GREETINGS:

You are hereby APPOINTED as my poll watcher in Precinct No. , Barangay

, Naic, Cavite, having possessed all the qualifications and none of the
disqualification as watcher according to the provisions of Comelec Resolution No. 10924 and other
election laws.

As my appointed watcher, please, present this appointment letter to the Electoral Board (EB)
Chairperson of Polling Place/Clustered Precinct No. pursuant to Section 414 of
Comelec Resolution No. 10924.

Your rights, duties and responsibilities as my watcher are:

1) Protect my legal interest by filing a challenge against illegal voters and based on certain illegal acts
during the voting hour, as well as received the decision of the EB;
2) Stay in the space reserved for watchers inside the assigned polling place;
3) Witness the proceedings of the EB;
4) Take note of what you may see or hear;
5) Take photographs of the proceedings and incidents, if any, during the counting of votes, as well as of
the Election Returns (ERs), tally board, and ballot boxes;
6) File a protest against any irregularity or violation of laws which you believe may have been
committed by any EB member or by any person;
7) Obtain from the EB a certificate as to the filing of such protest and/or of the resolution thereon;
8) Have an unimpeded view of the ballot being read by the EB Chairperson, the election returns and tally
board being simultaneously accomplished by the Poll Clerk and the Third Member, respectively,
without touching any of the election documents;
9) Be furnished, upon request, with Certificate of Votes, duly signed and thumbmarked by all the
members of the EB; and
10) Do not speak to any EB member or voter or among watchers which may disturb the proceedings of the
EB.

Your appointment includes not to leave your assigned voting center/polling place until the termination of
the proceedings of the EB and until you completed your assignment to submit to me the result of elections in
your polling place, including those in the canvassing center where proclamation of winning candidates will be
done.
