3.2. Under the COMELEC Rules, in every precinct, the political party is entitled
to one (1) pollwatcher.
3.3. During election day, we will have ___ Pollwatchers in every clustered
precinct except as indicated in 3.1
3.4. The two (2) pollwatchers will be deployed inside the clustered precinct, and
the other two (2) pollwatchers will be deployed near and immediately
outside of their assigned precincts.

PART II. ELECTORAL BOARD AND POLLWATCHERS

4. Composition of Electoral Board (EB)

4.1. Chairperson, Poll Clerk and Third Member


4.2. Qualifications of Members of the Electoral Board. - No person shall be
appointed as a Member of the EB, whether regular, temporary or as a
substitute, unless such person is:

4.2.1. A registered voter of the city/ municipality;


4.2.2. Of good moral character and irreproachable reputation;

4.2.3. Of known integrity and competence;
4.2.4. Has never been convicted of any election offense or of any crime
punishable by more than six (6) months of imprisonment, or has no
pending information for any election offense; and
4.2.5. Able to speak and write Filipino, English or the local dialect.

Members of the EB who is a registered voter of the city or municipality must


be of known integrity and competence AND IS not connected with any
candidate or political party;
Connection with any candidate shall mean:
 relationship within the fourth (4th) civil degree of consanguinity and
affinity, including the spouse of the candidate;
 supporter
 contributor, donor;
 analogous cases.
Connection with any political party shall mean:
 members or officials of the political party and their spouses and members
of the family within the fourth (4th) civil degree of consanguinity and
affinity;
 contributor, donor;
 supporter;
 analogous cases.
4.3. Disqualification of Members of the Electoral Board. — No person shall be
appointed as member of the EB if said person is related within the fourth
(4th) civil degree of consanguinity or affinity to any member of the same EB
or to any candidate to be voted for in the polling place of assignment or to
the said candidate's spouse.

No member of the EB shall engage in any partisan political activity or take


part in the election except to discharge his duties as such and to vote.

4.4. Powers and Functions of the Electoral Board. — In addition to the powers
and functions prescribed by law or by the rules and regulations issued by the
Commission, the EBs shall:

4.4.1. Conduct the final testing and sealing of the VCM;


4.4.2. Verify the identity of a voter using the EDCVL;
4.4.3. Conduct the voting in the polling place and administer the electronic
counting of votes;
4.4.4. Print the election returns and transmit electronically the election
results, through the use of the VCM;
4.4.5. Act as deputies of the Commission in the supervision and control of
the conduct of elections in the polling place;
4.4.6. Maintain order within the polling place and its premises to keep
access thereto open and unobstructed, prohibit the use of cellular
phones and camera by the voters, and to enforce obedience to its
lawful orders.
4.4.7. If any person refuses to obey the lawful orders of the EB or conducts
in a disorderly manner in its presence or within its hearing and thereby

interrupts or disturbs its proceedings, the EB may issue an order in
writing directing any peace officer to take such person into custody
until the adjournment of the meeting, but such order shall not be
executed as to prevent such person from voting.
4.4.8. In the absence of any peace officer, such order may be executed by
any other competent and able person deputized by the EB in writing.
A copy of such written order shall be attached to the Minutes;
4.4.9. Furnish watchers copies of the Certificate of Votes (CEF No. 13)
upon request; and
4.4.10. Perform such other functions prescribed by law or by the rules
and regulations promulgated by the Commission.

5. Qualities of Pollwatchers

6. Qualifications of Pollwatchers

6.1. Is a registered voter of the city or municipality where such person is


assigned;
6.2. Is of good moral character;
6.3. Has not been convicted by final judgment of any election offense or of any
other crime;
6.4. Knows how to read and write Filipino, English or the prevailing local
dialect; and
6.5. Is not related within the fourth civil degree of consanguinity or affinity to the
chairperson, or any other member of the EB in the polling place where such
person seeks appointment as a watcher.

8. Rights and Duties of Pollwatchers

8.1. Stay in the space reserved for them inside the polling place, except under the
last paragraph of Section 44 of this Resolution;
8.2. Witness and inform themselves of the proceedings of the EB;

8.3. Take note of what they may see or hear;
8.4. Take picture, image or photo of the proceedings and incidents, if any, during
testing and sealing, counting of votes, transmission and printing of election
returns provided the secrecy of the ballot shall be maintained at all times. In
no case shall taking of pictures, images or photos be allowed during casting
of votes;
8.5. File a protest against any irregularity or violation of law which they believe
may have been committed by the EB or by any person present;
8.6. Obtain from the EB a certificate as to the filing of such protest and/or the
Resolution thereof; and
8.7. Position themselves behind the chairperson of the EB in such a way that
they can read the election returns while the chairperson is publicly
announcing the precinct results.
8.8. Watchers are not allowed to speak to any member of the EB or to any voter,
or among themselves, in a manner that would disrupt the proceedings of the
EB.
8.9. The watchers representing the dominant majority and dominant minority
parties, and the Citizen's arm shall, if available, affix their signatures and
thumbmarks on the election returns.

PART III. VOTING

9. Pre-Voting Stage

9.1. On election day, the members of the Electoral Board are required to be at
the APPs NOT LATER than 5:00 o’clock in the morning.
9.2. Pollwatchers shall likewise be at their assigned precinct at 4:30 in the
morning.
9.3. Upon entering the polling place, the pollwatcher shall present to the
Chairperson of the Electoral Board his appointment as pollwatcher.
9.4. After presenting his appointment, the name of the pollwatcher shall be
recorded in the Minutes with a notation under their signatures that they are
not disqualified to serve as such under the COMELEC guidelines.
9.5. The appointment of the pollwatcher should bear the signature of the political
party.
9.6. On election day, and before 5:00 A.M, the EB shall get the ballot box, VCM
box, election forms, documents and supplies from the Municipal Treasurer
and Election Officer. A list of these items shall be provided in the
Pollwatcher’s kit.
9.7. Between 5:00 o’clock and 6:00 o’clock in the morning, the EB shall show to
the pollwatchers that:

9.7.1. The ballot box is EMPTY


9.7.2. Ballot box is empty and thereafter, lock with four (4) seals; and
9.7.3. Package of official ballots is duly sealed, and thereafter, break the
seal.
9.7.4. VCM box is sealed
9.7.5. The VCM slots labeled "A" and "B", where the main and back-up SD
cards are individually stored, are sealed

10. Voting Stage

10.1. Election day will be held on May 13, 2019 and the casting of votes will be
from 6:00 A.M until 6:00 P.M
10.2. All registered voters whose names appear in the EDCVL may vote in the
2019 NLE, unless their names are manually crossed out from the same list
with the following annotations, duly signed by the EO:
10.2.1. The voter has transferred residence to another district, city or
municipality;
10.2.2. The voter has died;
10.2.3. The voter's registration record was deleted based on Automated
Fingerprint Identification System's (AFIS) result, as approved by
Election Registration Board (ERB); or
10.2.4. The voter has availed of the Local Absentee Voting.

10.3. Rules to be Observed During the Voting, - During the voting, the EB shall
see to it that:

a. Voters shall vote in the order of their arrival in the polling place. Giving
numbers to the voters to determine their sequence of voting is strictly
prohibited;
b. No watcher shall enter the place reserved for the voters and the EB, or
mingle and talk with the voters;
c. No person carrying any firearm or any other deadly weapon, except jail/
prison escorts and those expressly authorized by the Commission, shall enter
the polling place. The jail/ prison escorts may bring firearms inside the
polling place to secure the detainee who will vote as may be authorized by
the Commission. Said escorts and detainees shall immediately leave the
polling place once the latter have finished voting;
d. There shall be no crowding of voters and disorderly behavior inside the
polling place; and

10.4. Challenge illegal voter: Any voter or watcher may challenge any person
offering to vote for:
10.4.1. Being not registered;
10.4.2. Using the name of another; or
10.4.3. Suffering from an existing disqualification,

Note: EB shall determine the truthfulness of the ground for the challenge
by requiring proof of registration, identity or qualification. In case the
identity of the voter is challenged, the EB shall identify the voter's
specimen signature and photo in the EDCVL. In the absence of any of the
above-mentioned proof of identity, any member of the EB may identify
under oath a voter personally known to the former, which act of
identification shall be recorded in the Minutes.

10.5. Challenge based on illegal acts constituting


10.5.1.1. Voter received or expects to receive, paid, offered or promised
to pay, contributed, offered or promised to contribute money or

anything of value as consideration for his/her vote or for the
vote of another;
10.5.1.2. Voter made or received a promise to influence the giving or
withholding of any such vote; or
10.5.1.3. Voter made a bet or is interested directly or indirectly in a bet
that depends upon the results of the election.

Note: The challenged voter may take an oath before the EB that said voter
has not committed any of the acts alleged in the challenge, upon taking
such oath, the challenge shall be dismissed, and the voter shall be allowed
to vote. In case the voter refuses to take such oath, the challenge shall be
sustained, and the voter shall not be allowed to vote.

Electoral Board shall record in the Minutes all challenges, and oaths
taken, including their decisions in each case.

10.6. Persons allowed inside the polling place: Only the following persons
shall be allowed inside the polling place:
10.6.1. Members of the EB and support staff, if any;
10.6.2. Watchers who shall stay only in the space reserved for them;
10.6.3. Representatives of the Commission;
10.6.4. DESO Technical Support Staff assigned in the voting center (1
DESO and 2 DESO support staff, one of which will act as Technical
Support Staff, for every voting center.)
10.6.5. EAPP Support Staff;

Support Staff of the Electoral Board. - The EO shall, during the period for
the constitution and appointment of the EB, appoint support staff to
assist the EB in the performance of its duties.
The support staff need not be a registered voter of the city or municipality
but must possess all the other qualifications and none of the
disqualifications for appointment to the EB.

The support staff cannot participate in the deliberation of the board or vote
on any issue or question that may arise during the proceedings.
In case of absence of any of the support staff on the day of the election, the
EB, by majority vote, may designate a substitute who need not be a
registered voter of the city or municipality but possesses all the other
qualifications and none of the disqualifications for appointment as
support staff.

10.6.6. Voters casting their votes;


10.6.7. Voters waiting for their turn to cast their votes;
10.6.8. Jail/ Prison Escorts escorting detainee voters; or
10.6.9. Other persons who may be specifically authorized by the
Commission.

10.7. Persons Not Allowed to Enter the Polling Place. - Unless specifically
authorized by the Commission, it is unlawful for the following persons to
enter the polling place, or to stay within a radius of fifty (50) meters from
the polling place, except to vote:

10.7.1. Any officer or member of the Armed Forces of the Philippines or the
Philippine National Police;
10.7.2. Any peace officer or any armed person belonging to any extralegal
police agency, special forces, reaction forces, strike forces, Civilian
Armed Force Geographical Units, barangay tanods or other similar
forces or para-military forces, including special forces, security
guards, and special policemen;
10.7.3. All other kinds of armed or unarmed extra-legal police forces; or
10.7.4. Any barangay and SK official, whether elected or appointed.

However, the EB may, by a majority vote if it deems necessary,


order in writing the detail of policemen or peace officers for its
protection or for the protection of the election documents and
paraphernalia. In which case, the said policeman or peace officer shall
stay outside the polling place within a radius of thirty (30) meters near
enough to be easily called by the EB at any time, but never at the
door, and in no case shall the said policeman or peace officer hold any
conversation with any voter or disturb or prevent or in any manner
obstruct the free access of the voters to the polling place. Such order
shall be recorded in the Minutes.
10.8. Holding Area. Whenever necessary, the EB, in coordination with the
DESO, shall designate a room to be used as holding area. The holding area
will be used by the voters waiting for their turn to vote. The voters shall sit
and arrange themselves on a first-come, first-served basis such that they will
vote according to the sequence of their arrival. Giving numbers to the voters
to determine their sequence of voting is strictly prohibited.

10.9. Manner of Obtaining Ballots. —


a. The voters shall:
1. Look for their names in the PCVL posted near the door of the polling
place and determine their precinct numbers and sequence numbers; and
2. Approach any member of the EB or its Support Staff, if any, and state
their names, precinct numbers and sequence numbers.
b. The Poll Clerk or the EB Support Staff shall:
1. Verify if the name of the voter is in the EDCVL to establish the identity of
the voter. If the voter's name is not in the EDCVL, the voter shall not be
allowed to vote, and shall be requested to leave the polling place;

2. If the voter’s name is found, check the fingernails for any indelible ink
stain. If stained, it shall be a conclusive presumption that the voter has
already cast his/her vote. As such, the voter shall be directed to leave the
polling place after informing him/her the reason thereof. This fact, including
the name and the precinct of the voter, shall be recorded by the Poll Clerk in
the Minutes;
3. If the fingernail is not stained, establish the identity of the voter through
the following:
3.1. Voter’s photograph or specimen signature in the EDCVL or in any
other authentic identification document, except barangay certificate or community
tax certificate; or
3.2. In the absence of any of the above-mentioned proof of identity, any
member of the EB or any registered voter of the precinct/ clustered precinct may
identify under oath the voter, and such fact shall be reflected in the Minutes.
4. If satisfied with the voter’s identity, the name of the voter shall be
distinctly announced in a tone loud enough to be heard throughout the
polling place. If not satisfied with the voter's identity, the voter shall be
directed to leave the polling place after informing him/her of the reason
therefor,
5. If the voter is not challenged or having been challenged, and the
question has been decided in his/her favor, require the voter to sign in the
EDCVL. In case of illiterate voters or PWDs who cannot sign, require said
voters to affix their thumbmarks in the EDCVL,
6. Thereafter, the voter shall be directed to the Chairperson who shall:
6.1. Authenticate the ballot by affixing his/her signature at the
designated space of the front of the ballot;
Failure to authenticate the ballot shall not invalidate the ballot but
shall constitute an election offense.
6.2. Show to the voter that the ballot being given is not torn or
smudged, and has not yet been filled up;
6.3. Place such ballot inside the ballot secrecy folder;
6.4. Give the ballot secrecy folder containing the ballot and the
marking pen to the voter with the instruction that the ballot shall
be kept clean and free from unnecessary markings (i.e., smudge/
stain from thumbprint-taker, food stains, and the like);
6.5. Instruct the voter how to fill-up the ballot properly; and
6.6. Direct the voter to fill-up the ballot in the designated voting area.
Only the Chairperson shall issue the official ballots, and not more than
one ballot shall be issued at one time.
10.10.Manner of Voting. -
a. The voter shall:

1. Using a ballot secrecy folder and the marking pen provided by
the Commission, accomplish the ballot by fully shading the oval
appearing before the names of the candidates and the organizations
participating in the party-list system of representation; and
2. After accomplishing the ballot, insert the ballot in the VCM's
ballot entry slot, after which the voter shall return the ballot secrecy
folder and the marking pen to the third member;
b. The EB third member shall position/stand beside the VCM without
being able to view the screen, but near enough to be able to perform the
following:
1. Monitor the VCM to ensure that the ballot is successfully
accepted and the VVPAT is printed. Every time the end-of-roll color
indicator appears, the third member shall replace the thermal paper;
2, Fold the VVPAT in such a way that its contents cannot be seen, and
then cut the end of the VVPAT using non-pointed scissors; and
3. Apply indelible ink to the voter's right forefinger nail or any other
nail if there be no forefinger nail, and give the VVPAT to the voter for
review;
c. The EB shall ensure that only the voter can read the VVPAT and advise
the voter that bringing of the VVPAT outside the polling place shall
constitute as an election offense. For this purpose, the box containing the
Official Ballots shall serve as the VVPAT receptacle Which shall be placed
in an area visible to the EB members/support staff/ citizens' arm, watchers
and other persons allowed inside the polling place.
The EB shall ensure that all Official Ballots are removed from the box
before the same is used as a VVPAT receptacle. The VVPAT receptacle
shall be properly sealed using the packaging tape, on which the EB and
watchers, if any, shall affix their names and signatures.
d. The EB shall instruct the voter to go near the VVPAT receptacle
located beside the VCM, and verify the votes as appearing on the VVPAT,
drop the same in the VVPAT receptacle and leave the polling place.
e. In case an objection is raised by the voter on how the VCM reads the
ballot, the chairperson shall:
1. Instruct the voter to affix his signature at the back of the VVPAT;
2. Note the specific objection in the Minutes; and
3. Attach the VVPAT to the Minutes (copy for the Ballot Box).
The objection shall be raised before the VVPAT is dropped in the
VVPAT receptacle,
The filing of frivolous objections shall constitute an election offense
punishable under the Omnibus Election Code, for this purpose, the EB is

allowed to administer oaths so that if the protest is frivolous, falsification or
perjury charges may be filed.
f. At the close of polls, the EB shall then place the VVPAT receptacle
inside the ballot box.

10.11.Prohibitions on Voting. - It shall be unlawful for a voter to:


a. Bring the ballot, ballot secrecy folder or marking pen outside of the
polling place except in the case under Article IX of this Resolution;
b. Speak with anyone other than persons provided in this Resolution while
inside the polling place;
c. Prepare the voter's ballot without using the ballot secrecy folder, or to
exhibit its contents;
d. Fill out the voter’s ballot accompanied by another, except in the case of
voting by assistor pursuant to Section 65 of this Resolution;
e. Erase any printing from the ballot, or put any distinguishing mark on the
ballot;
f. Use of capturing devices such as but not limited to digital cameras,
cellular phones with camera, or other means to copy the contents of the
ballot, or otherwise make use of any other scheme to identify his vote;
g. Intentionally tear or deface the ballot; or
h. Disrupt or attempt to disrupt the normal operations of the VCM.

10.12.Administrative Sanctions. — Any person who violates or fails to comply


with any of the provision of this Resolution shall constitute as a ground for
administrative liability for dereliction of duty, malfeasance, misfeasance
and/or nonfeasance in office and, if found guilty, the corresponding
administrative penalty shall be imposed, after due notice and hearing.
10.13. Election Offense. —Any person who takes away, defaces, mutilates, tears
or destroys in any manner whatsoever the VVPAP commits an election
offense punishable under Section 261 (z) of the Omnibus Election Code.
10.14.Prohibition against premature announcement of voting. The members of the
EB are prohibited from announcing the following matters during the voting
period:

a. Whether a certain registered voter has already voted or not;


b. Number of registered voters who have already voted or failed to vote
thus far; or
c. Any other fact tending to show or showing the state of the polls;
neither member of the EB shall make any statement at any time,
except as a witness before a court or body as to how many persons
voted.

10.15.Preparation of Ballots for Illiterate, Persons with Disability (PWD) and
Senior Citizen (SC). - No voter shall be allowed to vote as an illiterate,
PVVD or SC unless such fact is indicated in the EDCVL. If so, such voter
may be assisted in the preparation of the ballot, in the following order:
a. Relative within the 4th civil degree of consanguinity or affinity;
b. Person of his confidence who belongs to the same household as that of
the voter. For this purpose, the person who usually assists the PVVD
or SC, such as personal assistant, caregiver, or a nurse shall be
considered as a member of a voter's household; or
c. Any member of the EB.
A physically impaired voter may be assisted in feeding the ballot into
the VCM by the EB member. The EB member shall ensure that the contents
of the ballot are not displayed during its feeding into the VCM. In which
case, this fact must be recorded in the Minutes.
All persons assisting must be of voting age.
No person, except the members of the EB, may assist an
illiterate, PWD or SC more than three (3) times.
In all cases, the poll clerk shall first verify from the illiterates,
PWDs or SCS whether said voters have authorized a person to help
them cast their votes.
The persons assisting the illiterates, PWDs or SCS shall:
a. Prepare in their presence, the ballot using a ballot secrecy
folder;
b. Bind themselves in writing and under oath to fill out the ballot
strictly in accordance with the instructions of the voter and not
to reveal its contents, by indicating the appropriate data and
affixing their signatures in the corresponding space in the
Minutes.
10.16.THE BALLOT BOX

Note: The ballot box shall remain locked during the voting. However, if it
should become necessary to make room for more ballots, the EB shall, in the
presence of the watchers:

1. Remove the VCM from the top of the ballot box, and shake the ballot
box to wobble the contents therein, and make room for the ballots;
2. If still the ballot cannot go through the ballot box, the ballot box may
be opened. 1he chairperson shall press down the ballots contained therein
without removing any of them, after which the EB shall close the ballot box
by sealing it.

Such fact shall be recorded in the Minutes.

Rejected Ballots; Procedure. — Ballots may be rejected by the VCM
during the scanning. There will be three (3) different types of messages
when the VCM rejects a ballot:
a. Misread Ballot - When a ballot has not been scanned properly. For
this purpose, the EB shall allow the voter to re-feed the ballot four (4) times
in four (4) different orientations;
b. Previously Read Ballot— When a ballot with the same ballot ID
number was already scanned; and
c. Invalid Ballot - When a ballot is not configured to the VCM. The
voter shall return the ballot to the chairperson who shall in turn, check if the
ballot ID of the rejected ballot corresponds to the clustered precinct number.
If it does not match, the chairman shall mark the ballot with the word
"REJECTED" and place the same inside the envelope for rejected ballots.
The chairperson shall then issue the correct ballot to the voter.
If the ballot is still rejected, the voter shall return the ballot to the
chairperson who shall:
1. Distinctly mark the back thereof as "REJECTED";
2. Require all members of the EB to sign at the back thereof; and
3. Place the rejected ballot inside the Envelope for Rejected Ballots.
No replacement ballot shall be issued to a voter whose ballot is rejected by
the VCM except if the rejection of the ballot is not due to the fault of the
voter.
Any party objecting to the rejection of the ballot shall reduce his objection in
writing, which the EB shall attached to and note in the Minutes.

11.END OF VOTING/CLOSING OF POLLS- The casting of votes shall be from 6


o'clock in the morning up to 6 0'clock in the evening of Election Day. Voters shall
no longer be allowed to cast, except:

11.1. Voters who have not yet cast their votes but are within thirty (30) meters
from the polling place by 6:00 p.m. of the Election Day shall still be allowed
to cast their votes.
11.2. The poll clerk shall promptly prepare a complete list in duplicate containing
the names of said voters numbered consecutively.
11.3. The voters so listed shall be called to vote by the poll clerk by announcing
near the door of the polling place, in a tone loud enough to be heard
throughout the polling place, each name three (3) times in the order in which
they are listed.
11.4. Any voter in the list who is not present or does not respond when called
shall no longer be allowed to vote. The said list shall be attached to the
Minutes.

PART IV. COUNTING OF VOTES AND TRANSMISSION OF RESULTS;


PRINTING OF REPORTS AND SHUTTING DOWN THE VCMS; Procedure. —

12. After 6:00 P.M. and after all the voters have cast their votes, DV and EAPP ballots
if any have been batch fed, the EB shall close the voting by performing the
procedures laid in the Technical Manual. After the VCM is shut down, the EB shall:

a. Remove the main SD card from slot "A" of the VCM, place the main
SD card inside the envelope (A18-B). The EB shall also
b. indicate on the envelope the clustered precinct number; barangay and
city/ municipality/ province. The Back-up SD card shall not be
removed from the VCM, and the cover of slot "B" shall remain
locked;
c. Place the initialization report, precinct statistical report and audit logs
in the corresponding envelope (A18-C to A18E);
d. Disconnect the battery from the VCM machine;
e. Disconnect the battery cables from the battery;
f. Disconnect the power cable of the VCM machine from the electrical
outlet;
g. Disconnect the power cable from the VCM machine;
h. Return the iButtons, and PINs to the ziplock;
i. Place the battery inside the battery box;
j. Place inside the VCM box the power cord and the battery cables; and
k. Close the VCM box with the sealing sticker provided for the purpose.
13. Disposition of Unused Ballots. —After the voting, the Chairperson, in the presence
of the other members of the EB, shall:

13.1. Record in the Minutes the quantity of unused ballots;


13.2. Tear the unused ballots in half lengthwise;
13.3. Place one half of the torn ballots in the Envelope for Rejected Ballots, Half of
Torn Unused Official Ballots and Other Half of TornUnused Official Ballots
(CEF No, A15), and submit said envelope to the EO for safekeeping; and
13.4. Place the other half in another Envelope for Rejected Ballots, Half of Torn
Unused Official Ballots and Other Half of Torn Unused Official Ballots (CEF
No. A15), and then deposit the same inside the ballot box. Such fact shall be
entered in the Minutes.

14. Disposition of Election Returns. - After printing the election returns (ERs), the EB
shall sign and affix their thumbmarks in the certification portion of all copies of the
ERs. Thereafter, the EB shall post one (1) copy of the ERs in a conspicuous place
inside the polling place. The EB shall individually fold the ERs. The first eight (8)
copies of the ERs shall be sealed with serially numbered paper seals and placed in
their respective envelopes (CEF No. A17). All envelopes containing the ERs shall be
sealed with serially numbered paper seals.

14.1. The EB shall also affix their signatures on the paper seals and envelopes on
the space provided. The watchers present shall likewise affix their signatures,
giving preference to the dominant majority and minority parties and
Accredited Citizens' arm.
14.2. The ERs shall be distributed to the following:

14.2.1. In the election of senators and for the party-list system of


representation;
14.2.1.1. City or Municipal Board of Canvassers;
14.2.1.2. The Commission;
14.2.1.3. Accredited Citizens' arm;

14.2.1.4. Dominant majority party as determined by the Commission in
accordance with law;
14.2.1.5. Dominant minority party as determined by the Commission in
accordance with law;
14.2.1.6. Ballot box;
14.2.1.7. Provincial Board of Canvassers;
14.2.1.8. One (1) to be posted conspicuously on a wall within the premises
of the polling place or counting center, as the case may be;
14.2.1.9. Ten (10) accredited major national parties, excluding the
dominant majority and minority parties, in accordance with a
voluntary agreement among them. If no such agreement is
reached, the Commission shall decide which parties shall receive
the copies on the basis of the criteria provided in Section 261 of
Republic Act No. 7166 and COMELEC Resolution No.9984;
14.2.1.10. Two (2) accredited major local parties in accordance with a
voluntary agreement among them. If no such agreement is
reached, the Commission shall decide which parties shall receive
the copies on the basis of the criteria analogous to that provided
in Section 26 of Republic Act No. 7166;
14.2.1.11. Four (4) national broadcast or print media entities as may be
equitably determined by the Commission in view of propagating
the copies to the widest extent possible;
14.2.1.12. Two (2) local broadcast or print media entities as may be
equitably determined by the Commission in view of propagating
the copies to the widest extent possible; and
14.2.1.13. Four (4) major citizens' arms, including the accredited citizens'
arm, and other non-partisan groups or organization enlisted by the
Commission pursuant to Section 52(k) of Batas Pambansa Blg.
881. Such citizens' arm, groups and organization may use the four
certified copies of election returns for the conduct of citizens'
quick counts at the local or national levels.
14.2.2. In the election of local officials and members of the House of
Representatives:
14.2.2.1. City or Municipal Board of Canvassers;
14.2.2.2. Commission;
14.2.2.3. Provincial Board of Canvassers;
14.2.2.4. Regional Board of Canvassers in the case of ARMM;
14.2.2.5. Accredited Citizens' arm;
14.2.2.6. Dominant majority party as determined by the Commission
in accordance with law;
14.2.2.7. Dominant minority party as determined by the Commission
in accordance with law;
14.2.2.8. One (1) to be posted conspicuously on a wall within the
premises of the polling place or counting center, as the case
may be;
14.2.2.9. Ballot box;
14.2.2.10. Ten (10) accredited major national parties, excluding the
dominant majority and minority parties, in accordance with
a voluntary agreement among them. If no such agreement is
reached, the Commission shall decide which parties shall

receive the copies on the basis of the criteria provided in

14.2.2.11. Two (2) accredited major local parties in accordance with a

14.2.2.12. Four (4) national broadcast or print media entities as may be

14.2.2.13. Two (2) local broadcast or print media entities as may be
equitably determined by the Commission in view of
propagating the copies to the widest extent possible; and
14.2.2.14. Three (3) major citizen's arms, including the accredited
citizens' arm, and other non-partisan groups or organization
enlisted by the Commission pursuant to Section 52(k) of
Batas Pambansa Blg. 881. Such citizens' arm, groups and
organization may use the four certified copies of election
returns for the conduct of citizens' quick counts at the local
or national levels.
15. Disposition of VCM, Ballot Boxes, Election Returns and Other Documents. - When
the counting of votes has ended and the results of the election in the polling place
have already been announced, the EB shall:

15.1. Place inside the ballot box the following:


15.1.1.Sealed Envelopes containing:
15.1.1.1 Copy of printed ERs intended for the ballot box;
15.1.1.2 Copy of the Minutes intended for the ballot box;
15.1.1.3 Half of Torn Unused Official Ballots and Rejected
Ballots, if any; and
15.1.1.4 VVPAT Receptacle.
15.2. Close the flap of the ballot box with security seal. To protect the ballots and
other election documents therein from elements such as water and dust, cover
the ballot box with packaging tape by wrapping it around the cover and
extending it to the upper part of the ballot box. The EB shall affix their
signatures on the tape, and require the watchers present to also affix their
signatures;
15.3. Turn-over the box containing the VCM and its peripherals to the logistics
provider. In the absence of the logistics provider, the EB shall turn-over the
VCM box to the EO or the authorized representative, who shall in turn,
coordinate with the logistics provider for the schedule of the retrieval thereof;
15.4. Deliver the ballot box, accompanied by watchers, to the city/ municipal
treasurer. For this purpose, the city/ municipal treasurer shall, at its own
expense, provide at the voting center the necessary personnel and facilities
for said delivery.
15.5. In case the ballot box delivered by the EB is not sealed, the treasurer shall
seal the ballot box, and include such fact, together with the serial number of
the plastic seal used, in the report of the treasurer to the Commission;
15.6. Deliver to the EO the following documents or papers:
15.6.1. EDCVL
15
15.6.2. PCVL;
15.6.3. Sealed envelope containing:
15.6.3.1. Copy of the Minutes intended for the Commission (CEF
No. All);
15.6.3.2. Other Half of Torn Unused Official Ballots;
15.6.3.3. Initialization Report;
15.6.3.4. Precinct Audit Log Report;
15.6.3.5. Precinct Statistical Report;
15.6.3.6. Copies of the ERs intended for the Provincial Board of
Canvassers (CEF No. A9);
15.6.3.7. Copies of the ERs intended for Regional Board of
Canvassers in the case of ARMM (CEF No. A9); and viii. Copies of
the ERs intended for Commission (CEF No. A9).
15.6.4. The envelope containing the Main SD card for use by the city/
municipal board of canvassers thru the Reception and Custody Group
(RCG); and
15.6.5. Other pertinent papers and documents.

15.7. After the counting of votes, the EO or the city/ municipal treasurer, shall
require the EB which failed to turn-over the election documents or
paraphernalia to deliver them immediately.

PART V. VCM INSIGHTS


16. Final Testing and Sealing
(Note: One (1) computer literate Pollwatcher for each polling place during the
FTS shall be deployed)
17. Details
17.1. Final Testing and Sealing of VCM
17.2. To be done by the Electoral Board on any scheduled day from 06 to 10
May 2019, the EB shall convene in its assigned polling place to test and
seal the VCM assigned to its clustered precinct. In case the testing and
sealing of the VCMs cannot be done at the assigned polling place due
to security and/or other practical reasons, the EO shall notify, in
accordance with the procedure in the succeeding paragraphs, the EB,
candidates, political parties, accredited citizens' arm, and other
stakeholders of the place where the testing and sealing shall be
conducted.
17.2.1. The EO shall notify the EB in writing of the date, time and
place of the testing and sealing of the VCMs not later than three
(3) days before the schedule of FTS.
17.2.2. The EO shall likewise notify the candidates, registered political
parties, coalition of political parties, associations or
organizations participating in the party-list system
representation in the city or municipality, or accredited citizens'
arm, by posting a notice of the date, time and place of testing
and sealing for each clustered precinct in the bulletin boards of
the OEO and of the city or municipal hall, and in at least three

(3) conspicuous places in the city or municipality, not later than
three (3) days before the schedule of FTS.
17.2.3. Specific date and time- Executive Order shall be released to the
candidates
18. Procedures for the Final Testing and Sealing of the VCMs. — The procedures for
the FTS of the VCM are as follows:
18.1. Perform Final Testing and Sealing following the procedures in the VCM
manual;
18.2. Explain to those present the purpose of and the procedures for the FTS; and
18.3. Randomly choose ten voters from among those present, who will
accomplish the FTS ballots to be used for FTS. If there are less than ten
voters present, any of them may accomplish more than one test ballot to
complete ten FTS ballots.
In accomplishing the FTS ballots, only two (2) test voters can
simultaneously accomplish the ballots. For this purpose, the EB
Chairperson shall give each of the test voters a ballot inside the ballot
secrecy folder and a marking pen. The test voters shall, using the
marking pen, accomplish the ballot by fully shading the oval opposite
the names of the candidates of their choice, including that of the party,
organization or coalition participating in the party-list system of
representation. Thereafter, they shall return the accomplished ballots
inside the ballot secrecy folder and proceed to the EB.
The Chairperson shall:
18.3.1. Examine the accomplished ballots and determine whether the
oval opposite the names of the candidates/ political parties
participating in the party-list system chosen have been fully
shaded, and the security features (timing marks and barcodes)
have not been damaged;
18.3.2. Return the accomplished ballot inside the ballot secrecy folder
and give the same to the voter who shall personally feed the
accomplished ballot into the VCM by following the procedures
laid down in the VCM manual;
18.3.3. Perform the same procedure until all ten ballots are fed; and
18.3.4. After all the ten ballots have been fed, follow the instruction on
the closing of polls, printing of election returns and shutting
down the VCM following the procedures in the VCM manual.
(refer to 21 an subsequent applicable provisions)

During FTS, the EB shall instruct the voter to verify the votes as appearing on the
VVPAT and place the same in the Envelope for Counted Ballots, which shall be
turned over to the EO as provided in Section 54 of this Resolution.
18.4.

Final Testing and Sealing Procedure:

1. Retrieve the VCM from its box.
2. Show to the public that the VCM slots labeled “A" and "B", where the
main and back-up SD cards are individually stored, are sealed. These slots
shall remain sealed throughout the FTS procedure.
3. Place the VCM properly on top of the ballot box.
4. Open the thermal paper printer cover and ensure that the roll of
official thermal paper is properly installed.
5. Close the thermal paper printer cover.
6. Retrieve the battery cables inside the VCM box, connect the cables to
the battery and connect the other end of the battery cable to the VCM DC
power port.
7. Connect the power adaptor to the AC power port of the VCM and
plug the other end of the adaptor to the electrical outlet.
8. Turn on the VCM.
9. The machine will display the loading screen and the Device Information.
Wait until the VCM displays the message "PLEASE TAP IN THE SLOT
THE [BUTTON".
10. The EB CHAIRPERSON shall:
a. Place his/her iButton on top of the iButton security key
receptacle and apply a slight pressure thereon. A message "SELECT
THE PROFILE TO AUTHENTICATE" and the role of the EBs will
be displayed on the screen;
b. Select "CHAIRMAN" profile
1) The VCM will display the message "INPUT
YOUR PIN”
2) Enter the security PIN of CHAIRMAN.
11. In the MAIN Menu, the certified IT-capable EB member shall
perform the following VCM diagnostics procedures:
a. Select "DIAGNOSTICS' option;
b. The VCM will display the "DIAGNOSTICS" Menu. Click the
rounded-arrow button to scroll down the screen. Select "RUN ALL" option;
and
c. After choosing "RUN ALL", the VCM will then display the
message "AUDIO DIAGNOSTIC" test for speaker and headphone tests.
1) To test the VCM speaker: The VCM will display
"PLAYING SOUNDS..." and automatically play sounds on the VCM
speakers.
2) The VCM will display the message "DID YOU HEAR
THE SOUNDS?" with "YES' and "NO" buttons. Press "YES" if you
heard the sounds. "NO' if you didn't.
3) After checking the speakers, the VCM will test the audio
for headphones: If the headphones are connected, the VCM will
automatically display "PLAYING SOUNDS..."
4) The VCM will display the message "DID YOU HEAR
THE

SOUNDS THROUGH THE LEFT CHANNEL OF THE
HEADPHONES?" with "YES" and "NO" buttons. Press "YES" if you
heard the sounds. "NO" if you did not.
5) If the headphones are not connected, the VCM will
display the message "CHECKING HEADPHONE CONNECTION...
THE HEADPHONES ARE DISCONNECTED. PLEASE CONNECT
THEM. THE HEADPHONE JACK WAS MARKED AS
DEFECTIVE". Connect the headset to the audio port.
6) The VCM will automatically play sounds displaying the
message "PLA YING SOUNDS...".
7) The VCM will display the message "DID YOU HEAR
THE
SOUNDS THROUGH THE LEFT CHANNEL OF THE
HEADPHONES?" with "YES" and "NO" buttons. Press "YES" if
you heard the sounds. "NO" if you did not.
8) If speakers and headphones tests are successful, the
VCM will display the message "AUDIO DIAGNOSTIC
COMPLETED SUCCESSFULLY”.
d. The VCM will automatically proceed to the screen of testing the
Cast and Return Buttons.
1) The VCM will display the message "PLEASE PRESS
THE CAST BUTTON". Press the GREEN BUTTON with u, located
beside the screen.
2) The VCM will display the message "PLEASE PRESS
THE RETURN BUTTON". Press the RED BUTTON with X located
beside the screen.
3) If both buttons are working, the VCM will display the
message "CAST/RETURN BUTTONS DIAGNOSTIC WAS
SUCCESSFUL".
e. The VCM will automatically perform next the ETHERNET
DIAGNOSTIC. It will display the message "DETECTING NETWORK
INTERFACES... PLEASE MAKE SURE THE NETWORKING CABLE
OR MODEM DEVICE IS CONNECTED". Plug the ethernet cable. After
testing the ethernet, the message "ETHERNET DIAGNOSTIC WAS
SUCCESSFUL" will be displayed on the screen. NOTE: This applies to
areas using BGAN as transmission device.
f. "TRANSMISSION DIAGNOSTICS" shall now be performed
by the VCM. It will display the message "PLEASE INSERT THE GSM
TRANSMISSION DEVICE". The following messages shall appear in this
sequence:
1) TRANSMITTING THE DIAGNOSTIC MESSAGE TO
THE CENTRAL: CENTRAL SERVER (ATTEMPT 1 OF 2).
2) If the first transmission attempt failed, it will display the
message, "DIAGNOSTIC TRANSMISSION ATTEMPT TO
CENTRAL: CENTRAL SERVER FAILED. THE CONNECTION
TO THE SERVER COULD NOT BE ESTABLISHED"." THE VCM

WILL AUTOMATICALLY RE-TRANSMIT AGAIN TO THE
CENTRAL SERVER WITH MESSAGE, "TRANSMITTING THE
DIAGNOSTIC MESSAGE TO CENTRAL: CENTRAL SERVER
(ATTEMPT (2) OF (2)
3) If TRANSMISSION DIAGNOSTICS is successful, the
following message will be displayed: "DIAGNOSTICS
COMPLETED and TRANSMISSION DIAGNOSTICS WAS
SUCCESSFUL. "
g. The VCM will proceed automatically to the "PRINTER
DIAGNOSTIC". At this point, the VCM will display the message
"PRINTING IMAGE" while simultaneously printing the image on the
thermal paper. The image to be printed is also displayed on the VCM screen.
After printing the image, the VCM will display the message "WAS THE
IMAGE PRINTED CORRECTLY?" with "NO" and "YES" buttons. Press
'YES" if it was correctly printed. "NO" if it wasn't.

h. The VCM shall now perform POWER DIAGNOSTIC next.


1) It will display the message "TESTING BATTERY'S
CHARGER CONNECTION... PLEASE MAKE SURE THAT THE
BA TTERY IS CONNECTED THEN DISCONNECT THE POWER
CORD”
2) Disconnect the power cord of the VCM.
3) After disconnecting the power cord, it will then display
the
message "PLEASE MAKE SURE THAT THE POWER CORD IS
CONNECTED AND THEN DISCONNECT THE BATTERY".
4) Connect the power cord to the VCM, then disconnect the
battery.
5) The VCM will then display the message "THE
BATTERY IS DISCONNECTED
6) If Power diagnostic is successful, the message "POWER
SOURCE UNIT DIAGNOSTIC is SUCCESSFUL" will be displayed
on the screen. However, if the POWER DIAGNOSTIC failed, the
message, "POWER DIAGNOSTIC HAS BEEN PARTIALLY CR
COMPLETELY CANCELLED" with DONE button.

i. The VCM will then display the message


"TOUCHSCREENDIAGNOSTIC" with the following instructions:
1) "PRESS THE MARK ON TOP-LEFT CORNER. Press
the blinking circle on the screen.
2) "PRESS THE MARK ON TOP-RIGHT CORNER."
Press the blinking circle on the screen.
3) "PRESS THE MARK ON BOTTOM-RIGHT
CORNER." Press the blinking circle on the screen.
4) "PRESS THE MARK ON BOTTOM-LEFT CORNER."
Press the blinking circle on the screen.

5) Press DONE when completed.
j. The VCM will now proceed to SCANNER DIAGNOSTIC, and
display the message "CONNECTING TO THE SCANNER DEVICE.
PLEASE WAIT...". Wait for the VCM to display the message, "PLEASE
INSERT THE DIAGNOSTIC BALLOT",
1) Insert one (1) FTS ballot.
2) If the scanning is successful, the "BALLOT
DETECTION, ' located at the upper left portion of the screen
will be marked with v/; if unsuccessful, it will be marked with
X 3) The scanner will perform the following tests:
Distortion test;
Guide marks;
Fiducial marks;
QR codes;
Grayscale; and
Digital lines.
k. After checking the scanner, the VCM screen will display the
image of the ballot. Press the "TOP" button to see the front image of the
ballot. Press "BOTTOM" button to see the back of the image of the ballot.
Press "+ZOOM" button to zoom in the image or "-ZOOM" button to zoom
out. Press "BACK" button to continue the test. The VCM will display the
message "DO THE IMAGES CORRESPOND TO THE PHYSICAL
BALLOT?" with "YES" and "NO" options. Press "YES" if the images
correspond to the physical ballot or "NO" if it does not,
l. If the scanner passed all of the foregoing tests, the VCM will
display the message "SCANNER DIAGNOSTIC WAS SUCCESSFUL".
m. The VCM will now automatically return to the "VCM
DIAGNOSTIC" screen and display y/ on "Scanner."
n. If no FTS ballot inserted, the VCM will display the message,
"SCANNER DIAGNOSTIC TIMEOUT HAS EXPIRED" with DONE
button.
o. The VCM will now display the message "USB PORTS
DIAGNOSTIC" with the following instructions:
1) "INSERT THE USB DEVICE IN THE UPPER PORT.
IF THE USB DEVICE IS ALREADY INSERTED, PLEASE
REMOVE IT AND INSERT IT AGAIN".
2) Insert USB in the upper USB port.
3) The VCM shall then display the message "REMOVE
THE USB MODEM FROM UPPER PORT. THE USB UPPER
PORT TEST HAS BEEN COMPLETED".
4) The VCM will then display the message "INSERT THE
USB MODEM IN THE LOWER PORT. IF THE MODEM IS
ALRE ADY INSERTED, PLEASE REMOVE IT AND
INSERT IT AGAIN".

5) Insert the USB in the lower USB port and a message will
be displayed: "REMOVE THE USB MODEM FROM LOWER
PORT. THE USB LOWER PORT TEST HAS BEEN
COMPLETED".
p. Upon completion the USB port diagnostic test, the VCM will
display the message "THE USB PORT DIAGNOSTIC WAS
SUCCESSFUL".
q. The VCM will automatically return to the main screen of the
"VCM DIAGNOSTIC" and display on the "USB ports".
r. The VCM shall automatically print the diagnostic report. The
messages "PRINT DIAGNOSTIC REPORT" and "GENERATING THE
REPORT... SAVING THE REPORT... PRINTING REPORT..." will be
displayed on the screen while simultaneously printing the report.
s. Detach the printed diagnostic report and place it inside the
envelope (Al 7- TS) provided for the purpose.
t. After printing the diagnostic report if some tests were skipped
or unsuccessful, the VCM shall display the message, "SOME ACTIVITIES
WERE NOT COMPLETED SUCCESSFULLY. UNSUCCESSFUL
ACTIVITIES: [NO. OF UNSUCCESSFUL ACTIVITIES]
SKIPPEDACTIVITIES: [NO. OF SKIPPED ACTIVITIES" with DONE
button. Click the DONE button to return to the DIAGNOSTICS MENU.
u. Click the rounded X button in the bottom left part of the screen to
return to the MAIN MENU.
12. The IT-capable EB member will then select "OPEN VOTING".

The VCM will then display the message "INPUT PIN FOR BEI
CHAIRMAN TO CONFIRM THE EXECUTION OF OPEN VOTING".
Enter the authorized password/pin of the CHAIRMAN.
13. The VCM is now ready to print the Initialization Report. The
messages "OPEN POLLS" and "GENERATING THE REPORT... SAVING
THE REPORT... PRINTING REPORT..." will appear on the screen while
simultaneously printing the initialization report. The report shall show Zero
(0) vote for each candidate including the graphic information (region,
province, city/municipality, voting center, precincts in a cluster), machine
ID, clustered precinct ID, VCM status, number of registered voters, number
of voters who voted, and number of valid ballots cast.
14. After printing the Initialization Report, the VCM will display the
message "OPEN POLLS COMPLETED SUCCESSFULLY";
"TRANSITION TO OPEN STATE IS VALID" with DONE button.
15. Detach the Initialization Report, The Chairperson, EB member and
poll clerk, including the representatives of the political parties, candidates,
or citizens' arms present, shall affix their signatures thereon. Place the
initialization report in the envelope (A17-TS) provided for the purpose.
16. After printing the initialization report, press the "DONE' button and
the VCM will automatically return to the Election Menu. Press the "GO TO
VOTING" button.

17. The VCM will automatically print the STATUS REPORT and will
then display the message, "GO TO VOTING COMPLETED
SUCCESSFULLY" , "VOTING HAS BEEN ENABLED ON THIS
DEVICE" with DONE button. Press DONE button.
18. The VCM is now ready to accept ballots. At this time, the VCM
screen will display the message "PLEASE INSERT YOUR MARKED
BALLOT INTO THE SCANNER SLOT”
19. Ensure that the INSERT BALLOT screen displays the following
details:
20. The VCM shall interpret the ballot. The message "YOUR BALLOT
IS BEING PROCESSED" will be displayed on the screen.
a. After processing, the VCM shall display the following
messages "YOUR VOTE IS BEING PRINTED" while simultaneously
printing the voter's receipt.
b. The messages, "DEPOSITING THE BALLOT IN THE BOX"
and "YOUR VOTE HAS BEEN CAST" will be displayed in the screen
respectively.
21. After the ten (10) voters have cast their votes, close the voting by
performing the following procedures:
a. The Chairperson shall place his/her iButton security key on top
of the iButton security key receptacle, apply slight pressure thereto,
after which the VCM will display message "SELECT THE PROFILE
TO AUTHENTICA TE";
b. Select "MEMBERS," the VCM will then display the message
'SELECT THE USER TO AUTHENTICATE" with "BEI MEMBER"
and "BEI POLL CLERK" options.
1) Select "BEI MEMBER".
2) The VCM will display the message "INPUT YOUR
PIN".
3) Enter the security PIN of BEI member. A message "THE
USER BEI MEMBER WAS AUTHENTICATED
SUCCESSFULLY" appears on the screen and the VCM will
return to the previous display - "SELECT THE USER TO
AUTHENTICATE'.
4) Select "BEI POLL CLERK"
5) The VCM displays "1NPUT YOUR PIN".
22. The VCM shall then display the MAIN MENU. From the Main
Menu, choose the option "CLOSE VOTING".
23. After choosing Close Voting, the VCM shall display the message

CLOSE VOTING". After successfully input the PIN for BEI Member, the
VCM will display the message "INPUT PIN FOR BEI POLL CLERK TO
CONFIRM EXECUTION OF CLOSE VOTING"
24. The VCM prompts to add signatures to the election results. The
screen will display "Press NEXT TO ADD A SIGNATURE TO THE
ELECTION RESULTS. (REQUIRED SIGNATURES: [NO. OF

SIGNATURES]" along with SIGNATURE ALREADY ADDED: O and the
NEXT button. The Chairperson shall press "NEXT".
a. The VCM will require the security key password, and will
display the message "PLEASE TAP IN THE SLOT THE [BUTTON
FOR THE SIGNING PROCESS" with CANCEL button. Tap the
iButton in the iButton slot to add signatures to the election results.
b. The CHAIRPERSON will place his/her iButton (security key)
on top of the iButton security key receptacle and apply a slight
pressure thereon. The VCM shall display the message 'PLEASE
INPUT THE ROLE PIN". The CHAIRPERSON shall now enter
his/her digital signature password.
c. The VCM shall thereafter display the message "SIGNATURE
SUCCESSFULLY ADDED".
d. The VCM shall display the message screen for adding digital
signature with message, "DO YOU WANT TO ADD A
SIGNATURE TO THE ELECTION RESULTS? (REQUIRED
SIGNATURES: [NO. OF SIGNATURES]" along with the
SIGNATURE ALREADY ADDED: 1 and the "NO" and "YES"
options. The poll clerk shall press "YES".
e. The Poll Clerk will place his/her iButton (security key) on top
of the iButton security key receptacle and apply a slight pressure
thereon. The VCM shall display the message "PLEASE INPUT THE
ROLE PIN". The poll clerk shall now enter his/her digital signature
password. The VCM shall thereafter display the message
"SIGNATURE SUCCESSFULLY ADDED 't
f. The VCM shall again display the message screen for adding
digital signature with message, "DO YOU WANT TO ADD A
SIGNATURE TO THE ELECTION RESULTS? (REQUIRED
SIGNATURES: [NO, OF SIGNATURES]" along with the
SIGNATURE ALREADY ADDED: 2 and the "NO" and "YES"
options. The Third Member shall press "YES".
g. Upon pressing the "YES" button, the VCM will require the security
key password, thus "PLEASE TAP IN THE SLOT THE IBUTTON
TO BE REGISTERED" with CANCEL button". The EB MEMBER
will place his/her iButton on top of the iButton security key receptacle
and apply a slight pressure thereon. The VCM shall display the
message "PLEASE INPUT THE ROLE PIN". The EB Third Member
shall now enter his/her digital signature password.
25. The VCM displays the message, "CHANGING THE VOTING
MACHINE STATE TO CLOSED". The VCM shall automatically print the
eight (8) copies of the NATIONAL returns, and eight (8) copies of the
LOCAL returns. Detach the election returns and place them in the envelope
provided for the purpose.
26. After printing the eight (8) copies of National returns and eight (8)
copies of Local returns, it will automatically print the STATISTICAL
REPORT and the VCM will display the message "DO YOU WANT TO

TRANSMIT ELECTION RESULTS?" with "NO" or "YES" options.
Choose "NO".
The message, "TRANSMIT RESULTS HAS BEEN PARTIALLY
OR COMPLETELY CANCELED" with DONE button. Click this button.
NOTE: For purposes of FTS, no transmission of election results will
be performed.
27. The VCM will then print the twenty-two (22) copies of National returns
and the twenty-two (22) copies of Local returns. After printing the reports,
the VCM will display the message "CLOSE POLLS COMPLETED
SUCCESSFULL
NOTE: For the purpose of FTS there will be no printing of additional
22 copies of ERs.
To cancel the printing, open the printer port, the VCM will display
"THE REPORT COULD NOT BE PRINTED. PLEASE CHECK THE
PRINTER COVER OF THE PAPER" WITH "RETRY" AND "SKIP"
OPTION. PRESS "SKIP" BUTTON. The VCM will then display the
message "Close polls completed successfully" with "Done" button. Press
"Done" button to complete the voting process.
28. "VOTING PROCESS HAS BEEN COMPLETED". The VCM will
return to the Main Menu and is now in CLOSED STATE.
29. The Chairperson shall now Re-Zero the VCM. From the Main Menu,
the Chairperson shall select "UTILITIES" then choose the "RE-ZERO"
option.
30. The message "INPUT PIN FOR 'RE-ZERO'" will be displayed on the
screen. The Chairperson shall then input the re-zero PIN.
31. The message, "YOU ARE ABOUT To DELETE 10 BALLOTS. ARE
YOU SURE TO PROCEED?" with NO and YES buttons, press the YES
button.
32. While the VCM is re-zeroing all data, it will display the message
'ENSURING THA T VOTE COUNTERS ARE SET TO ZERO... "
33. The VCM shall then print the RE-ZERO REPORT.
34. After the printing of Re-zero report, the message "THE SYSTEM
NEEDS TO SHUTDOWN. TO SHUT DOWN THE SYSTEM PRESS THE
'OK' BUTTON" will be displayed. Press OK button to shut down the VCM.

19. Manual Verification of Results. - The EB shall retrieve the accomplished valid FTS
ballots from the ballot box, manually count the votes therein, and accomplish the
manual Election Returns (ERs) provided for the purpose. The following rules shall
be observed in the manual counting of votes:
19.1. The Chairperson shall verify the ballots to determine whether there is over-
voting (when the number of votes for a position has been exceeded). If there
is an over-vote in a position, no vote shall be counted in favor of any
candidate for the said position;

19.2. The Chairperson shall take the ballots one by one, and read the names of
candidates voted for and the offices for which they were voted in the order in
which they appear thereon;
19.3. The Poll Clerk shall record on the manual ER the vote as the names voted for
each office are read. Each vote shall be recorded by a vertical line, except
every fifth vote which shall be recorded by a diagonal line crossing the
previous four vertical lines;
19.4. After finishing the ten (10) FTS ballots, the Poll Clerk shall determine the
total number of votes obtained by each candidate;
19.5. The EB shall sign the certification portion of both ERs and compare the
results of the manually-prepared ER with that of the machine-generated ER.
If the results of both ERs are not the same, the EB shall review/re-appreciate
the ballots to determine the cause of the discrepancy. If after re-appreciation,
there is still discrepancy, the EB shall call on the assigned DESO technical
support staff; and
19.6. The EB shall immediately submit a report of the testing to the EO concerned.
The EO, in turn, shall submit a report to the Commission, through the
National Technical Support Center (NTSC)/ Command and Monitoring
Center.

20. Minutes of Testing and Sealing; Voting and Counting. The EB shall record in the
Minutes (CEF No. All) all the acts or data required to be entered under this
Resolution as soon as they occur or become available.

21. Disposition of Forms/Supplies. After the testing and sealing, the BEI shall:
21.1. Submit to the EO the envelope containing the following:
21.1.1. Diagnostic Report;
21.1.2. Initialization Report;
21.1.3. Eight (8) copies of National and Local returns;
21.1.4. Manual ER;
21.1.5. Counted ballots; and
21.1.6. VVPATs.
The EO shall keep the above documents until further instructions from the
Commission.
21.2. Leave inside the polling place, the VCM properly secured, contained in the
sealed box, the battery inside its box, and the locked ballot box.
NOTE: VCM Box to be Opened on 13 May 2019. - After MS, the VCM box shall
be opened again only on 13 May 2019 not earlier than five o'clock in the morning,
and in the presence of watchers, if any.
