• It is MANDATORY (Sec. 12, RA 10630, Rule 101, RIRR)
• All duty-bearers, including the BCPC members, law enforcement
officers, jail and correctional officers, teachers, guidance counselors,
social workers and prosecutors, who will receive reports, handle, take
custody or refer CAR and CICL cases should ENSURE A FAITHFUL
RECORDATION OF ALL PERTINENT INFORMATION
• Section 12 of RA 10630 indicated that the
Juvenile Justice and Welfare Council is the lead
agency that will lead in the establishment of a
centralized information management system on
CICL in order to come up with a correct national
data of CAR and CICL.
OBJECTIVE
•To develop duty bearer’s/target users’
appreciation of and capacity to use the
Registry for Children at Risk and Children
in Conflict with the Law.
Why Do We Need a Registry?
1. To guarantee the correct application of the provision of the
Act;
2. Records in the Registry will show whether CAR and CICL
were handled according to the required process;
3. Collective information serves as input to policy and
program development;
4. To identify areas in the current system that needs
improvement.
Confidentiality and Privacy of Records
The use of the Registry is bound by the requirements of Republic
Act 9344 as amended and the Data Privacy Act of 2012 to ensure
confidentiality and privacy of personal information.

• Personal information recorded in the Registry should be held


under strict confidentiality for the best interest of the child.
• All concerned duty bearers shall undertake all measures to
protect the identity of the child to include the non-disclosure
of personal information recorded in the Registry to the media.
What is Registry?
• The Registry for CAR and CICL is an online internet-based system that
will collect and process pertinent information of CAR and CICL.
• It aims to establish reliable and updated data as bases of JJWC in
establishing the effectiveness of the implementation of the law;
• It records personal and other pertinent information about the CAR
and CICL such as offenses, address, age and status of the cases;
• It allows the online transfer of records of a child’s case from the
barangay to police and LSWDO within the same jurisdiction.
What are the Roles of the Users?
Juvenile Justice and Welfare Council
• Serves as the administrator of the Registry. Only a limited number of staff
are authorized to access the Registry to ensure security of information.
• Monitoring and provision of TA to users.
• Detects and responds to problems in the Registry.
• Enhance the Registry as necessary.
• Ensure non-duplication of data nationwide.
• Generates and analyzes national level data for policy and program
development purposes.
What are the Roles of the Users?
LGU Social Workers (both community and center-based) ,
Barangay Council for the Protection of the Children (BCPC)
Members,
Law Enforcers and DSWD RRCY Social Workers
• Records Child Profile
• Updates Child Case Profile
• Records Interventions provided
• Generates Local Report for use in developing local policies and
programs
• Ensures confidentiality of personal data

used during the registration.

2. Login to your email address and check your inbox.

3. Open the confirmation message from the web


application and click the link to confirm the account.

4. Once confirmed, you may now login to the CAR/ CICL

3. After changing the password, you may
now login to the CAR/CICL Registry
using your email address and the new
password you provided.
How to create
New Record
• Access CAR/CICL Registry

user needs to update or

previous/other violations
