ORGANIZING THE REGULATORY REFORM TEAM (RRT) OF BARANGAY RIZAL,


MUNICIPALITY OF ODIONGAN, PROVINCE OF ROMBLON

WHEREAS, Republic Act No. 11032 dated 28 May 2018, “An Act Promoting Ease of Doing
Business and Efficient Delivery of Government Services”, mandates all offices and other agencies which
provide government services are hereby mandated to regularly undertake cost compliance analysis, time and
motion studies, undergo evaluation and improvement of their transaction systems and procedures and
reengineering the same if deem necessary to reduce bureaucratic red tape and processing time;

WHEREAS, DILG MC 2019-177 or the Guideline in the Integration of the Issuance of Barangay
Clearance in the Permitting Process of Cities and Municipalities stipulates Barangay Clearance to be included
in the issuances of Business/Mayor’s Permit;

WHEREAS, PDP 2017-2002 (Chapter 5. Ensuring People-Centered, Clean, and Efficient


Governance, Subsector Outcome 2. Seamless Service Delivery Achieved) emphasized “Adopt a whole-
government approach in the delivery of key services, implement regulatory reforms, and improve productivity
of the public sector.”

NOW THEREFORE, I GASPAR D. FALLARIA SR., Punong Barangay of Barangay Rizal,


Odiongan, Romblon by virtue of powers vested in me by law, do hereby order the organization of
REGULATORY REFORM TEAM (RRT) of BARANGAY RIZAL, MUNICIPALITY OF ODIONGAN,
ROMBLON which shall be constituted to perform its assigned functions until successor shall have been
chosen and qualified.

Section 1. Composition – The Regulatory Reform Team (RRT) shall be composed of:

Members: Alpha F. Fetalsana – SB, Chairman on Rules,


Privileges and Legal Matters

Bencenito P. Rubion Jr. – SB, Chairman on Ways and Means

Alberto C. Tibio – NGO (Senior Citizens Organization)

Norma O. Salsona – NGO, Rizal Farmers Association

Florencio M. Menorca – NGO, Religious Sector

Secretariat: Jocylen M. De la Vega – Barangay Secretary

Section 2: Functions of the Team:

1. Stock take all existing local ordinances and issuance made by LGUs solely of jointly
made by other LGUs or NGAs.

2. Conduct public dialogue with stakeholders such as NGAs, CSOs and other private sector
to identify cumbersome regulations and determine priority ordinances and issuances for
review/assessment.

3. Review/assess prioritized local ordinances, issuances, and resolutions, if it redundant,


outdated, or unnecessary using the Four-way Test (Annex 2)
4. Recommend policy options that may be adopted by the LGU.

5. Draft policies based on the result of assessment

6. Accomplish the Regulatory Reform Technical Report (RRTPR) (Annex 3)

7. Create a Monitoring and Evaluation System

8. Create and/or update the database systems and the LGU website. The website shall
include all local ordinances, issuances and resolution with their corresponding
amendments, the most current and updated Citizen’s Charter with all services offered,
classified as Simple, Complex, and highly Technical. It should be business-friendly and
accessible.

9. Establish regulatory management procedures and methodologies in the modification,


adoption, implementation, and evaluation of existing local ordinances, issuances, and
resolutions of LGU.

10. Conduct studies/reviews in the promotion of efficient government services and ease of
doing business

11. Conduct quarterly meeting and as need arises with proper documentations, and

12. Ensure regular and timely submission to DILG and ARTA

13. The Regulatory Reform Team (RRT) shall conduct regular stocktaking, monitoring and
recommendation of policy options using the same process and forms.

Section 3. Effectivity – This Executive Order shall take effect immediately.
