RESOLUTION NO.

10727 NOVEMBER 10, 2021

QUALIFICATIONS (Sec. 46):


1. Registered voter of Lipa City comprising the precinct where he is assigned
2. Of good moral character
3. Not convicted by final judgment of any election offense or of any other crime
4. Knows how to read or write Filipino English, or the prevailing dialect
5. Is not related within the fourth civil degree of consanguinity or affinity to the
chairperson or to any other member of the Electoral Board in the polling place
where such person seeks appointment as watcher.

*Two (2) watchers per polling place who shall serve alternately

REQUIREMENTS (Sec. 47):

- At least fifteen (15) days before Election day, Election Officer must be furnished
with the names and signatures of the authorized representatives to appoint
watchers

- Upon entering the polling place, watchers shall present to the Chairperson of
Electoral Board the following:
a. Appointment papers as watchers which shall bear the signature of the
candidate
b. Proof that he/she is a registered voter of Lipa.

RIGHTS AND DUTIES OF WATCHERS (Sec. 47):

1. Stay in the space reserved for them inside the polling place.
2. Witness and inform themselves of the proceedings of the Electoral Board
3. Take note of what they may see or hear
4. Take picture, image, photo, or video of the proceedings and incidents, if any,
during Final Testing and Sealing, counting of votes, transmission and printing
of election returns provided the secrecy of the ballot shall be maintained at all
times. IN NO CASE shall taking pictures, images, photos, or videos while the
voter is shading the ballot and feeding the same in the Vote Counting
Machine be allowed. Violation of this paragraph shall constitute an Election
Offense.
5. File a protest against any irregularity or violation of law which they believe
may have been committed by the Electoral Board or by any person present.
6. Obtain from the Electoral Board a certificate as to the filing of such protest
and/or the Resolution thereof
7. Position themselves near the Chairperson of the Electoral board, observing
the one-meter physical distancing requirement, while the chairperson is
publicly announcing the precinct results.
*Watchers are not allowed speak to any member of the Electoral Board, or to any voter
or among themselves, in a manner as would disrupt the proceedings of the Electoral
Board.

CHALLENGE AGAINST ILLEGAL VOTERS (Sec. 59):

Any voter or watcher may challenge any person offering to vote for:

1. Not being registered;


2. Using the name of another
3. Suffering from an existing disqualification

CHALLENGE BASED ON CERTAIN ILLEGAL ACTS (Sec. 60):

Any voter or watcher may challenge any voter offering to vote on the ground that he:

1. Received or expects to receive, paid, offered or promised to pay, contributed,


offered or promised to contribute money or anything of value as consideration
for his vote or for the vote of another;
2. Made or received a promise to influence the giving or withholding of any such
vote;
3. Made a bet or is interested directly or indirectly in a bet that depends upon the
result of the election.

OTHER RULES FOR WATCHERS:

1. No watcher shall enter the place reserved for the voters and BEI, nor mingle and
talk with the voters
2. Watchers shall be allowed inside the polling place and shall STAY ONLY IN THE
SPACE RESERVED FOR THEM (SEC. 63[b]);
3. At the start of the voting, the BEI shall show to the public and the watchers, that
the:
a. Vote Counting Machine box is sealed;
b. Ballot Box is empty and thereafter, lock with four (4) seals;
c. Package of official ballots is duly sealed, and thereafter, break the
seals. (Sec. 73 [f]).
4. Electoral Baord shall ask the watchers to affix their signatures on the printed
Election Returns (ERs).

5. Observe the proper distance of at least, if possible, one (1) meter from the
watchers.
