WHEREAS, RA 9208, or the “Anti-Trafficking in Persons Act of 2003”, declares that the state
shall give highest priority to the enactment of measures and development of programs that
will promote human dignity, protect the people from violence and exploitation, eliminate
trafficking in persons and mitigate pressures for involuntary migration and servitude of
persons to ensure their recovery, rehabilitation, and reintegration;
WHEREAS, RA 9262, or the “Anti-Violence Against Women and Their Children Act of 2004”,
underscores the commitment of the State on safeguarding the dignity of women and children
while guaranteeing full respect of their human rights to protect them from violence and
threats to their personal safety and security;
WHEREAS, Joint Memorandum Circular No. 2010-01 dated 18 October 2021 was issued by
the DILG, DSWD and DOJ to provide the basic standards for the Creation of Local
Committees on Anti-Trafficking and Violence Against Women and their Children to
strengthen the capability of LGUs in combatting Trafficking in Persons and eliminating
VAWC;
WHEREAS, the DILG issued Memorandum Circular No. 2020-006 to provide LGUs and
other concerned entities with a tool to assess and strengthen the functionality of their
respective LCAT-VAWC as the primary mechanism to address trafficking in person (TIP)
and violence against women and their children (VAWC) at the local level.

SECTION 2. DUTIES AND FUNCTIONS. The PCAT-VAWC shall perform the following
duties and functions:
1. Institute policies and programs to protect women and children who are victims of
trafficking and violence;
2. Create and establish systems on surveillance, investigation, and rescue to ensure
effective and efficient coordination;
3. Undertake information, education and advocacy campaign against trafficking in
persons and VAWC; and
4. Monitor and oversee the strict implementation of RA 9208, RA 9262 and other
related laws for the protection of women and children and of the IACAT and
IACVAWC national plans of action.
In addition to the above-mentioned functions, the Committee shall formulate its Annual
Work and Financial Plan (AWFP), which shall contain programs and activities aligned
with the national plan of action and other initiatives of the LGU.
SECTION 3. MEETINGS. The PCAT-VAWC shall convene once every quarter. However,
Special Meetings may be conducted whenever necessary.

SECTION 6. REPEALING CLAUSE. All prior issuances or parts thereof inconsistent with
this Executive Order are hereby repealed, amended, or otherwise modified accordingly.
SECTION 7. EFFECTIVITY. This Executive Order shall take effect immediately upon signing
hereof and shall remain effective until revoked or amended.
