EXECUTIVE ORDER NO. 2 s. 2022

ORGANIZATION OF THE BARANGAY SOLID WASTE MANAGEMENT

ENFORCEMENT TEAM (BSWMET)

WHEREAS, Section 16, Article II of the 1987 Philippine Constitution under its state policies,
“The state shall protect and advance the right of the people to a balance and healthy ecology in
accord with the rhythm and harmony of nature,” This clearly acknowledge that the state is
obligated to protect the environment for the benefit of the people. This extends to the Local
Government Units who are also obligated to help in the conservation of the environment;

WHEREAS, in the light of the Supreme Court mandamus to clean-up, rehabilitate and
preserve the waters of Manila Bay, the Department of the Interior and Local Government (DILG) is
mandated to monitor the LGUs performance of their duties and responsibilities under existing
environmental laws

WHEREAS, to keep abreast with the abovementioned provision of the constitution and the
Supreme Court Mandamus decision, the DILG through the Manila Bay Clean-up, Rehabilitation and
Preservation Program, developed the Barangay Environmental Compliance Audit (BECA) to assess
the compliance of Barangays to pertinent provisions of Republic Act No. 9003 otherwise known as
the Ecological Solid Waste Management Act of 2000.

WHEREAS, to generate multi-sectoral interest and partnership in addressing the garbage

problem in the locality and lead in the successful implementation of the program, particularly in the
segregation, collection and recycling of waste at source;

NOW THEREFORE, I ROY D. GARCIA, Punong Barangay, by virtue of the powers vested
in me by law, do hereby order,

Section 1. Organization and Composition of the Barangay Ecological Solid Waste

Management Enforcement Team, pursuant to R.A 9003 and DILG MC 2018-112, there is hereby
organized “Barangay Ecological Solid Waste Management Enforcement Team (BSWMET)” to be
composed of the following:

Section 2. Duties and Responsibilities of the Barangay Ecological Solid Waste

Management Enforcement Team (BSWMET), the BESWMET shall have the following duties and
responsibilities.

1) accompany waste hauler to check waste segregation of households,

2) conduct regular inspection of water bodies and open spaces for possible illegal;
dumping/ open burning,

3) enforcement of no littering ordinances against other illegal activities,

4) inspection of commercial/ industrial facilities/ establishments and their compliance to

environmental laws and policies

Section 3. Meetings. The BESWMET shall meet at least once in every quarter or as often as
may be necessary.

Section 4. Effectivity. This Order shall take effect immediately.

DONE, Barangay Dampe, Municipality of Floridablanca this 15 th. day of January, in the year
of Our Lord, Two Thousand and Twenty Two.
