WHAT IS THE BARANGAY GOVERNANCE


PERFORMANCE MANAGEMENT SYSTEM?

The BGPMS is an assessment tool that


measures the barangay’s delivery of
services and accomplishments in
relations to their functions as mandated
in RA 7160 and other related issuances.
Legal Bases of BGPMS

The 1987 Philippine Constitution in Article


X, Section 3, mandates that “Congress shall
enact a Local Government Code which shall
provide a more responsive and accountable local
government structure instituted through a
system of decentralization…allocate among the
different LGUs their powers, responsibilities and
resources, and provide…powers…functions and
duties of local officials xxx.”

From the 1991 Local Government Code

WHY MEASURE BARANGAY GOVERNANCE
PERFORMANCE?

To determine and assess their level of


compliance to the Code and other laws,
especially in the identified service areas through
the BGPMS scoring and rating system; and

To improve the quality of policies and programs


based on the problems identified and defined per
service area.
Scope and Focus of the BGPMS

The BGPMS shall FOCUS ON the following


priority performance areas:
1. Governance;
2. Administration;
3. Social Services;
4. Economic Development; and
5. Environmental Management.
These performance areas are further subdivided into several
service areas as shown below:

Benefits of BGPMS

Through the BGPMS, we easily determine


the presence and absence of:

 barangay compliance to laws and


presidential directives;
 facilities and equipment;
 managerial and administrative capacities of
barangay officials; and
 programs and projects being implemented.
FOR NATIONAL GOVERNMENT/
POLICYMAKERS

 Serve as basis in formulating policy that


would rationalize assistance to barangays.
CITY/MUNICIPAL GOVERNMENT

 Be apprised of the present state or level of


performance of component barangays
 Be guided in the formulation of integrated policies,
plans and programs that lead to the barangay’s
efficient delivery of basic services and effective
discharge of its functions and responsibilities; and
 Be provided with vital data in the accomplishments
of their respective LGPMS.
BARANGAY GOVERNMENT/ BARANGAY
OFFICIALS
1. Raise awareness on their state or level of performance in
relation to the following;
- Benchmark generated information/data for the
preparation of plans, budget and assessment of their
skills and training needs;

- identified presence or absence of services and facilities


which serve as guide in enhancing the delivery of service
to their constituents.

2. Promote transparency and accountability in barangay


governance through compliance to laws and other issuances
COVERAGE

BGPMS is to be implemented in 42,028


barangays by 2014.

Initially, BGPMS was implemented in 1,634


barangays at one barangay per city and municipality
in 2011.

MECHANICS OF IMPLEMENTATION

I. Creation of BGPMS Barangay Assessment Team (BAT)


The Punong Barangay thru an Executive Order or the Sangguniang Barangay
thru a Resolution shall create the BGPMS Barangay Assessment Team (BAT)
with the following composition and functions:
A. Composition:

Chairperson : Punong Barangay or his/her


designated representative
Members : Three (3) Sangguniang Barangay Members
(Chairs of Appropriation Committee,
Education & Livelihood and the Sangguniang Kabataan
Chairperson)
Barangay Secretary
Barangay Treasurer
2 Civil Society Organization (CSO) Representatives

I. Creation of BGPMS ….
B. Functions :

 Coordinate with the DILG City/Municipality Office on project


implementation;
 Gather information using the data capture form (DCF);
 Assign point score using the BGPMS Scaling System;
 Analyze the assessment result;
 Prepare and present the State of Barangay Governance Report (SBGR) to
the Sangguniang Barangay and the Barangay Development Council
(BDC); and
 Furnish one (1) copy of SBGR to the respective DILG City/Municipal Office
and City/Municipal Mayors.

II. Orientation of BGPMS Barangay Assessment Team (BAT)

The DILG C/MLGOOs, in coordination with the concerned


City/Municipal Officials and other agencies, shall orient the members of
their functions and the requirements of the project.

III. Data Gathering

The BAT shall gather and assess data every January of the
immediate preceding year.

IV. Data Processing and Analysis

Data processing and analysis shall focus on the following:

1. Level of performance by the barangay per performance area;


2. Identification of gaps and issues; and
3. Intervention/s to be undertaken.

V. Preparation of State of Barangay Governance Report (SBGR)

The BGPMS BAT shall prepare the SBGR. This is a brief report that
includes the following:
• Preliminaries
• Executive Summary
• Report Findings on the Performance Area
• Conclusions (based on findings per performance area)
• Recommendation/s
• Attachments

VI. Conduct of Exit Conference
An Exit Conference with the members of the Sangguniang
Barangay, Barangay Development Council and the City/Municipal
Planning Development Council or their representative shall be
conducted by the team to present the SBGR and to discuss the gaps,
priority concerns, interventions to address identified issues and
problems.
VII. Frequency of BGPMS and Calendar of Activities
The conduct of assessment shall be done annually in accordance
with the following Calendar of Activities:

3. Preparation of SBGR Not later than March 15
4. Conduct of Exit Conference Not later than March 20
5. Submission of SBGR to the DILG End of March
