ARTICLE 360
(CIVIL CODE OF THE PHILS)
The Council for the Protection of Children shall
look after the welfare of children in the
municipality. It shall, among other functions:

1. Foster the education of every child in the


municipality;
2. Encourage the cultivation of the duties of
parents;
3. Protect and assist abandoned or mistreated
children, and orphan;

LOCAL GOVERNMENT CODE
1.Sec. 17, LGUs are reminded that it is within their powers, duties,
and functions, which include the efficient and effective delivery of
basic services for the care of abandoned minors, abused children,
juvenile delinquents, drug dependents, an other needy and
disadvantaged persons.

-The LGU further provides that local government units have the
duty to facilitate efforts to promote the welfare of families below
threshold, the disadvantaged, and the exploited. 37
1. Promote the vision of building a child-friendly Philippines.
Putting children’s rights and well-being at the center of its
development agenda is a hallmark of a child-friendly society
that is characterize by a culture of care and protection for all
children.
2. Ensure that programs, projects and activities for the welfare,
development and protection of children are include in the
CBDP. These programs, projects and activities must be rights
based, age appropriate, gender responsive, and culturally
appropriate;
3. Enact and enforce right-based local ordinances for children.
4. Ensure that programs, projects and activities are supported by
adequate human and financial resources for efficient and
effective implementation. And
5. Strengthen structures and systems for the welfare,
development and protection of children with emphasis on the
Barangay Council for the Protection of Children

MEETINGS AND ACTIONS BY THE LCPC

• When budgetary proposals are being considered, the Chair


must be present.  

• All resolutions for endorsement by the LCPCs to the local


Sanggunian and other authorities - including the AWFP and
its accompanying documents - shall be approved by a
majority of its members constituting a quorum, excluding the
Chair. In case of a tie, the Chair shall make the deciding
vote.

Budget providing or appropriating funds for
the BCPC
Minutes of meetings duly signed by the
secretariat head, notices of meetings with
agenda and attendance sheets attached Copies of the (i) Barangay Annual Report,
(LCPC AR Form 001-A) (ii) State of Barangay
Resolutions recommending proposed policies, Address (SOBA) reflecting accomplishments
plans and programs for adoption by the on children, and (iii) Barangay State of
