State of Children's Address Report
FY 2023
With the Wealth and Progress v1s1on of the Municipality, children are
considered one of the most critical sectors in society because they will inherit the
results of its current efforts. The municipality recognizes that they are essential assets
of the society, and it is when they can exercise their rights to develop their full
potential. This has led to the municipality's countless and continuous efforts to
coordinate various government agencies and conduct activities to promote their
well-being.
The Local Government Unit of Pasuquin's Local Code for Children, states that
it is the declared policy of the Municipality to effectively promote, fully enhance
and institutionalize the survival, protection, development and participation of
children [and protect their rights] within the framework of advancing, in general, the
furtherance of integrated, sustainable and equitable development.

Under Republic Act 10661, November is designated as National Children s
Month celebration to commemorate the United Nations Convention on the Rights
of the Child (CRC) a-doption on November 20, 1989.
In line with this, the Municipal Social Welfare and Development Office
conducted National Children's Month Celebration last November 17, 2023 at the
Municipal Auditorium which was participated by the learners of the various Child
Development Centers with their Child Development Workers, Parents, Elected
Officials, PNP Personnel, and MSWDO Staff with the theme: "Healthy, Nourished,
Sheltered: Ensuring the right to life for all!". The celebration of the National Children's
Month emphasizes the importance of the role of the child within Filipino Family and
the Philippine society. And that the society, the government ensures the right fo life
for all children. It aims to promote their physical, moral, spiritual, intellectual and well-
being by providing good healthy environment.
On the other hand, the accomplishments made by the different offices and
agencies for this year were also highlighted as they take part in the responsibility of
the survival, protection, development and participation of children.
First on the right to SURVIVAL:
Enhancing the survfval right of children are also conducted through the
advocacy on facility-based birthing and exclusive breastfeeding up to 6 months,
giving instructions to children eligible for PPD -Purified Protein Derivative (skin test),
Vitamin A and iron supplementation, deworming of Kindergarten, elementary and
high school students, tooth brushing drills of day care children, dental check-ups
and mass fluoride application in all barangays, OPLAN check-up, an awareness
campaign in the form of a Buntis Congress, and the on-going information campaign
on dengue.
The Municipal Civil Registrar's office had initiates a Free Birth Registration of all
identified children-clientele. We believe that every born child must have a proper
registered name.
Presently, LGU has 36 fully functioning Child Development Centers (CDC) with
536 children enrolled this year 2022-2023,
The LGU is also in continuous collaboration with the Department of Education
as to the implementation of programs to enhance the skills, talents and abilities of
the children through various activities such as Nutrition Month Celebration, Buwan
ng Wika, United Nations month, Reading Month Celebration, Sports development,
GSP and BSP Camporees, among others.
This year, we have recorded 19 cases related to children: most reported case
were cases of child support and custody and child abuse. In these cases of children
in need of special protection, children at risk and children in conflict with the law,
Municipal Social Welfare and Development Office (MSWDO) provided counselling
together the PNP-Women and Children Protection Desk Officer who worked
together to ensure child's protection. The Local Social Welfare Office discusses with
the necessary procedures prior and during case filings and also provides assistance
for subsistence and transportation.
As a risk reduction endeavor, we also made sure that the schools and the
MDRRMO regularly conducts orientations and drills in the various Child Development
Centers, elementary schools to impart basic knowledge on how to mitigate risks and
casualties during human-induced and natural disasters. The MDRRMO is usually
assisted by the Bureau of Fire Protection Emergency response Tearn.
In order to sustain the past initiatives that we have started, the Local Council
for the Protection of Children appointed child representative to participate in the
planning and monitoring. On the other hand, we made sure that every barangay
has child representative to represent the children sector so that their voices will be
heard.
LGU have made sure that National Children's Month Celebration was
commemorated through Municipal Social Welfare and Development Office by
showcasing the talents of learners of the various Child Development Centers. The
Philippine National Police (PNP) also continually conducts advocacies on Child and
Women Trafficking, Online Sexual Exploitation on Children, Child Abuse through
distribution of leaflets to the community, walk-in clients and schools which was also
participated by the students.
FUTURE PLANS FOR CHILDREN
With the dedication for the protection and promotion of children's rights, the
municipality through Municipal Social Welfare and Development Office, together
with the Municipal Health Office and Department of Education (DepEd) dedicates
to continuously create opportunities and innovations. Hence, we will endeavor to:
4. Strengthen the Local Council for the Protection of Children through regular
meetings and capability building activities.
6. Propose plans, policies and activities that will promote and enhance
children's participation and improve their well-being.

NATIONAL CHILDREN'S MONTH
• Reciting the Panatang Makabata during flag raising for the whole month of
November.
• Motor code around the town. Spearheaded by the MSWDO, Ms. April Anne B.
Manrique, a motorcade was conducted which was attended by the parents
and enrolled children of the 35 Child Developmen t Centers of fhe
Municipality.
During the activity, a joint singing, draw & tell and a folkdance
competition was also conducted among Child Development Children.

The winners during the Municipal Culminating activity was able to
represent the Municipality during the Provincial's National Children's Month
Celebration last November 28, 2023 in Pinili, !locos Norte.
DISTRIBUTION OF WORKBOOKS
For SY 2023, it is the 13th Cycle implementation of the SFP of the DSWD in
partnership with the LGU of Pasuquin, !locos Norte. The 480 target beneficiaries of
this program are the Children enrolled to the 35 Child Development Centers in the
Municipality.
One of the goal of the Municipal Council for the Protection of Children
(MCPC) is to give recognition to service
providers who had rendered their t
services wholeheartedly to all Children
in the Municipality. Through the initiative
of the Municipal Social Welfare and
Development Officer, LGU of Pasuquin
was able to recognized the Child
Development Workers or better known
as Day Care Workers who have
reached 25 years, 20 years and 1Oyears
in service by giving them recognition
award and incentives during the
celebration of Day Care Day last June 30, 2023.
This Program was implemented last July 2023 during the school break of the
students.
COASTAL CLEAN- UP DRIVE
Through the initiative of the MCPC's Child representative, Mr. Omur Guzel, he
partnered with SK Federated and Schools to conduct a costal clean up drive
activity last September 2023. This aims to raise environmental awareness in different
