EXECUTIVE ORDER (EO) __, SERIES OF 2023


AN ORDER CONSTITUTING THE LA PAZ INTER-AGENCY COMMITTEE ON
RELOCATION AND RESETTLEMENT (LIACRR)

Whereas, on 24th of March 1992, the Philippine Congress passed into law Republic Act (RA)
7279, otherwise known as "An Act to provide for Comprehensive and Continuing Urban
Development and Housing Program, Establish the Mechanism for its implementation, and for
other purposes" which mandates local government units, in coordination with the National
Housing Authority (NHA), to "xx provide relocation of resettlement sites with basic services and
facilities and access to employment and livelihood opportunities sufficient to meet the basic
needs of the affected families", among others;
Whereas, on September 1992, the Department of Interior and Local Government (DILG) and
the Housing and Urban Development Coordinating Council (HUDCC) issued the implementing
rules and regulations (IRRs) of the said RA to ensure the observance of proper and humane
relocation and resettlement procedures;
Whereas, there is a need to organize a special body from within the Municipal Government of
La Paz, Tarlac and other stakeholders on relocation and resettlement to effectively discharge
functions in compliance with the same RA and its IRRs;
Now, therefore, I, Venustiano D. Jordan, by the powers vested in ne as Mayor of the
Municipality of La Paz, Tarlac, do hereby constitute the LIACRR; providing hereof its
composition and functions.

Section 1. Composition of the LIACRR. The composition of the LIACRR shall be as under.

1.2.3 Municipal Engineer
1.2.4 Municipal Environment and Natural Resources Officer
1.2.5 Municipal Planning and Development Coordinator

1.2.7 Municipal Government Operations Officer
1.2.8 Department of Education- La Paz North and South District Supervisors
1.2.9 La Paz Municipal Police Station authorized representative
1.2.10 Commission on Human Rights authorized representative
1.2.11 Department of Environment and Natural Resources authorized representative
1.2.12 Department of Human Settlements and Urban Development authorized
representative
1.2.13 DILG Region III authorized representative

1.2.14 NHA authorized representative


1.2.15 Presidential Commission for the Urban Poor authorized representative
1.2.16 Homeowners Association President

Section 2. Functions of the LIACRR. The functions of the LIACRR shall be as under.
2.1 Formulation of Policies and Guidelines to ensure the standardization of shelter assistance
implementation.
2.2 Integration and maximization of available resources from participating entities, adopting
a common term of reference for site planning and development to include a menu of
housing options and assistance.
2.3 Ensuring adherence to RA 7279 on relocation and resettlement of families.
2.4 Monitoring implementation of plans, programs and projects as well as the operations of
its sub-committees, and submission of regular reports to the MGSI/HUDCC/NHA

Section 3. Separability Clause. Should any part of this EO be declared unconstitutional or


invalid by a competent court, the unaffected parts shall remain in full force and effect.
Section 4. Rescission Clause. Any and all other MGSI EOs, memoranda and/or other issuances
or parts thereof that are inconsistent or contrary herewith are hereby amended, modified,
repealed, revoked or superseded accordingly.
Section 5. Effectivity and Validity Clause. This order shall take effect immediately and shall
remain as such unless otherwise rescinded by another MGSI EO or any issuance with higher
authority.
