• These accreditation guidelines shall cover all Civil Society Organizations (CSOs) intending to
apply for accreditation by the local sanggunian of provinces, cities and municipalities to seek
representation in the Local Special Bodies of LGUs.
• These guidelines shall also cover the representation of CSOs to Local Special Bodies, namely:
a) Local Development Council, b) Local Health Board, c) Local School Board, and d) Local
Peace and Order Council.
• Although the Implementing Rules and Regulations of RA 7160 include the Peoples Law
Enforcement Board as one among the local special bodies, the provisions of the Code as to the
manner of selecting representatives to the local special bodies do not find application to the
PLEBs.
• Likewise, this does not apply to the Bids and Awards Committee (BAC) for it is now limited to
the local government personnel occupying plantilla positions. However, while the BAC is still
required to invite two (2) observers from NGOs or private organizations, the selection of these
NGOs or private organizations are not covered by this guidelines.
