WHO SHALL SPEARHEAD
THE ORGANIZATION OF LCPC?

The Local Chief Executive (LCE) (Provincial


Governor, City/Municipal Mayor, Punong Barangay)
as the LCPC chairperson shall spearhead the
organization of the council.

(PD 603; DILG Memo. Circular 2002-121 shall be the basis in organizing the BCPC)
WHO SHALL COMPOSE THE BCPC?
(based on DILG-MC 2002-121)

Co-chairperson: (BCPC members shall elect among themselves)

• Brgy. Kagawad (Women & Children’s Desk)
• Brgy. Nutrition Scholar (Public Health Center)
• Brgy. ECCD Worker (Day Care Centers)
• Brgy. Health Nurse/ Midwife (Public Health Center)
• Brgy. Health Worker
• DepEd Principal/ Teacher-in-Charge/ Guidance Counselor
(Elementary and High Schools)
• Chief Barangay Tanod / Police (Community Security Force)
• SK Chairperson (Children Sector)
• Child Representatives from children’s groups
• PTA President or his/ her representative (PO for Children’s
Concern)
• NGO/PO Representatives (include interfaith groups)
• Other Sectors or Groups working for children’s welfare
ROLES AND FUNCTIONS

1. Foster education of every child


2. Take steps to prevent juvenile delinquency and
assist parents of children with behavioral problems
so that they can get expert advice
3. Adopt measures for the health of children
4. Conduct capability building projects to increase
knowledge and skills in handling children’s program
5. Encourage the proper performance of the duties and
responsibilities of parents
ROLES AND FUNCTIONS
6. Promote wholesome entertainment in the
community, especially in movie houses
7. Prepare AWFP for children and recommend
appropriations to the Sanggunian
8. Provide coordinative linkages with other agencies
and institutions in the planning, monitoring, and
evaluation of plans for children
9. Establish and maintain database on children in the
barangay
10. Advocate for the establishment and maintenance of
playgrounds, DCCs, and other facilities necessary
for child and youth development
ROLES AND FUNCTIONS
11. Advocate for the passage of barangay resolutions/
ordinances responsive to child-related issues and
concerns and ensure the inclusion of children’s
program in the executive agenda
12. Assist CNSP and refer cases filed against child
abusers to proper agencies and institutions
13. Monitor situational reports on children and prepare
quarterly updates including the implementation of
children’s program and make recommendations to
the MCPC for consideration and nationwide
application
14. Perform such other functions and other child
related laws, especially in matters of children and
parent education, health, entertainment, etc.

• Local Code for Children (LCC)
• Local State of Children’s Report
• Responsive Ordinances and Policies consistent

• Advocacy activities on the Promotion of the Rights
and Welfare of Children
• Capability Building activities for all stakeholders
on children
• Regular and Special Meetings of the Council
