CITY ORDINANCE NO.

AN ORDINANCE INSTITUTIONALIZING THE PROGRAM ENTITLED “SEARCH FOR

THE CLEANEST BARANGAY” AND PROVIDING FUNDS THEREFOR.

WHEREAS, the City of Lipa is currently facing severe problems regarding waste
management and disposal;

WHEREAS, the local government of the City of Lipa has acknowledged the
problematic impacts of wastes towards the environment and the health of the people;

WHEREAS, given that it is one of the objectives of the local government of the
City to protect and secure the health of the people and the cleanliness of the
environment, it is very eager in terms of exerting efforts that would encourage the
people to participate on clean-up activities and programs in the hope of resolving the
issues on waste management and disposal;

WHEREAS, the severity of the waste issues in the City of Lipa already demands
for collective efforts; hence, this program would also be an effective means to promote
cooperation and camaraderie among the people;

WHEREAS, it is affirmed that Barangays, being the primary unit of the

government, have crucial roles and responsibilities when it comes to the cleanliness
and orderliness of its area of scope;

WHEREAS, the most feasible strategy foreseen by the local government that
would boost the enthusiasm and involvement of the people towards activities intended
for waste management is the granting of rewards to the top five Barangays that would
be hailed as the cleanest Barangay;

NOW THEREFORE BE IT ORDAINED, by the Sangguniang Panlungsod of

Lipa City, through the initiative of Councilor Merlo P. Silva that:

Section 1. TITLE. This ordinance shall be known as “AN ORDINANCE

INSTITUTIONALIZING THE PROGRAM ENTITLED “SEARCH FOR THE CLEANEST
BARANGAY” AND PROVIDING FUNDS THEREFOR”.
 Section 2. PROGRAM. The program will be entitled Search for the Cleanest
Barangay which will be a semi-annual competition among the 72 barangays of
the City of Lipa; wherein the reward will be given on the sixth and twelfth month
every year.

Section 3. REWARDS. The winners of the Search for the Cleanest Barangay will
be given one hundred thousand pesos (Php 100,000.00) and a plaque of
recognition for the first prize; seventy-five thousand pesos (Php 75,000.00) and a
plaque of recognition for the second prize; fifty thousand pesos (Php 50,000.00)
and a plaque of recognition for the third prize; and five more barangays will be
provided a consolation prize of twenty-five thousand pesos (Php 25,000.00) and
certificate of appreciation.

Section 4. BUDGET APPROPRIATION. The budgetary requirement of seven

hundred twenty thousand pesos (Php 720,000.00) shall be included in the annual
budget of the City of Lipa.

Section 5. RESPONSIBILITY OF THE CITY COMMUNITY AFFAIRS OFFICE

WITH THE COORDINATION OF THE COMMUNITY ENVIRONMENT AND
NATURAL RESOURCES OFFICE AND THE ASSOCIATION OF BARANGAY
CAPTAINS.
 The Community Affairs Office will be responsible for the conceptualization
of the Implementing Rules and Regulations for the Search for the
Cleanest Barangay within a span of sixty days from the approval of this
ordinance.
 The Community Environment and Natural Resources Office will be
responsible for providing technical assistances on the conduct of the
Search for the Cleanest Barangay.
 The Association of Barangay Captains will be responsible for the
dissemination of information towards their respective scopes regarding the
details of the Search for the Cleanest Barangay.

Section 6. REPEALING CLAUSE. All other Ordinances or parts thereof which

are inconsistent with the provision of this Ordinance are hereby repealed,
amended and/or modified accordingly.

Section 7. SEPARABILITY CLAUSE. Should any provision of this Ordinance be

subsequently declared unconstitutional or invalid, the other provisions not
affected by such declaration shall remain in full force and effect.

Section 8. EFFECTIVITY. This Ordinance shall take effect on the first day of
January 2019.
