MUNICIPAL PROFILE

HISTORY OF THE MUNICIPALITY

The Municipality of Madamba is one of the component municipalities in the Second

Congressional District of the Province of Lanao del Sur in the Autonomous Region in Muslim
Mindanao. The Municipality of Madamba officially came into existence on June 26, 1963 through
Executive Order No. 43 of then President Diosdado M. Macapagal. The leaders of the area, headed
by then Congressman Amer A. Mindalano, initiated the quest for its existence as a separate
municipality. There were sixty (60) barangays comprising the municipality but with the issuance
of Executive Order No. 108 dated December 24, 1986 by then President Corazon C. Aquino, only
twenty-four (24) component barangays were officially declared based on the legal criterion of
barangays.

In its early existence, selection for the position of Mayor was initially done through
appointment. It was based on people’s trust and confidence as well as the qualification of the
candidate to handle people, his integrity, honesty, and popularity. Political affiliation and blood
connection with the Royal Family in the community were also strongly considered.

The first appointed Municipal Mayor was Hon. MANGALASAN ABUBACAR followed
by Hon. MACABATO RADIAB. Then came Hon. SULTAN GUINAR ASINAR
MINDALANO, who occupied the position for twenty-one (21) years. He never experienced
defeat in the mayoralty race because of his strong political affiliation with the dominant leaders in
the area and his sincere and unshakable courage to fight and defend the rights of the people. These
admirable qualities sustained him to the position until his death in 1989. Hon. RASLANI
MINDALANO became OIC-Mayor after ousted President Marcos during EDSA Revolution.
Upon death of Sultan Guinar A. Mindalano, Vice Mayor Hon. CASAN M. AMER assumed the
leadership post of the municipality by virtue of the law of succession.

In 1992, Hon. SULTAN DAGOROAN AMOL MINDALANO, following in the footsteps

of his late father Hon. Sultan Guinar A. Mindalano, was elected to his first term in office. He went
on to serve until his third term in office. His wife, Hon. JALILAH UMPA MACALBE-
MINDALANO, ran for the same post in the ensuing local election and won with a big margin
against her stronger opponents. Hon. JALILAH MACALBE MINDALANO served the highest
post in the Municipality for one (1) term or a total of three (3) years. In the next local election,
Hon. SULTAN DAGOROAN A. MINDALANO returned and served for another three (3)
consecutive terms as Mayor. In the 2013 Automated National and Local Election, Hon. JALILAH
MACALBE MINDALANO ran and won again the position. Hon. SULTAN DAGOROAN A.
MINDALANO ran all over again for the seven (7th) time in the 2016 Automated National and
Local Election. He is the current mayor of the Municipality of Madamba. The respectable couple
occupied the Mayoralty position for a total of twenty-one (21) years.

PROSPECT OF THE CSAR PLAN

As President Rodrigo Roa Duterte always pronounced that he will be combating drug
activities nationwide since his proclamation in July 2016. The Local Government has to follow
the command, the Municipality of Madamba, Province of Lanao del Sur thru the present
administration has started implementing said call of the President by establishing linkages with
various agency such as the Philippine National Police and etc.

There was Municipal wide consultation (Pulong Pulong) Barangay Clearing Operation held
prior to the Tokhang operation Oplan Double Barel in order to caution the local populace about
the program of the President.

With this development after series of consultation with the local folks, the PNP spearheaded the
TOKHANG operation and resulted to the Voluntary Surrender of Drug Users.
THE CSAR PLAN:

The Municipality of Madamba, Province of Lanao del Sur in its desire to attain smooth
implementation of its Anti-Drug activities it has to involved the participation of parents, ulamas,
sultanate and datu’s. this scenario will increase the awareness of the Local populace to discipline
their sons and other family members.
VISION
MISSION
 THE CSAR PLAN STRATEGIES DIRECTION:

The CSAR Plan is directed thru friendly of Drug Surrenders

personalities in order to convince them to start a new life. The LGU can
be able to do its share when there is strong support from the National
Leadership. This means, there shall be a coordinated effort to implement
the task.

The Philippine Drug Enforcement Agency (PDEA) has major role

to play such as intelligence provision, apprehension and manpower
support to the LGU and PNP

The Barangay as grass root area is also mandated in this plan to do

their parts by networking of drug personalities, provision of both moral
and government support to drug personalities who have surrendered and
establishment of government facilities for re engaging them.

The Municipality of Madamba is planning to establish

rehabilitation center to house drug surrenders of their life correction and
other forms of assistance to attend new life and re beginning.

“A RESOLUTION OF THE SANGGUNIANG BAYAN APPROVING

THE COMMUNITY SUPPORT AND AFTER CARE PLAN 2020”

WHEREAS, the Sangguniang Bayan members are in quorum and take steps
on preventing drug activities in the Municipality;

WHEREAS, drug prevention is a national call from the office of the

President, His Excellency Rodrigo Roa Duterte;
 WHEREAS, it is imperative that the LGU evolved a Community Support and
After Care Plan for 2020;

WHEREFORE, on motion of HON. FAIROZY MINDALANO and duly

seconded by the majority of Sangguniang Bayan members to approved the CSAR
Plan presented by the Municipal Anti-Drug Abuse Council;

RESOLVED, to adopt as it hereby adopts the Community Support and After

Care Plan for 2020 of Municipality of Madamba.

I hereby certify to the correctness of the foregoing resolution which was duly
adopted by the Sangguniang Bayan during its Regular Session on November 15,
2019.
