ACTIVITY DESIGN

BENCHMARKING OF BEST PRACTICES OF BAYAWAN CITY, NEGROS


ORIENTAL AND SILAY CITY, NEGROS OCCiDENTAL FOR EMPLOYEES OF THE
CITY GOVERNMENT OF BATAC

Being physically and mentaity fit rs one of the essentials of life. Mental health is
equalty important as physical health And travelling. getting away from home and
stepping outside of our routine is beneficial for both mind and body. Hence, a
benchmarking activity for employees is conceptualized and it aims to promote unity and
togetherness amongst the employees as well as to gather information of the best
practices of local government units and to visit important cultural and histoncat places to
raise awareness the rustoncal landmarks and its significance and the revival of
patriotism and nationalism

The places to be visited are Bayawan City, Negros Oriental. and Silay City,
Negros Occidental

Bayawan City is a second class city in the Province of Negros. Oriental. A self-
reuant community with a sustainable civersmeo agncultural economy. lt rs known as an
agricultural capital m the province. It was this vision which pushed for the improvement
of the City's land tenure profile which rs one of the keys to better agricultural
productivity. attracting more investments and to the sustamable development of the city

The most notabie project of the city is the LGU LAM with a grant from the
Australian AID with the technical assistance from Land Equity International, in
collaboration with national agencies initiated systematic land rights acjuorcanon and title
registration with tax mapping operations providing marginalized communities with
access to fast and inexpensive security of lad tenure through titling of agricultural and
residential; lands

The City Asessor personnel (tax mappers) were deputized as Land


Investigators/Adjudicators and does tax mapping together with adjudication

The city is a recrpient of the prestigious "Galmq Pook Award" on ecological waste
management structured on the principles of recycling, Ecosan facilitates the complete
recovery of nutrients from feces and unne for re-use in agriculture . Bayawan has been
a recipient of other awards such as

preparedness. complete with a functional 24/7 rescue group. skiffed
personnel. local flood early warning system. gee-scientific map of the city.
pre-emptive evacuation plans and a data center on disaster that reduces
vulnerability of its various communities. On the pre-emptive evacuation
aspect, the city social welfare department set up a system. in which
barangay residents already know where to seek shelter. and assigned
before hand to what classroom or shelter to go when disaster hits the city

On the other ~and, Silay City is a second class component city in the province of
Negros Occidental and 14.4 kilometers away from Bacolod City. It is a part of the
metropolitan area called Metro Bacolod. It ts known as the seat of arts culture and eco-
tourism and is recognized by the Department of Tourism as one of the top destinations
in the Philippines

• A Hall of Farner (2013. 2014. 201 SJ as Best Tourism-Oriented LGU of the


Philippines
• 2016 First runner-up award in the Best Practices on Community-based
Tourism for Heritage Conservation Project
• Top 15 among the cmes and municipalities in the Philippines with the best
practices in integrating ICT to improve local governance in the eGov
awards.

The knowledge that we will acquire from this activity is mvaluabre. This wilt
provide us with a whole new perspective. Our personal development will speed up
when we get a chance to see and visit other places.

Becoming a well-rounded individual who travelled to different places boosts self-


confidence. It will also enhance our attitude and increase our productivity when we
return All of us will be back with a renewed sense of energy.

II. OBJECTIVES

The Benchmarking Activity of officials and employees aims to·

1. Provide an opportunity for city officials and employees to appreciate more the
histonc. cultural. aesthetic. scientific and cultural development of the country:
2 Gain awareness of the best practices of places to be visited:
3. Develop sense of nationalism and to see for themselves the progress of the
country over the decades;
4. Develop strong bonding and ties among employees.

Ill. PARTICIPANTS/MANAGEMENT

Participants to this activity are the regular city employees of the City of Batac.
The committee for benchmarking activity shall serve as the over all coordinator . A total
Of 140 participants ( 46 employees for the first batch, 4 7 employees each for the second
and third batch) shall attend the said benchmarking. (See attached Annex "A'' for the list
of participants per department/section).

JV. BUDGETARY REQUIREMENTS

The expenses incurred shall be sourced out from the Human Resource
Managemert Office: Other Proqrarr s- Benchmarking Program Package per employee
includes hotel accommooation, transportation. foods and per diems.

Php 20.000.00/employee/package x 140 regular employees= Php 2,800.000.00

Contingency = Php 200.000 00

V. ITINERARY/SCHEDULE OF ACTIVITY

The activity shall be conducted on May 20-23, 2019 for the first batch} May 27-
30. 2019 for the second batch and June 3-6. 2019 for the third batch Means of
transportation shall be by land and air Detailed itinerary rs attached as Annex MB"

VI. EVALUATION ANO MONITORING

An activity report shall be submitted to the Department of lntenor and Local


Government and to the Office of the Mayor through the Human Resource
Management Office as part of the liquidation of funds used Such report shall be
submitted within 10 days after said activity
