VII - Rationale:
The Local Government Code of 1991 (RA 7160) mandates that, legislative power shall be
exercised by the Sangguniang Bayan of each local government unit. As a legislative body, the
local sanggunian is mandated to enact ordinances, approve resolutions and appropriate funds,
among others, for the general welfare of the municipality and its inhabitants. However, before
these ordinances and legislative measures are passed and enacted, committee hearings/public
hearings are conducted to consult the Barangays, stakeholders from the different sectors and the
general public who will be affected or benefit from these measures. Individuals from other
government agencies considered experts and with technical knowledge on the subject matter for
consideration are also invited. These committee hearings/public hearings are important part in the
legislative process before a local ordinance or any form of legislative measures will be passed,
finalized and/or disposed of by the sangguniang bayan. This is necessary in order to collect, hear
and explain among others, the sentiment, opinion and explain the importance and relevance of the
proposed legislative measures to the general public.
Hence, during the scheduled committee hearings/public hearings, snacks are served to the invited
Barangay officials, stakeholders and the general public participating in said hearing.

At the end of the activity, the Committee will come up with findings and recommendations as to
the soundness and relevance, the need to pass and enact resolutions and ordinances for the general
welfare of the people in the municipality. Moreover, the inputs provided by the invited guests and
the public will contribute in making a sound decision and quality legislation.
