ACTIVITY DESIGN: FIRE SAFETY ORIENTATION/TRAINING FOR BARANGAY FIRE

BRIGADE

I. RATIONALE

In the present state of Batac, as an infant City where economic growth is at its peak,
commercial and residential establishments are being built yearly to support the growth and
needs of the City. It is important that these developments are safeguarded from fire incidences
that could cripple and hamper this growth.

The Bureau of Fire Protection proposes the formulation and training of Barangay Fire
Brigades for the different Barangays of the City of Batac. The training will equip the Barangays
with an organization and skills necessary in a first response reaction in cases of fire in their
area.

The Bureau of Fire Protection and the Liga ng mga Barangay in coordination with the
City Government of Batac and the Department of the Interior and Local Government finds it
necessary for the various Barangays to equip them with knowledge, skills and attitude for the
formation of Barangay Fire Brigades, thus this activity.

II. OBJECTIVES

At the end of the training, the participants shall be able:

General: To organize a functional and effective Barangay Fire Brigade for each
barangay of the City of Batac.

Specific:
1. To equip the participants with the skills and knowledge necessary in fire
prevention and suppression, basic rescue operations and medical first response; and
2. To create awareness of the barangays that fire prevention and suppression can
be performed efficiently in the barangays level thru the Barangay Fire Brigades;

III. COURSE OUTLINE

A. Introduction to Fire Service and General Fire Subject

B. Fire Fighting Apparatus, Tools and Equipment and Fire Suppression and
Control

C. Basic Rescue

D. Medical First Responder

E. Simulations on Fire Fighting, Basic Rescue and Medical First Responder.

 IV. PARTICIPANTS

Participants to the training shall be five (5) Barangay Fire Brigade members per
Barangay:

Barangay Fire Brigades 5 x 43 - 215

Other participants which will compose of the Training Management and Secretariat shall
include the following:

City Mayor - 1
BFP Personnel - 16
Selected City Government Staff - __
Liga Staff - 3

V. DATE AND VENUE

To facilitate a better learning atmosphere the training will be conducted in two (2)
schools.

The training for the first school shall be conducted on April 23- 24, 2014 at Barangay
________, Batac City and the second school shall be conducted on April 25- 26 2014 at
Barangay ________, Batac City.

VI. METHODOLOGY

The methodology to be used shall be Lecture/ discussions and Demonstrations and

Simulations

VII. MANAGEMENT STAFF AND RESOURCE SPEAKERS

The Management Staff shall be headed by the City Mayor with the following as
members: Liga President, SP Chairman on Peace and Order Committee, the City Fire Marshal,
the DRRMO and the CLGOO.
Members of the Secretariat and support staff shall come from the Office of the Liga, and
others shall be selected by the Management.

Resource Speakers and facilitators to the training shall be the Bureau of Fire Protection.

VIII. BUDGETARY REQUIREMENTS:

Funds to be utilized for the two-day training shall come from the LIGA ng mga Barangay
and the City Government through City Mayor Jeffrey Jubal C. Nalupta. Funds are broken down
as follows:

1. Meals and Snacks (@ Php 160/day per pax x 2 days) Php 76,800
2. Supplies & Materials Php 33,156
3. Contingency Php 10,000
4. Honorarium of Resource Persons Php 30,000

 IX. MONITORING AND EVALUATION:

An activity report shall be submitted to DILG and other concerned offices/agencies.
