EXECUTIVE ORDER NO. 4-2024

“RE-ORGANIZATION OF THE BARANGAY TASK FORCE TO END LOCAL COMMUNIST


ARMED CONFLICT (ELCAC)

WHEREAS, Article II of the 1987 Constitution provides for the following State principles
and policies:

i. The Philippines renounces war as an instrument of national policy;


ii. The maintenance of peace and order, the protection of life, liberty and property,
and the promotion of the general welfare are essential for the enjoyment by all
the people of the blessings of democracy; and
iii. The state shall promote a just and dynamic social order that will ensure the
prosperity and independence of the nation and free the people from poverty
through policies that provide adequate social services, promote full
employment, a rising standard of living, and an improved quality of life for all;

WHEREAS, the Whole-of-Nation approach addresses the root causes of insurgencies,


internal disturbances and tensions, and other armed conflicts and threats by prioritizing and
harmonizing the delivery of basic services and social development packages by the government,
facilitating societal inclusivity, and ensuring active participation of all sectors of the society in
the pursuit of the country’s peace agenda;

WHERAS, there is a need to create a national task force that will provide an efficient
mechanism and structure for the implementation of the Whole-of-Nation approach to aid in
the realization of the collective aspiration of the Filipino people to attain inclusive and
sustainable peace;

WHEREAS, Executive Order No. 70 (Series 2018) entitled INSTITUTIONALIZING THE


WHOLE-OF-NATION APPROACH IN ATTAINING INCLUSIVE AND SUSTAINABLE PEACE, CREATING
A NATIONAL TASK FORCE TO END LOCAL COMMUNIST ARMED CONFLICT AND DIRECTING THE
ADOPTION OF AN NATIONAL PEACE FRAMEWORK was issued by President Rodrigo R. Duterte
on December 4, 2018 to institutionalize the Whole-of-Nation Approach and the creation of the
National Task Force to End Local Communist Conflict (ELCAC);

WHEREAS, DILG Regional Memorandum dated July 12, 2019 was issued by Dir. Arnel M.
Agabe, CESO IV, enjoining the Local Chief Executives to create the
Province/HUC/City/Municipality/Barangay Task Force to End Local Communist Armed Conflict
in their respective local government units;

NOW, THEREFORE, I, HERBY M. MORENO, Punong Barangay of San Antonio, Jasaan,


Misamis Oriental, by virtue of powers vested upon me by law do hereby order;

Section 1. Creation of Barangay Task Force To End Local Communist Armed Conflict
(ELCAC) of Barangay San Antonio, Jasaan, Misamis Oriental. The BTF is hereby composed of
the following:

Section 2. Powers and Functions of the Barangay Task Force (BTF). The BTF shall have
the following powers and functions:

a. Assist in the formulation and implementation in coordination with the


municipality, relevant national government agencies, the civil society, and
other stakeholders, a Whole-of-Nation approach-driven National Framework;
b. Take the lead in the implementation and coordination of policies, programs,
projects, services, and activities relative to ending local communist armed
conflict in the barangay;
c. Ensure inter-agency convergence in the implementation of the Framework in
conflict-affected and conflict-vulnerable communities;
d. Enlist the assistance of the municipality, any department, bureau, office,
agency or instrumentality of the government in accordance with their
respective mandates, in the implementation of the Framework;
e. Evaluate, define, modify or integrate policies, programs, and activities within
the Sub-National Task Force’s respective areas of jurisdiction contained in
the Framework;
f. Organize multi-sectoral clusters, councils, committees and groups in the
barangay level or modify existing ones, whenever necessary to fulfill its
mandates;
g. As may be necessary, issue supplemental guidelines, protocols, or policies, in
furtherance of the EO No. 70, series of 2018;
h. Perform such other duties and functions as the President or the National
Task Force may direct.

Section 3. Barangay Secretariat. The Task Force shall be assisted by the BPOC
Secretariat to be led by the Barangay Secretary. The Secretariat Head shall submit an
organizational and staffing pattern of the Barangay Task Force to the DILG Provincial Office
upon the creation of the Task Force.

Section 4. Funding. The funding requirement for the implementation of this Order shall
be charged against existing appropriations of the Barangay Peace and Order and Public Safety
Plan subject to relevant laws, rules and regulations.
Section 5. Repealing Clause. All issuances, and other executive orders which are
inconsistent with or contrary with this Executive Order are hereby repealed, amended or
modified accordingly.

Section 6. Effectivity. This order shall take effect immediately.

DONE in Barangay San Antonio, Jasaan, Misamis Oriental, Philippines this 2 ND day of
January in the Year Of Our Lord Two Thousand Twenty Four.
