“CREATION OF THE BARANGAY TASK FORCE TO END LOCAL COMMUNIST ARMED CONFLICT (ELCAC)”

WHEREAS, Article; 11 of the 1987 constitutions provides for the following State principles and
policies.

i. The Philippines renounce war as an instrument of national policy

ii. The maintenance of peace and order, the protection of life, liberty and poverty, and the
promotion of the general welfare of democracy; and
iii. The stat shall promote a just and dynamic social order that will ensure the prosperity
and the independence of the nation and free people from the poverty through policies
and provide adequate social services, promote full employment a rising standard of
living. And an improved quality of life for all.

WHEREAS, The Whole-Of-Nation approach addresses the root cause of insurgencies, internal
disturbance and tension and tensions and other armed conflicts and threats by patronizing and
harmonizing the delivery of basic services and social development packages by the government,
facilitating societal inclusively, and ensuring active participation of all sectors of the society in the
pursuit of the country’s peace agenda;

WHEREAS, there is a need to create a national task force that will provide an efficient and
structure for the implementation of the Whole-Of-Nation approach to aid and realization of the
collective aspiration of the Filipino people to attain inclusive and sustainable place.

WHEREAS, Executive order no. 70 (series2018) entitled INSTITUTIONALIZING THE WHOL-OF-

NATION APPROACH IN ATTAINING INCLUSIVE AND SUSTAINABLE PEACE, CREATING A NATIONAL TASK
FORCE TO END LOCAL COMMUNIST ARMED CONFLICT AND DIRECTING THE ADOPTION OF NATIONAL
FRAMEWORK was issued by President Rodrigo P. Duterte on December 4, 2018 to institutionalize the
Whole-Of-Nation Approach and the creation of the National Task Force to End Local Communist Armed
Conflict (ELCAC) and their powers and functions;

WHEREAS, DILG Regional Memorandum dated July 12, 2019 was issued by Dir. Arnel M. Agabe,
CESO IV enjoining the local Chief Executive to create the local province
/HUC/City/Municipality/Barangay Task Force to end Local Communist armed conflicts in their respective
local government units.

NOW, THEREFORE, I EDWARD D. DAMPAL Punong Barangay of MAMBATANGAN, Municipality

of Manolo Fortich, Bukidnon by the virtue by me in law, do hereby order;

Section 1. Creation of the Barangay Task Force to End of Local Communist Armed Conflict (ELCAC ) for
Barangay Mambatangan, Manolo Fortich Bukidnon. The BTF is hereby composed of the following.

RESOLVED FURTHER; AS IT IS HEREBY RESOLVED A RESOLUTION adopting the Executive Order No.
2023-009, Entitle The Creation Of The Barangay Task Force to End Local Communist Armed Conflict
(ELCAC) Of Barangay Mambatangan Manolo Fortich Bukidnon.

Section 2. Powers and Function of the C/MTF. The BTF shall have the following powers and function
powers;
a. Assist in the formulationand implementation in coordination with relevant national
government agencies, the civil society,and other stakeholder, a Whole-Of-Nation approach -
driven National Peace Framework;
b. Tke the lead in the implementation and coordination of policies, programs, projects, service
and activities relative to ending local communist armed conflict within thier respective areas
of jurisdiction.
c. Ensure inter-agency convergence in the implementation of the framework in conflict -
affected and confict vulnerable communities;
d. Enlist the assistance of any department bureau, office, agency or istrumentally of the
government, between and among LGUs, the government owned or controlled, between
and colleges, in accordance with thier respective mandates, in the framework.
e. Evaluate, define modify or integrate policies, programs; and activities with in Sub- National
Task Force respective areas of jurisdiction contained in the framework;
f. Organize ad hoc inter-agency and multisectoral cluster Councils, committees,and groups in
the regional Provincial, City, or Municipal level, or modify existing ones, whenever necessary
to fulfill its mandates;
g. Review the mandates and function and programs and submit its recommendations to the
NationalTask Force for approval
h. As may be necessary, issue supplemental guidelines, protocols, or policies, in furtherance of
this memorandum circula;
i. Perform such other duties and functions as the president or the National Task force may
direct.

Section 3. Barangay Secretariat.

The Task Force shell be assited by the BPOC secretariat to be led by thr Barangay Secretary. The
Secretariate head shall submitt an organizational and staffing pattern of the Barangay Task Force to the
DILG cental office through the Bureau of local Government Supervision (BLGS) with 2 months from
creation of the task Force.

Section 4. Funding.
The funding requirements for the implementation of this order shallbe charged against existing
appropration of the Barangay Peace and order and Public Safety Plan,subject to relevant laws, rules and
regulations.

Section 5. Repealing Cause.

All issuance and other executive orders which are consistent with or contrary with this
Executive order are hereby repaeled, amended or modified accordingly.

Section 6. effectivity .
This order shall take effect immediately.
