Sangguniang Barangay Members and
Functionaries of Gubatan, Maco, Compostela Valley Province, in its _____ Regular
Monthly Session held on ______________.
